SUBJECT: Fossil Creek Park Transportation Impact Study - Response
to staff comments (File: 9994ME02)
This memorandum provides a response to staff comments contained
in a letter to Roger Sherman, BHA Design from Steve Olt, dated July
19, 2001. The .traffic.study comments are under items 28b, 28d, and
28e. They are addressed below and are labeled accordingly.
28b. The trip generation used in the TIS reflects 75% of the signal
design volumes for Rolland Moore Park. The largest sporting
event possible at the Fossil Creek Community Park would be one
at which all available parking spaces were used and they
turned -over fully in one hour. This type of event is highly
unlikely. However, if it were to occur, the peak hour trip
generation at the Lemay Avenue access would be 427 inbound
vehicles and 427 outbound vehicles, and at the Fossil Creek
Parkway access would be 145 inbound vehicles and 145 outbound
vehicles. This type of an event would not occur during the
peak hours of the street. Therefore, unless a specified time
of such an event could be determined, an operational analysis
is unreasonable.
28d. The right-in/right-out access to Lemay Avenue is located 900
feet south of the primary (public) access to Lemay Avenue. The
right-in/right-out access is not intended to be a public
access. This access is near the crest (north of the crest) of
a vertical curve on Lemay Avenue. The sight distance to the
north is in excess of 1600 feet. This is more than adequate.
As with all intersection .sight triangles, no obstructions
(landscaping, etc.) should penetrate the sight line of a
drivers eye height of 3.5 feet and an object height of 4.25
feet.
28e. The "Fossil Creek Park Transportation Impact Study," March 2001
was prepared and submitted to the City of Fort Collins (6
copies).
