Current Planning Department Steve Oh Staff comments and concerns red -lined on the drawings have been carefully reviewed and are addressed or clarified as indicated in the recent submittal. The comments and concerns expressed at the weekly Staff Review Meeting on March 21, 2001: En 'ni er 16. Detail of both upstream and downstream water flow under the access point at Street and the alley are shown on the construction drawing details. 17. Street patching for Peterson Street is shown on the construction/engineering Transportation Planning/Mark Jackson 18. Bicycle parking is shown as on previous site plan, and can be included in newly Proposed garages as well. 19. It was determined by Mark Jackson that the walkway need not extend to the west Side of the site Natural Resources/Doug Moore 20. Recycling is included in the design. Stormwater (Basil Hamdan) 21. The comments are addressed in the revised drainage report. 22. See drainage report 23. This project is submitted for another round of review as requested by staff. All drawings red -lined by City staff with submissions of the revisions are hereby respectfully submitted. Landscape Plan the sanitary sewer has been moved to avoid any conflicts. d. The comment/concern is noted, discussions with Jeff Hill indicated that the sidewalk is workable and not perceived as a problem as shown. e. The meter pit detail is provided in the utility detail sheets. 7. Natural Resources Department Doug Moore a. The trash enclosure will accommodate recycling receptacles in addition to the enclosed garages which may be used for some recycling storage prior to pick-up, if needed. 8. City Forester: no comments or concerns 9. Post Office: no comments or concerns 10. Public Service Company of Colorado: The building will be electric heat, zone controlled with attention to energy conserving measures in construction details. 11. Transfort: no comments or concerns 12. Transportation Planning Mark Jackson a. A bicycle parking rack is shown on the site and landscape plan, garages May also be used for bicycle storage. b. Bruce and Susan Froseth met with Mark Jackson on April 26, 2001 at 1:00 p.m. He approved the existing walk as shown on the plans per the prior submittal due to parking requirements and existing parking shown. 13. Technical Services Department Jim Hoff a. The title of the subdivision plat will change per J.R. Wilson as Mr. Wilson cannot assign an address until the subdivision takes place. The project will be entitled Peterson Place at this time. 14. Traffic Operations Department Ward Stanford a. A meeting with Ward Stanford was cancelled after a telephone discussion Was held on April 17, 2001. Mr. Standford visited the site and perceived no outstanding issues related to the previous comments. An access easement is provided and noted for parking adjacent to Peterson Street. and verified and revisions made, at the time of installation. The proposed building is proposed with fire sprinklers. The building will be sprinklered based upon PFA specifications. 4. Zoning Department: Gary Lopez One honeylocust has been added along the alley and the existing honeylocust On the south property line has been moved to the east to accommodate the additional tree as requested by Gary Lopez. 5. Engineering Department Dave Stringer a. Stormwater review specific comments were received after the April 6, 2001 staff comments. The items of concern are addressed in the engineering drawings and the drainage report. b. 2 survey control points are shown in the detail sheets of the engineering drawings. c. The detail of the pan aligning with the 6" outlet pipe at curb is shown On the engineering drawings. d. A detail of the estimated street repair limits at the driveway reconstruction As required by the City Repair Standards dated October, 1998 is shown on the engineering drawings. e. In response to the comment concerning the address of the new dwelling Units: Speaking with J.R. Wilson on 6-18-01 at 11:20 am, he stated that if the lot is subdivided (as required by the City of Fort Collins in this case), the project will be assigned an address after the subdivision takes place and cannot be assigned at this point. Therefore, the project will called: Peterson Place, and be assigned a new address at the appropriate time. 6. Water/Wastewater Department Jeff Hill a. The approximate location of the existing water and sewer services for the lot adjacent to Peterson Street has been located and is shown on the utility plan. b. The standard general note pertaining to shrub separation is shown on the Landscape Plan and adjustments have been noted on the landscape plan. c. Required landscape/utility separation distances are noted on the RREUL [R0SEiR AR(NIIE(iS June 18, 2001 Steve Olt Project Planner for the City of Fort Collins Community Planning and Environmental Services P.O Box 580 Fort Collins, Co. 80522-0580 Dear Steve, This document is for the purpose of addressing the staff revisions documented for the 611 Peterson Street (re: Peterson Place), proposed project Development Plan (PDP)- #35- 00 which was submitted based upon staff comments for the earlier revisions. This response is to the round of comments based upon the February 28, 2001 revisions and submittal. The staff comments were dated April 6, 2001 1. This property and development request is located at 611 Peterson Street. The lot fronts on Peterson Street, with an alley along the rear property line. There is an Existing single family structure on the front of the lot. The property is in the NCM Neighborhood Conservation, Medium Density Zoning District in the City Of Fort Collins Land Use Code (LUC). The proposed project is a 3-plex, (garage with studio above and (2) two -bedroom unit -multi -family building.) Multi -family residential use is permitted in this District, subject to a Planning and Zoning Board (Type II) review and public hearing for a decision. 2. AT&T Broadband (CABLE TV) no comments or concerns 3. Poudre Fire Authority: Michael Chavez a. Address numerals shown on the plan and detail elevation are located on a kiosk as requested in earlier comments. The 10" numerals will be placed on a contrasting background, as in light colored letters on a darker tone background. Note: this is a change from the comment by we received on the comments dated November 22, 2000, under 5. a. In this set of comments, it stated: " Address numerals shall be visible from the street fronting the property and posted with a minimum of 6" numerals..." While the change to 10" numerals is noted on the plans, we think that the 6" numerals are more in keeping with the residential multifamily and single family neighbors and request that this be a consideration due to the kiosk. The location of the kiosk is shown on the plans.
