[11/25/03] A sanitary sewer main was installed on the north side of the existing 16-
inch water main a short time ago. Field locate this new sanitary sewer main, show
and label it on the utility plans. Due to the proximity of the sewer main to the water
main, restrain all joints and fitting on the proposed water main. Provide restrained
joint length calculations for our review.

(2) Streambank Stabilization. When the Stormwater Master Plans and the Storm
Drainage Design Criteria and Construction Standards of the city require streambank
stabilization, native vegetation shall be utilized for such purpose, acid engineered
stabilization techniques such as exposed rip rap shall be avoided, to the maximum
extent feasible. The use of native vegetation shall be the principal means of
streambank stabilization, and the use of rip -rap for streambank stabilization shall be
restricted to locations where the use of vegetation techniques is not reasonably
feasible.

Topic: Floodplain

1. There is a lot of work being done in the floodway. The lack of existing
detailed topo makes it difficult to ensure that there is no fill being placed in the
floodway, as required by the Poudre River floodplain regulations. Please
provide better existing topographic data. Suggest providing existing spot
elevations at same locations as proposed spot elevations. Please call to
discuss other options.
2. A no -rise certification is required because of the work being done in the
floodway. This must be completed by a registered professional engineer.
This certification should take into account the landscaping including plantings,
parking areas, detention ponds, bike paths, etc.
3. Please include a detail with a cross-section of the bike path to make sure the
contractor understands that there must be excavation in order to place the
base and asphalt, so as to not have fill in the floodway.
4. As -built elevations in the floodway will need to be certified as part of the
drainage certification to certify that there was no fill placed in the floodway.
5. Phase 2 of the building is right at the edge of the floodway. There needs to
be room to provide slope away from the building without placing fill in the
floodway. The southwest corner of the building will need to be pulled back
away from the floodway.
6. Please add a note to the plans (Sheet 5) and to the drainage report
addressing the requirement that no floatable materials are allowed to be
stored overnight in the floodplain without being secured. Please include a
note that all picnic tables, chairs, benches in the floodplain will be bolted. Also
note that any overnight parking must be outside of the floodplain.

clearly post any trail closures, detours, and general contact information (including
project name and information such as name and phone of contractor and or
applicant). This will allow the general public the opportunity to call directly to people
involved with the project related to issues and concern around construction and trail
issues.

Development needs to be shown and labeled on Utility Plans.
Land Use Code 3.4.1 (N)(1)
(1) Limits of Development. The applicant shall propose, and the Director shall
establish on the project development plan, a "limits of development" ("LOD") line(s)
to establish the boundary of the project outside of which no land disturbance
activities will occur during the construction of the project. The purpose of the LOD
lines shall be to protect natural habitats and features and their associated buffer
zones from inadvertent damage during site construction activities. The location of
the LOD shall be designed to preserve significant ecological characteristics of the
affected natural habitat or feature that could not reasonably be restored if disturbed
by construction activities associated with the project. The LOD shall also be
designed to accommodate the practical needs of approved construction activity in
terms of ingress and egress to the developed project and necessary staging and
operational areas.

orange construction fencing will be required along the L.O.D. and include a
construction detail on the Details sheet of the Utility Plans.

(2) Designation. LODs, as approved by the Director, shall be shown on the final plan
for development. LODs shall be designated in the field prior to commencement of
excavation, grading or construction with fencing or other methods approved by the
Director.

reconstruction of the area will need to restore the appearance of the bank to match

governmental agencies having jurisdiction, and which have been identified in writing
by the Director, that the development plan fully complies with all applicable state

development plan. .
