A&Z I have spoken with Les several times about this property and the new floodplain mapping. He is aware of the floodplain issues that he will have to address. His property is unique in that the majority of the City floodplain area that is outside of the FEMA floodplain, is in shallow flooding and therefore is not subject to the no -rise criteria because there is not detailed modeling. In order to develop the sheet flow areas he simply has to fill and elevate the structures. If he is able to stay completely out of the FEMA floodplain, that is great!! The mapping for Boxelder/Cooper Slough has been done for sometime and Les Kaplan along with others filed a protest. The new masterplan flows have been determined, mapped, and adopted by the "Director" as per code so that part is not pending. What is pending is the alternatives and funding which Council will approve. Attachment is shows the difference in floodplains. Solid shading is the existing FEMA floodplain and the cross hatched is the new mapping. (For some reason the parcel lines were not available today) The new floodplain will be submitted to FEMA some day since FEMA has accepted the new rainfall. So I would think we are not willing to back off to the existing FEMA floodplain. Just a note, the masterplan is in the final alternative stage right now and the ultimate plan will include Wellington and Timnath with an interim plan for the City and County. So the alternatives won't be built for years which means the developer has to deal with the new existing flows until the actual improvements are in place. Having the masterplan complete and adopted doesn't really affect development at this time, we know what flows to use for design. . As you can see I sent this to others so if I'm off base on this I should be hearing from them. Later >>> Ted Shepard 12/02/02 02:53PM >>> Glen, as you know, at this Wednesday's project review meeting, we will be discussing the annexation formerly known as "Prospect - East Frontage Road Annexation and Zoning." It is now known as "State Highway 14 - East Frontage Road A & Z." In any event, portions of this 47 acre site is in the Boxelder Creek as presently mapped by F.E.M.A. The developer, Les Kaplan, is proposing to preserve as open space the area of the federally mapped F.E.M.A. floodplain. Basically, this is the area from Boxelder Creek west to the Frontage Road. We are tentatively planning on this A & Z going to P & Z on Dec. 19th. Two questions that we will want to be prepared for: When (approximately) will the City complete its Boxelder Creek drainage basin master plan? and Will the 100-year floodplain boundary of Boxelder be different from the existing F.E.M.A. boundary? In other words, should we accept the offer to preserve the existing boundary, or should we hold -out for a larger area based on the pending City basin master plan?
