Platting issues should be discussed with Craig Foreman in Parks Planning. 2. Emergency vehicle access has been coordinated with Ron Gonzales and has been shown of the site plan. 3. We are now showing a driveway approach that complies with the LUC, but if the code changes, as anticipated, we would prefer to have a radius style driveway. 4. The trail north of Fossil Creek park is addressed in the development agreement for Miramont. The trail will be constructed as a joint project by Miramont and Parks Planning. Utility Plan Comments: 1. The grading plan has been updated. We're not sure what additional information is required where driveway intersect public streets. 2. Approved Fossil Creek Parkway drawing has been shown on utility plans. 3. The left turn lane on Fossil Creek Parkway is no longer required per Eric Bracke and Matt Delich. 4. The Lemay Avenue re -alignment and existing alignment are shown on the site plan. The access should function equally well with both alignments. 5. General notes have been updated. Landscape Plan Comments: 1. Understood Stormwater Department -Basil Harridan 1. Buffer zones are shown and labeled on the site plan. The road on the west end of the site is located outside of the erosion buffer zone. 2. Per Matt Fater — the new study is not yet complete. 3. A storm drainage pipe will be extended from the pond to Fossil Creek with the 100 year capacity. An emergency overflow route is accounted for if this pipe plugs. 4. Huntington Hills Drainage is now included. The design of Fossil Creek Parkway is also shown. 5. All parking now gets to water quality ponds or wetlands. The 100 year overflow for the north pond is only via spillway. The existing man made ditch will be used as the outfall so that Fossil Creek's banks can be left in tact. 6. Underdrains now go to the spillway pipe from the south to Fossil Creek. 7. The water quality structure has been detailed. 10. The water quality pond has been moved. Per Matt Fater - the pond can be inside the 100- YR floodplain if it is in cut. 11. Lemay will be designed in the future by Park Planning and built by Street Oversizing. This design is only preliminary. Grading has been revised around the box culvert. 12. The drainage plan has been left as 100 scale, but grading is 50 scale on separate plans. 13. A plat has not been provided. Please contact Craig Foreman to discuss the requiremnent for a plat. 14. Bench is noted on cover. Fossil Creek Park Page 5 of design 31. Attached to this letter is a letter that we received from the Corp of Engineers stating that the wetlands on this site are non -jurisdictional. 32. The driveway location does not have much room to move any further south. We may be able to move is one or two feet closer to the wetlands. 33. The wetlands are non jurisdictional, so a 404 permit will not be required. 34. As indicated on the site plan, the park improvements occupy 8% of the total area of the Fossil Creek natural resources buffer area within the park site. So the project is in compliance with Section 3.4.1(E)(3) of the LUC. Transit Stop has been shown on the site Transportation Planning Department -Tom Reiff 1. No turn lane necessary on Fossil Creek Parkway per Erik Bracke and Matt Delich 2. Done 3. The Lemay Avenue alignment has been shown accurately per meetings between Matt Baker and JR Engineering. The Lemay Underpass will be built in conjunction with the realignment of Lemay Avenue. 4. We will need to discuss this further with the City. A pedestrian signal and crosswalk has been added to the site plan located at the intersection of the Murfield and Lemay. 5. A 10' wide sidewalk located in a 16' wide easement is provided which connects the east and west sides of the park. 6. Yes, the maintenance access will only be used by maintenance vehicles. 7. The building has not yet been designed. That level of detail will be provided in the next 5-8 years when the building is designed and submittals are provided. 8. A transit stop has been shown on the site plan south of the park entrance on Lemay. 9. Why do the walkways through the parking lot need to be straight? We don't see why a straight walk is any safer or more effective than the meandering walk. Does the LUC require that these walks be straight? If not, we prefer to leave them as they are shown. 10. Sidewalks have been aligned and ramps have been added at the west side of the drive. There is no curb along the entry drive, therefore ramps are not required on the eastern two corners. 11. No, the City will not take over the park or trail in Fossil Creek Meadows because this is a private park. Connections to the park and trail, however, are being proposed. 15. For more information and detail regarding trails, please contact Craig Forman at the Parks Planning Department. Transportation Department -Tom Reiff & Kathleen Reavis 16. The left turn lane into the park from Fossil Creek Parkway is no longer required based on information received from Eric Bracke and Delich. Refer to the Transportation Impact Analysis. 17. Entrance has been widened for left turns onto Lemay. 18. We have reduced the amount of wiggle in the sidewalks within the west parking lot, and we feel like this solution is just as safe and effective as a straight walk would be. 19. Done. 20. The ultimate alignment of Lemay Avenue is shown on the site plan, as well as the existing alignment. 21. The construction of the Lemay Underpass will be scheduled in conjunction with the realignment of Lemay Avenue. The underpass functions as part of the Fossil Creek Trail system. 22. A pedestrian signal is proposed at the intersection of Lemay and Murfield. There will also be a marked cross -walk at this location. 23. The sidewalk connecting the northwest and the northeast parking areas is designed as an emergency access route. The pathway has been designed as a 10' path and it may be necessary to provide a 16' wide easement associated with this path. This design has been coordinated with Ron Gonzales of the PFA. 24. None of the park driveways will be signalized, but a pedestrian signal is proposed on Lemay just north of the site. A signal may be located at the intersection of Lemay and South Ridge Drive may be signalized in the future. Stormwater Utility -Basil Hamdan 25. The western driveway is outside of the Fossil Creek erosion buffer zone. Why is it necessary to provide a buffer from the buffer zone? This area is very tight and there is very little room to move the driveway without impacting the wetlands. 26. Done. 27. A SWMM model is not a part of this submittal. 28. The revised 100-year flood study is not yet done. Flows south of the park have been taken into account. 29. Understood. Natural Resources -Doug Moore & Kim Kreimeyer 30. The shell shaped design between the ball diamonds and restrooms is a paving pattern. 6. Fence Elevations are provided on the site plan sheets. The only fence along Lemay is the fence around the dog park and around the maintenance yard. 7. In many locations curb and gutter are not proposed. In these cases the walk will be flush with the drives and parking. Where curb and gutter are proposed accessible ramps have been added. 8. Bike racks have been added at the dog park and the pavilion at pond 2. 9. The sidewalk is flush with the parking lot pavement in front of the dog park. No ramps are necessary for access. 10. Benches added. 11. The Phase 1 and Phase 2 parking areas have been clearly identified on the site plan. 12. Ice skating will now be located on Pond 1. 13. Adventure Island is a vegetated, themed discovery play area representing the Neanderthal time period. If budget allows, the island may include a shallow cave, cavo paintings, artifacts, a prehistoric hut, and themed bridges. 14. Ramps have been added at he spaces. When it is determined where the street lights are to be located the street tree locations will be adjusted to meet the 40' offset from street lights. AT&T Broadband -Dennis Greenwalt No Comments, No Responses Advance Planning Department -Peter Wray The Fossil Creek Trail passes under Fossil Creek Parkway at the Northwest corner of the site, crosses Fossil Creek on a bridge, passes on the west side of the lake pavilion, along the west edge of Adventure Island, along the southwest side of the Pond 2, crosses between the pond, run along the southwest side of the maintenance yard, and then crosses under Lemay Avenue. Parks Maintenance • Drainage from "The Knoll' down to the ballfields has been addressed by adding a drainage pan along the fence line to collect water. • The left field has been rotated to the East. • Truck access to the dog park trash cans will be provided. • We will not be lighting the soccer fields. The tennis and basketball areas are of a higher priority for lighting. • Access for the showmobile to the staging area has been revised accordingly on the plans and will be provided from through the main entry walk. • Trails will be concrete with the exception of the Oval trail which will be soil cement to reduce speeds of trail traffic.
