Hello all -
My recollection is that we discussed this and came to the following conclusions:
1. ODPs set the scope of the intersections to be evaluated in all later phases for compliance with APF
policy, but ODPs will not reserve intersection capacity.
2. At the time that the Rigden Farm ODP was approved, the criteria for defining intersections "significantly
impacted" by development was 1 mile, unless the development included a big box that generated more
than 10,000 trips. ( Since that time the traffic engineer's authority to extend the scope of the TIS for APF
has been clarified, but ODPS approved under the 1 mile criteria are being honored).
3. Because the Prospect / Timberline intersection is just barely over 1 mile from Rigden Farm, that
intersection was not included in the scope of the ODP TIS for evaluating against the APF and LOS criteria
4. As a result, as long as each individual phase of Rigden Farm is consistent with the approved ODP,
then the limited scope of the ODP TIS applies to define which intersections must be evaluated. however,
if a phase is proposed that requires an ODP amendment, then the Traffic Engineer could require a new
scoping of the TIS and arguably include the Timberline Prospect intersection in the scope, if appropriate.
That's my recollection of it

It is my understanding that since the project was in the process prior to the APF and since the project is
technically more than a mile away and generating less than 10,000 trips per day, the project was exempt

Cam, Eric, and Ron,
I am forwarding this query from Dennis Wyatt regarding the Shops @ Rigden Farm (King Soopers
shopping center) project development plan (PDP). This plan was originally submitted to the City on
September 30, 2002, and was recently re -submitted for second round of review on January 14, 2003.
The Shops @ Rigden Farm PDP is at the southeast corner of Timberline Road and East Drake Road. It is
my understanding that this development plan, being a phase of a larger, approved overall development
plan, is exempt from the Adequate Public Facilities restrictions that are currently being discussed by City
staff.
