A pedestrian and bicycle connection across the Union Pacific Railroad tracks requires the approval of the Union Pacific Railroad Company. Sue Grabler, the appropriate railroad company representative, has been contacted to determine if a crossing is possible. It is our understanding that it is not UPRR's policy to open new public or private at grade crossings. Furthermore, any public crossings fall under the authority of the Colorado Public Utility Commission. Nuszer Kopatz is working on obtaining a PUC application from Mr. Jack Baier (303.894.2855). We will continue to explore pedestrian/bicycle connectivity options with the City, however, the UPRR and PUC have made it clear that our original at grade railroad crossing is not a viable option. e. Traffic Study issues have been discussed with Eric Bracke, and a letter to Eric Bracke addressing comments is included in the re -submittal of the Spring Creek Farms O.D.P. f. The O.D.P. drawing has been revised to more clearly depict the limits of each parcel as per comments. g. Nuszer Kopatz is willing to participate in the traffic design charette and is waiting for notification from the City regarding the date, time, and location of the charette. 3. Stormwater Utilities: All comments have been taken into consideration and/or applied. All corrections have been made by Manhard Consulting Ltd. and are included in the re -submittal of the Spring Creek Farms O.D.P. 4. Engineering: All comments have been taken into consideration and/or applied. All streets depicted on the O.D.P. have been designed to meet City standards. Transportation Planning: All comments have been taken into consideration and/or applied. P.F.A.: All comments have been taken into consideration and/or applied. 8. Current Planning/ R.O. W Staff: The applicant/ owner has completed negotiations with R.O.W. Staff. 9. Traffic Ops: All comments have been taken into consideration and/or applied. All items have been addressed in a letter from the traffic engineer. Building Inspection: All comments have been taken into consideration and/or applied. 2 To: City of Fort Collins, Community Planning and Environmental Services Staff From: Nuszer Kopatz Date: October 10, 2000 RE: Current Planning Staff Review Comments - 09.20.00 Spring Creek Farms Overall Development Plan - RESPONSE 1. No comments regarding the Spring Creek Farms O.D.P. were received from the following: Streets, Engineering Pavement, Park Planning, Zoning, Light & Power, AT&T Digital, Natural Resources, and the Post Office. 2. Current Planning: a. Revisions submitted within 20 days of receiving Staff Comments. b. All comments regarding street connections have been taken into consideration and/or applied. The Comments ask the applicant to consider the location of the proposed intersections on Timberline Road. Staff made preliminary comments regarding intersection spacing, and those recommendations have been refined based on storage requirements. For further information, please refer to the Traffic Impact letter addressed to Eric Bracke that accompanies this re -submission. The signalized intersection on Timberline Road will be located at least 1/3 mile (1,980') north of the Drake Road and Timberline Road intersection as per comments. The proposed, limited movement (right in, right out), local street intersection closest to the intersection of Drake Road and Timberline Road will be located 750' north of the centerline of the Drake Road and timberline Road intersection. Nuszer Kopatz has been asked to located the third intersection on Timberline Road in coordination with the developable property across Timberline Road to the east of the site. The design charette planned to address this issue has not been held, and at present it appears the charette will not take place until November. Therefore, the location of the second, limited movement (3/4 movement), local street intersection will be 1,330' from the centerline of the Drake Road and Timberline Road intersection, as shown on the O.D.P., until after the charette has been held. c. With regard to the request and justification for alternative compliance to L.U.C. Sections 3.6.3(C) and 3.6.3(D) - at this date we have received neither information nor guidance to suggest that either is necessary. Please refer to item b. above or item g. for clarification. d.
