Glaser GLASER ASSOCIATES ARCHITECTS cc: Timberline Property Management 1 Cuppa-Joes' is being removed to accommodate handicapped accessibility modifications to the existing sidewalk. • Seven Pinon Pines shall be removed on the north side of the building modules to accommodate drainage. We anticipate the roots would be severely damaged due to foundation excavation. b. The landscape plan (sheet 2 of 7) identifies existing trees with the intent to remove, transplant, or protect. C. The project has been reviewed with City Forester Tim Buchanan to determine the number of mitigation trees required. d. The landscape plan (sheet 2 of 7) designates mitigation trees and their sizes. e. Tree protection specifications have been added to the landscape plan. 8. Current Planning a. Directional signage is located on the site plan (sheet 1 of 7) and the landscape plan (sheet 2 of 7). The signage is elevated on sheet 5 of 7. Conflicts with landscaping have been eliminated. b. The north-east parking area has been modified to comply with the Land Use Code. There is now a five foot landscape strip plus a two -foot landscaped vehicle overhang. ADA approved tree grates are proposed for the sidewalk between the main parking lot and the north-east parking lot. The use of ADA approved grates will enable the 4 foot wide clear space for handicapped access to pass over the grates. Elimination of parking spaces on the north property line is not necessary. C. An 18" high seat -wall will be between the parking on the south property line and the existing sidewalk north of Just-A-Cuppa-Joe's. Therefore, vehicles shall not overhang the sidewalk. Two spaces have been eliminated to create a landscaping island; the balance of 7 parking spaces are designated as compact spaces. d. The parking configuration as proposed has been reviewed with Engineering and Stormwater. The 14 parking spaces that exceed requirements does not cause conflicts with either utility. In fact, the hard -surface area has far more benefit to meeting detention requirements then the benefits of approximately 1,350 sq.ft. of additional landscape area that would be gained if the north row of parking would be eliminated as recommended by Staff. e. The plaza area has been modified to move the retaining wall and the signage from the right-of-way. The fence remains as proposed to be located in the right-of-way. Documentation shall be submitted to the Engineering department for review and permitting. f. The trash collection areas are elevated above the detention area as noted on the engineering drawings (spot elevations) and shown on Enclosure Section 2 on Sheet 5 of 7. g. The proposed "speed bumps" are weirs to detain stormwater. the weirs 3. Mapping Department a. The point of beginning has been added to the plat. b. The legal description has been corrected. 4. Poudre Fire Authority a. From meetings with Ron Gonzales and Kevin Wilson, the building has been modified to have a type 13-R fire suppression system. Access has been reviewed and accepted as per the current revised submittal. b. Poudre Fire Authority has requested a single hydrant located at the south- east corner of the City Park Avenue entrance. C. PFA accepts the northeast parking lot without a turn -around as access on the east side of the building. Note: See attached 8/6/98 PFA letter. 5. Liaht and Power a. Field dimensions indicate that the trash enclosure shall not interfere with the electric vault. b. Telephone and cable pedestals can be located on the lawn area. Electrical meters/building shut -offs and telephone boxes would be mounted at the retaining wall in the stairwells between buildings. Gas meters and regulators would be located in the area noted for condensers with remote readouts mounted on the retaining walls. C. A utility coordination meeting shall be held prior to final review. 6. Water Conservation a. A water consumption summary has been included on the landscape plan; sheet 2 of 7. 7. City Forester a. Through meetings with City Forester, Tim Buchanan, the site plan has been revised to save existing trees as much as reasonably feasible. There are 17 existing significant trees on the site. We are loosing 10 trees which shall be replaced with 20 trees that are up -sized from a 2" caliper to a 3" caliper to mitigate the loss of the existing trees. An explanation of the loss of existing trees is as follows: • A multi -stemmed Ash at the entry is being removed and replaced for safety reasons, utility installation requirements, fire hydrant location and trash enclosure location. The tree does not exhibit past pruning that would make it a specimen tree. • A tree on an existing parking peninsula (north of McDonald's) shall be removed to accommodate the drive through lanes. It is a specimen tree that shall be relocated if possible; however, it may be too large to move. • A large, un-shaped juniper at the northwest corner of Just-A- August 24, 1998 Michael G. Dear Mike: This letter serves as the response to your second review comments dated July 8, 1998 concerning planning issues for the Lofts at Campus West. We have addressed the planning review comments on the attached written comments and redlines. Response to engineering issues are under the attached letter from Shear Engineering. RESPONSE TO 718198 STAFF COMMENTS 1. Zoning Department a. Directional signage for the drive-thru lanes are indicated on sheet 5 of 6 and do not contain any McDonald logos. b. Rather than show two additional trees on the north property line between the parking and the property line, we have revised the plan to save the existing trees. This was discussed at the site with Tim Buchanan on 8/7/98. Since the trees are close to the 24" overhang space for the north row of parking, we shall trim the trees to 4'-6" and protect the trunks with reinforced bollards on either side of the tree (where needed). The bollards shall be installed with minimal disturbance to the trees and shall be painted a "blending color." The under -story shall be planted with a ground cover. See sheet 2 of 7. C. "AE" designation is for Aspen Upright European located on the north side of the three building modules. d. The west stairway is dimensioned at 15' from the City Park Avenue right-of- way line on sheets 1 and 3 of 7. 2. Building Inspection Department a. The ground floor units shall be designed to be accessible and adaptable. b. The site is designed to meet handicapped accessibility requirements. C. The building shall be equipped with a 13-R fire suppression system. d. The building shall be designed to comply with the Fort Collins Energy Code.
