9. 050102: Sheet 6 — It appears that you need an easement for the riprap and drainage on the west
side of Timberline as well as a temporary construction easement.
Response: The interim drainage is designed to stay within the existing ROW. The soil riprap can
be placed without leaving the ROW. The ultimate drainage design will be directed
into inlets within the street and conveyed to existing storm systems. Therefore, the
ultimate design stays within the ultimate ROW.
10. 050102: Sheet 7,8 — See redlines for correction to the Crosswalk Markings Note. If there is a
study required, then it should be required now, not after the plans are approved.
Response: The crosswalk note was corrected per the redlines.

the minimum turning radius for emergency fire access roads and in parking lots shall be twenty-

The radius on the NE corner of Timberline and Zephyr needs to be 25' according to table 8-2,
LCUASS. Currently shown as a 30'.

must be submitted in accordance with LCUASS 1.9.2.
Did not receive the variance request as noted in the response letter.

Response: The street capacity calculations have been provided in the drainage report and
correspond to design point 400.
The inlet has been designed to capture the 10-yr storm and is reflected in the drainage
report. During the interim condition, flows will travel in historic patterns into the
undeveloped basins 401 and runoff will be picked up in the parking lot inlet at D.P.
200.
The Timberline Road Improvements show the existing culvert to be removed. The
storm system in Zephyr Road is to be extended to the west of Timberline Road as part
of the Timbers P.U.D. This is reflected in the plans.
103.- Please show the Timbers extended pipe on Zephyr and across Timberline to the West.
Currently these plans do not show the pipe that is to be extended across Timberline as per the
revised Timbers utility plan set.
-The proposed 10-foot inlet on the east side of Timberline needs to be tied into the school's
storm sewer system. Please indicate on the plans which of the two projects will build this
inlet and the tie; will it be done by the road project or the school project?
-Inlet design on the Timberline Road: the inlet on the east side of Timberline flow should be
designed to carry the 10 year flow through the inlet, while in the 100 year, since Timberline
is an arterial street the encroachment in the street should be such that it leaves at least one
lane open in each direction. Please design the inlet on Timberline Road and the pipe to meet
these design requirements.

shown on the Site Plan and that they match the Utility and Landscape plans. Your in-house
policy is understandable, however these comments will remain unresolved and the plans
unapproved until the plans are brought into compliance.

Stormwater
102. The plans for the Timberline Road Improvements show the existing culvert under Timberline
to be extended and tied into the school's drainage system, while your plans show that the
pipe is to be abandoned and removed. Please revise your plans to be consistent with the
Timberline Road Improvements Plan.
Response: The Timberline Road Improvements show the existing culvert to be removed. The
storm system in Zephyr Road is to be extended to the west of Timberline Road as part
of the Timbers P.U.D. This is reflected in the plans.
100. The section of pipe between SDI 200 and SDI 201 has very minimal cover; please increase
cover on pipe to maintain a 1-foot minimum.

18. Please provide street capacity calculations for Timberline Road.
-There is a low point on Timberline Road that is to the north of the proposed improvements.
The plans call for a future 10' Type R inlet but there is no sizing that was done and the plans
do not show what will happen to street flows in the interim condition.
-The existing 18" CMP under Timberline is shown to be merely extended. The City does not
allow CMP under the ROW, this pipe will need to be removed and replaced with and RCP
culvert. It will need to be sized such that it would be able to handle historic 100-year flows.
-No bends are allowed in the storm sewer without a manhole, please correct.

with 7-29a. The Poudre Fire Authority determined the width dimension of this ramp.

Dear Mr. Shepard:
This letter is in response to the comments received from the City of Fort Collins (Engineering and
Storm Water Departments). Specific responses are in the order of each comment sheet and reference
the note number where applicable.
2003 Elementary School Overall Utility Plan
1. Resolved
2. Add note: "Concrete to property line" on all drive entrances to the school.
Response: This note has been added to the Horizontal Control Plan.
3. How will the future inlet by others on Timberline and Timbertrail (?) work with your
drainage design if not in by the time you go to construction?
Response: Corrected labeling. Now shown as proposed.
4. No drainage from the berm over sidewalk along Timberline. Sheet flow should go from back
of sidewalk into ROW, and then b.o.w. into the property.
Response: We are awaiting the response to the variance request.
