16. Great job! Please retain curve in Lemay. Support leaving knoll more natural. Keep
maintenance facility as small as possible and as invisible as possible. Recommend
west most bike trail to avoid play areas.
COMMENTS
1. Include a berm or some other type of obstruction to intercept sleds before they crash
into Fossil Creek or the woods
2. Prefer Fossil Creek Trail alternative 3 for safety, less impact to wildlife, and like this
trail going to the school.
3. Leave the knoll alone.
4. I think the plans look spectacular, creative, and beautiful. As the mother of a 9 year
old it looks really fun. However, I would be willing to scrap the whole thing in order
to protect the wildlife. I know that's not going to happen, so I would vote for any
options that leave the wildlife alone. I run around Portner Reservoir daily, and enjoy
the plants, flowers, prairie dogs, muskrats, birds as they are. I am very concerned
about the fate of the prairie dogs who live there now and did before any of us moved

6. Recreation Center Comments: Option 2 is safer for people to get to park areas beause
they won't have to cross traffic — particularly children and those with disabilities.
Needs to be room fro a service access to pool chemical area for delivery. Need room
for handicap parking spaces close to building. Is there really enough parking for
activities as well as recreation center?
7. Not fond of the "formal" look of the green area — with so many natural elements, the
formality is out of place.
8. Ice arena (if we end up with one) must be an integral part of the recreation center for
maintenance purposes. Must also have room for a maintenance / ice re -surfacer
building.
9. Agree that knoll should be as natural as possible without the formal view channels.
10. Let's be sure we provide enough parking, and manage events so that parking spaces

22.Good job. Start sooner than 2001 ! I'm also eager for bike path to hitch up with
Cathy Fromme trail/park. I would love for amphitheatre to have facilities for
outdoor music concerts.

this and automobile centric park; Don't mow right up to stream channels. Use
xeriscaping and grass mixtures appropriate for this climate; Minimize the area
of bluegrass; Plant trees and shrubs with low water requirements; Minimize the
need for lighted ball fields; Expand areas for natural gardens for quiet places for
relaxation and reflection; Fossil Creek — Consolidate the maintenance facilities
with South Ridge Golf Course — No need for 2 separate maintenance facilities
right across the street from each other.
16.Quite an exciting plan! The design has good flow and movement. Both visually
pleasing and very functional. As a neighbor to the north who currently enjoys a
beautiful mountain view from my home two things concern me: (1) Baseball
lighting (ant overflow or light pollution from field), (2) Any tall trees that may
eventually obscure our view. As others have mentioned — addressing the traffic
flow from Lemay with safety in mind. Good luck in the next phase of the

17.Would like to see nature trails in the passive use areas. You could add a variety
of different environments to this — with a variety of trees, bushes, etc. I think
enhancing the passive uses of this park is important. The active uses, like ball
fields, only pertain to a smaller segment of the cities population.
18.Traffic light will be needed at Lemay and South Ridge Greens Blvd. Great park
plan!
19.Add plenty of benches very close to kids play areas for tired parents.
20.The plan is very well conceived. Many nice extras. I don't think you have too
much parking — may need even more with the growth of the south end.
21.Great job! Please leave the curve in Lemay. Also provide adequate landscape
sight buffering on all sides of maintenance facility — especially south side —
bushes and trees would be nice. Prefer multiple bike paths through the park for
localized riding, ie, south and north of lake. Prefer Option 1, 2 is to crowded.
Possibly move recreation center to north side as option.

11.Huntington Hills drive will be very problematic in regards to parking if may
people access park from there. Parking is already a serious problem now for
residents there in the cud -de -sacs on the south side. Visitors must frequently
park on Huntington Hills Drive because of the lack of parking space in cul-de-
sacs. The park must not increase this problem, Please! I appreciate hearing from
you regarding my and my neighbors concerns. We opt for "orange" bike route.

12.Scratch the view channels. It looks like a Civil War monument. Leave the
mound open. Frisbee golf course? Hope so. M. Grady
B.The park looks great — it is much needed on this side of town. The only concern
I have is that we really need a pool that is open to the public on the south side of
town. I see it is in the plans, but I think it is important to get the funding for
that. I am also excited to see the road extension done (the sooner the better).

14.I read about concerns of wildlife in the area, especially prairie dogs. Will they
be relocated before being fumigated? Will Coyote Ridge be ready in one year
for relocation? Why should a park which provides so much pleasure to people
necessitate killing wildlife which existed there prior to people.
15.General Comments: Currently, we build ball -field, sports, and entertainment
complexes, not parks. I hope this park will be the exception. The community
needs and wants a new generation of true parks, where people can go to enjoy
the quiet outdoors. Current park designs have environmental impacts. We need
and want to have parks that are not a negative in terms of the environment.
Specific Comments: Honor Natural feature buffers; Ensure proper trail design,
materials and locations to reduce impacts on our natural features; Runoff water
quality needs to be addressed! Reduce pollutant loads by minimizing pesticide
and fertilizer use; Minimize the number of paved parking spaces. Don't make

1. Go for option #2 paths — Paths bordering private property (as in option #1) in
not a good idea.
2. Leave some open space and a pile of dirt for kids to play.
3. Make sure there is access from Huntington Hill and Brittany Knolls to Warner
School.
4. Increase 100' buffer to activity areas.
5. Having two sons in wheelchairs, we bought our home on Huntington Hills
Drive primarily because of the promise of trails all the way around the lake.
Please be sure this happens for the benefit of people with limited accessibility to
recreation. Overall design looks wonderful! Please don't worry about
eradicating Prairie Dogs. They are rodents that pose a threat to the health and
safety of humans and pets.
6. A disc golf course would be a good addition.
7. Speed abatement measures in Fossil Creek Parkway are needed. Any chance of
an indoor pool in the proposed Recreation Center? The south end of town
definitely needs a year round pool, given our population density and number of
users. Is there a public transportation route (bus) going down Lemay to service
this area? Swings — is there a wheelchair swing for children with physical

8. Leave curve in Lemay.
9. We like Option #2. We'd like the pavilion to be able to accommodate outdoor
concerts. We'd like the bike trail to go the island route.
10.It looks great. I can hardly wait. Keep the trails that feed in from neighborhoods
and Werner. If option #2, the recreation center may help buffer sports
noise/light, and would keep children from crossing paved/street access. Clay is
dangerous even in 1 to 1-1/2 feet deep water. Go step into a pond and then try

23. Concerns are parking of people along Huntington Hills Blvd. and surrounding
neighborhoods, plus the control of diversity in the park. Otherwise this looks like a
great asset to Fort Collins. Ken and Linda F1......
24. Good overall esthetics on the park. Prefer Option 1 layout (to keep tennis court
lighting away from Huntington Hills). Prefer walking path Alt. 2 or 3. The proposed
(focused) lighting system would be much appreciated. Is it possible to keep some
natural areas for existing wild animals and birds? As a sanctuary? K.C. and Karen

25. Like the overall layout. Need to do the roadwork on Lemay at the same time to
prevent problems/accidents! Like Alt #2 for bike path!

11. Traffic control on Lemay isn't obvious. Too much parking for one little entrance.
Acceleration and deceleration lanes to entrance? Lighted ball fields? Where are the
lights? How high are the lights? Morning and evening low sun angle a problem for
fielders?
12. I like the Adventure Island. It sounds really fun. I also like the Dog Park and easy
access from the different neighbors.
13. Oakridge Estates label on existing conditions map is actually Southridge Patio
Homes.
14. Widen Lemay with construction of Park.
15. Consider safety of access to park relative to curve in Lemay.
16. Lemay should be straight and not a curve, as is now. Safety should be considered. A
traffic light should be placed south of the bridge or at Southridge Blvd. Intersection.
17. Would really like nice grass behind Huntington Hills Drive between the lake and
houses.
18. Bike trail between Adventure Island and Pond 1 needs to be closer to lake on north
- side of trees. We don't want our little children run over by bikers.
19. With choice of through -traffic concrete bike path, we prefer the "ORANGE" route.
This keeps high-speed traffic away from our Huntington Hills Drive lots. (Safer for
kids and noise reduction on our backside of house.) Brad Brank, 900 Huntington

20. We prefer Recreation Center as part of the park Option 2 so kids don't run across a
parking lot and take a chance of getting hit by a car.
21. Walkway (crushed rock) preferred to stay as close to waters edge between Pond 41
and Themed Bridge (on south side of park). We live (back-up to this) and would
prefer as much buffer as possible.
22. The proposed park is fabulous. It clearly is creative and should serve virtually
everyone's needs. Hopefully your funding will allow you to include all of the

COMMENTS
Overall a lot of creative effort evident. Especially nice is the pedestrian underpass on
the south end of Lemay. At times, I can see a need for a traffic light at the parking
entry on Lemay. That intersection could be very congested at times.
2. Bravo! The design is wonderful!
3. The underpass on south end of Lemay looks too far south, move it north. Also,
traffic lights will be needed on Lemay.
4. Keep the curve on Lemay, it would deter speeders.
5. Add to the aesthetic effect of the park. Open up the entrance from College Avenue to
reduce traffic on Lemay. Option 1 — our vote.
6. Put bicycle racks "near" Adventure Island, but not "on" the island.
7. Please include infant bucket swings and large red chair swings in the playground, like
the ones at Rolland Moore Park. I love both kinds.
8. You have done a great job in the design of the park and have included more elements
than I'd imagined you would. Thanks so much. None of the proposed FC trail
options is great. One is too close to Huntington Hills backyards; one cuts through
Adventure Island and would make theme bridges too dangerous; and one is too close
to water feature. Good luck finding an acceptable plan for this trail. I like the entry
plan for "the Green" in Option 1 with the Rec. Center on the other side of the parking
lot. Need real safe pedestrian access for crossing the parking lot through. Option 2
not as inviting. I like the type of simple play features, such as lily pads, dinosaur
eggs, etc. in the first examples. The other 2 boards were too Disneyesque. Anyway,

9. Please consider a dirt -hill track area for kids to ride their bikes/BMX. After hearing
the dinosaur -fossil theme ideas for the kids play areas, I am very excited about having
a unique, interesting and education twist to the standard parks one usually sees. The
interactive water play area sounds wonderful. A sledding hill is great too. With the
popularity of in -line skating, having a special area for this and hockey is also
important. I'd like to see the paved trails put in as soon as possible and a paved trail
going toward Werner Elementary (from Huntington Hills) would be handy for kids
who'd like to walk or bike to school. Thanks, Suzy Renchy.

FOSSIL CREEK COMMUNITY PARK
PUBLIC PROCESS
The 1995 conceptual plan for the park was developed in response to the "Pick" ballet
issue. The plan went through the following public process:
December 6, 1994-Brittany Knolls Neighborhood open house at Evangelical
Covenant Church.
December 12, 1994-Fossil Creek Meadows Neighborhood open house at
Evangelical Covenant Church.
December 15, 1994-Oakridge, Southridge Greens, and The Village at Southridge
open house at Evangelical Covenant Church
January 18, 1995-Open house of conceptual plan at The Farm.
Conceptual plan at the Main Library, Foothills Fashion Mall, University Mall,
City Hall, 281 North College for public review from January 24, 1995 to February
14, 1995.
January 31, 1995-The park plan was reviewed at Conceptual Review.
February 20, 1995-Open house for park final plan at Collindale Golf Course.
February 22, 1995-Review by Parks and Recreation Board with favorable
recommendation.
The citizens of Fort Collins approved the Building Community Choices ballet in April of
1996 that included funding for the final design and construction of the park.
Consultants were hired in 1999 to complete the final design of the park. Current work on
the park design indicates that many aspects of the 1995 park plan will carry through into
the final design.
The final plan will have a public process that will include open house meetings (likely 3
or 4), neighboring homeowner associatio presen aligns, the park p an l�eTng on the

City. This public process will occur in April through July of this year.
Tl�e,internal City process will include conceptual review, meetings with City staff, and
to City Council at the.M�rch 14, 20 Study�ssion and'the-Parks arid-Wcreat
on March 22, 2000. The park is a Type 1 administrative review and will follow
process.
