CONCLUSIONS This study assessed the impacts of the Redtail PDP development on the short range and long range street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: The development of the Redtail PDP is feasible from a traffic engineering standpoint. At full development, the Redtail PDP will generate approximately 1134 daily trip ends, 128 morning peak hour trip ends, and 138 afternoon peak hour trip ends. Current operation at the College/Fossil Creek/Cameron intersection is acceptable. Acceptable operation at signalized intersections during the peak hours is defined as level of service D or better. It is expected that no additional traffic signals will be warranted, due to the existing signal at the College/Fossil Creek/Cameron intersection. - In the short range future, given full development of the Redtail PDP and an increase in background traffic, the College/Fossil Creek/Cameron and College/RT-in/RT-out intersections will operate acceptably. - In the long range future, given full development of the Redtail PDP, the College/Fossil Creek/Cameron and College/RT-in/RT-out intersections will operate acceptably during the peak hours. The ' short range and long range geometry is shown in Figures 10 and 11, respectively. - Acceptable level of service is achieved for bicycle and transit modes based upon the measures in the multi -modal transportation guidelines. With. regard to pedestrian level of service, gaps in the sidewalk system should be filled in by adjacent property ■ owners. 21 commercial area north of the site, the commercial/office area northeast of the site, and the residential area (Fossil Creek) east of the site. This site is in an area type termed "transit corridor" and "other." The level of service determination assumes that future developments will build their streets in accordance with Fort Collins Standards. This being the case, pedestrian facilities will exist adjacent to vacant property. This is a reasonable assumption. The sidewalk system in the area along Fossil Creek was never developed. The Pedestrian LOS Worksheet is provided in Appendix G. The minimum level of service for "transit corridor" is B for all categories, except for the visual interest & amenities category where it is LOS C. The minimum level of service for "other" is C for all measured categories. The primary concern with regard to pedestrian level of service is the discontinuity of the sidewalk system. Much of the area was developed in Larimer County, and as such, sidewalks were neither required nor built. It is incumbent upon the adjacent property owner to build sidewalks where they do not currently exist. Bicycle Level of Service ' Based upon Fort Collins bicycle LOS criteria, there are no destination areas within 1320 feet of the Redtail PDP. The Bicycle LOS Worksheet is provided in Appendix G, which indicates that the base connectivity is acceptable at level of service C. Transit Level of Service Currently, there is limited transit service in the area. In the future, transit service will be improved. In the future, there will be 20 minute transit service on College Avenue. It is anticipated that the level of service will be in the D category with implementation of the City's Transit Development Plan. Calculation forms for these analyses are provided in Appendix E. The key intersections will operate acceptably. Calculation forms for these analyses are provided in Appendix F. The key intersections will operate acceptably. The short range and long range geometry is shown in Figures 10 and 11, respectively. The existing cross section of College Avenue is wide enough to provide for 2 through lanes in each direction, a center median for designated left -turn lanes, and a wide shoulder that is striped with right -turn auxiliary lanes at appropriate locations. It is classified as an NR-A Highway. Using the State Highway Access Code (1998) as the reference, the right -turn auxiliary lanes should be 500 feet long including a bay taper at 15:1. The left -turn lanes must also provide for this same deceleration length plus the ability to store potential left -turn queues. In the short range future, the northbound storage length is 50 feet and the southbound storage length is 300 feet. A northbound right -turn acceleration lane is required for traffic entering College Avenue from westbound Fossil Creek Parkway. This lane already exists and would not be the responsibility of the Redtail PDP. The southbound storage length is required due to the forecasted traffic with the connection of Fossil Creek Parkway between College Avenue and Lemay Avenue. Once this connection is made, actual traffic counts should be used to determine the southbound left -turn storage length. -There is a significant north to south decreasing grade on College Avenue north of the College/Fossil Creek/Cameron intersection. Adjustments to the deceleration length should be made, as appropriate. In the long range future, the Fort Collins Master Street Plan indicates that College Avenue has three through lanes in each direction. The right -turning volumes are not high enough to require separate right -turn lanes at the College/Fossil Creek/Cameron or College/RT-in/RT-out intersections with the six -lane cross section. The left -turn storage lengths described earlier are sufficient in the long range future. Since there is enough width on Cameron Drive, it is recommended in both the short range and long range futures that an eastbound left -turn lane and a through/right- turn lane be striped on Cameron Drive. The westbound geometry on Fossil Creek Parkway can remain as it exists currently. Background traffic projections for the short range and long range future horizons were obtained by contacting Fort Collins Transportation Planning Staff and reviewing the Huntington Hills Apartments traffic study prepared for this area of Fort Collins. The peak hour traffic was increased to reflect the connection of Fossil Creek Parkway between College Avenue and Lemay Avenue. In addition, there are five office buildings on Coronado Court that were approved a number of years ago within the Fossil Creek Office Park, but have not yet been built. The background traffic includes the generated traffic from these yet unbuilt office buildings. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 7 shows the site generated peak hour traffic assignment. Figure 8 shows the total (site plus background) short range peak hour traffic at the key intersections. Figure 9 shows the total long range morning and afternoon peak hour traffic at the key intersections. It should be noted, due to the right- in/right-out access to College Avenue, a portion of the existing Fossil Creek Office Park traffic will utilize this access. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. Signal warrant analyses were not required due to the existing signal at the College/Fossil Creek/Cameron intersection. operation Analysis Capacity analyses were performed at the College/Fossil Creek/ ' Cameron and College/RT-in/RT-out intersections. The operations analyses were conducted for the short range analysis, reflecting a year 2005 condition. The long range analysis reflects a year 2020 condition. Using the traffic volumes shown in Figure 5, the College/Fossil Creek/Cameron intersection operates in the short range background condition as indicated in Table 3. Calculation forms for these analyses are provided in Appendix C. The key intersection will operate acceptably during the peak hours. PROPOSED DEVELOPMENT The Redtail. PDP is an office and residential development, located west of College Avenue near the existing Cameron Park and developing Fossil Creek Office Park in Fort Collins. Figure 3 shows a site plan of the Redtail PDP. The site plan shows primary access via the College/Fossil Creek/Cameron intersection. Right-in/right-out access is also shown at a location approximately 725 feet north of the College/Fossil Creek/Cameron intersection. This is the existing access to the Mill Brothers Nursery property. This access is shown on the adopted "South College Avenue Access Control Study/Plan," 1988. This access is also shown on the "South College Avenue Access Control Plan Update" which is currently going through the public review process. The short range analysis (Year 2005) includes development of the Redtail PDP and an appropriate increase in background traffic. The long range analysis year is considered to be 2020. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 6`" Edition, ITE was used to estimate trips that would be generated by the proposed/expected uses at this site. The proposal is for eight office buildings of 7,000 square feet each, eight apartment buildings with eight units in each, and two apartment buildings with seven units in each. Table 2 shows the expected trip generation on a daily and peak hour basis. Figure 4 shows the trip distributions used for both the office and residential uses. C Existing Operation The College/Fossil Creek/Cameron intersection was evaluated using techniques provided in the 2000 Highway Capacity Manual. The peak hour operation is shown in Table 1. Calculation forms are provided in Appendix B. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity Manual is also provided in Appendix B. The key intersection operates acceptably during both the morning and afternoon peak hours. Acceptable operation at signalized intersections during the peak hours is defined as level of service D or better. Experience indicates that if level of service D can be achieved during the peak hours, operation will be at level of service C or better for 20-22 hours of an average weekday. Sidewalks exist in the developing Fossil Creek Office Park. Sidewalks also exist adjacent to the commercial/office uses north and northeast of the site. There are no sidewalks along Fossil Creek Parkway or on Cameron Drive, within Cameron Park. This site is within 1320 feet of: existing residential areas east of the site _ and existing commercial/office uses east, north, and northeast of the site. While there are residential uses to the west, within 1320 feet of this site, they are not accessible due to the railroad tracks. Bicycle Facilities There are bicycle facilities along College Avenue. Along Fossil Creek Parkway bike lanes are not striped, however there is sufficient width for bicycles to operate safely. There are no bike lanes on Cameron Drive, since it is a local street. Transit Facilities The Fox Trot is within College Avenue from Harmony provides year-round service 7:00pm. 1320 feet of this site. It operates along Road, south into Loveland. EXISTING CONDITIONS The location of the Redtail PDP is shown in Figure 1. It is important that a thorough understanding of the existing conditions be. presented. Land Use Land uses in the area are primarily commercial/office and residential. Commercial/office uses exist adjacent to the site, to the north, and to the.northeast across College Avenue. Residential uses exist east of the site across College Avenue. The center of Fort Collins lies to the north of the Redtail PDP. Roads The primary streets near the Redtail PDP site are College Avenue, Fossil Creek Parkway, and Cameron Drive. College Avenue is to the east of the Redtail PDP. It is a north -south street designated as an arterial in the Fort Collins Master Street Plan. In this area, College Avenue has a four -lane cross section with a center left -turn median and right -turn auxiliary lanes. There are northbound/southbound left -turn lanes and a northbound/southbound right -turn lanes on College Avenue, approaching Fossil Creek Parkway and Cameron Drive. The existing speed limit in this area is 50 mph. The College/Fossil Creek/Cameron intersection has signal control Fossil Creek Parkway is east of the Redtail PDP. It is an east - west street designated as a collector on the Fort Collins Master Street Plan. Currently, it is has a two-lane cross section with a wide raised center median. The westbound approach to College Avenue has a left- turn/through lane and a right -turn lane. Fossil Creek Parkway lines up with Cameron Drive, which is west of College Avenue. By/before the short range (2005) future, it is expected that Fossil Creek Parkway will be extended east, to Lemay Avenue. Cameron Drive is west of the Redtail PDP and will serve as an access to the site. Cameron Drive is an east -west street designated as a local street on the Fort Collins Master Street Plan. In this area, Cameron Drive has a two-lane cross section. The eastbound approach to College Avenue has a left -turn lane and a through/right-turn lane. These lanes are not striped, however they function as mentioned above. There is an unnamed frontage road just (251) west of College Avenue. This road will serve the office portion of the Redtail PDP. Existing Traffic Recent peak hour counts at the College/Fossil Creek/Cameron intersection are shown in Figure 2. Raw traffic count data is provided in Appendix A. The traffic data at the College/Fossil Creek/Cameron intersection was collected in February 2001. 2 I. INTRODUCTION This transportation impact study addresses the capacity, geometric, and control requirements at and near the proposed development known as the Redtail PDP. The Redtail PDP is located west of College Avenue near the existing Cameron Park in Fort Collins, Colorado. Cameron Park is an established office park that is on both sides of Cameron Drive. There are signs indicating the developing Fossil Creek Office Park located just north of Cameron Park. During the course of the analysis, numerous contacts were made with the project planning consultant (VF Ripley Associates), the project developer (Lagunitas Companies), the Fort Collins Transportation Planning Staff, and the Fort Collins Traffic Engineering Staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation. 1 LIST OF FIGURES Figure Page 1.
