HomeMy WebLinkAboutSPRING CREEK FARMS NORTH - ODP - 24-00A - CORRESPONDENCE - REVISIONSADDITIONAL RESPONSE TO COMMENTS Traffic Operations: The applicant met with Eric Bracke and Matt Baker regarding the planned improvements of the Timberline/Prospect intersection on December 5th. Forestry: The types of trees that exist on site are noted on the O.D.P. drawing. The applicant will contact the City Forester to evaluate the trees during the P.D.P. process. Transfort: The location and number of new and/or improved bus stops will be determined at the P.D.P. level. The applicant will contact G. Rossiter with Transfort at that time. Transportation Planning: All comments from this department apply to P.D.P. level issues and these will be addressed when the applicant reaches that stage in the process. En ing eering_ All comments have been taken into consideration and/or applied to the revised O.D.P. drawings (not the Cover Sheet, but the Land Use Map) that accompany this 2nd re -submittal. Intersection spacing and quality have been noted for both Drake and Timberline on the revised O.D.P. drawings. Any revised traffic study information is available through the case planner, Troy Jones. The attached revised C DP drawings indicate a potential pedestrian crossing of the existing railroad tracks. The crossing is subject to the approval of the Union Pacific Railroad and the Public Utilities Commission. General note #2 has been corrected per comments. The next required level of traffic study is to be submitted at the P.D.P. level. Stormwater: All comments have been taken into consideration and/or applied. Please refer to the revise report and drawings included in this 2nd re -submittal of the O.D.P. CK: eom 4 g. Prior to the Hearing, I will need 10 copies of the ODP plans (including any revisions based on these comments) so they can be distributed to the board. The requested ten (10) copies of the O.D.P. plans for the Planning and Zoning meeting on January 181h will be turned in to the case planner by noon on Monday January 8th in preparation for the P&Z work session on Friday January 12th. 3 status report verifying continuing efforts toward resolving the issues is required within the same timeline. Revisions submitted within 30 business days of receiving Staff Comments. b. I have a meeting scheduled between city staff, the Union Pacific Railroad, and a representative of the Public Utilities Commission on December 7rh to discuss the issue of pedestrian underpasses along the Union Pacific Railroad track between Prospect and the south end of town. Among the topics to be discussed will be the pedestrian crossing that city staff is requiring you to make. I will keep you informed of the outcome of this meeting. Nuszer Kopatz attended this meeting. As a result, the applicant will begin addressing the feasibility of pedestrian underpass or overhead crossing and will meet with UPRR and PUC regarding the application process. c. Please see the attached flyer regarding the design charette planned for 11/29 and 11/30. The charette was held The Spring Creek Farms project was not impacted by the results of the charette. d. Please take off reference to the bike lanes along Drake and Timberline. The bike lanes are part of the ultimate street design for these streets, which are not really part of this application. All comments have been taken into consideration and/or applied to the revised O. D. P. dra wings. e. Extend the potential future pedestrian connection across the railroad tracks to the multi -modal trail. See current planning redlines. I will schedule the item for the next available meeting which is January 18, 2001. Before the hearing, you need to arrange with and Eric Bracke and Matt Baker what role you will have with the Prospect/Timberline improvements as a result of this project's impact on the intersection. The requested meeting was held on December 5th at the City Traffic Office. The applicants participation and two (2) alternative options were discussed. Stormwater, Engineering, Transportation Planning, Water/Wastewater, Forestry, Advance Planning, Poudre Fire Authority, Traffic Operations, Transfort, : a. Please see the attached comment sheets and/or redlined plans from these departments. No comments regarding the Spring Creek Farms O.D.P. were received from the following: Advanced Planning, PFA, or Water/Wastewater. All other comments have been taken into consideration and/or applied (please see below). 2. Current Planning: a. Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this letter within 90 days or the project application becomes null and void. A re -submittal addressing these comments is due by February 14, 2000. A 30 day extension to this deadline is available. All requests for an extension should be directed to the Current Planning Director.
