13-.'Per Eric Bracke of Traffic Operations Department, a pedestrian signal•is not
necessary for the construction of the park., In talking with Tom regarding this issue,'

he also stated that the signal will not be necessary at this time, but to keep a
pedestrian crosswalk located at the north part of the Park. entry/Lemay intersection.
14. The pedestrian underpass at Lemay Avenue is shown .for reference purposes only
in JR Engineering's plan set. The underpass is depicted by contours only. (Same as
above).

Appendix B. This information was taken from'the report previously completed and
approved in-1996 for the ponds. The area south of the park, Huntington Hills,
originally sized the ponds. The new park improvements are designed to be in
addition to the previously approved report and include the new rainfall.

10. Stormwater Utility-WesLamarque
1, The scale on the drainage plan was changed from 17=100to 1 "=50'. '
2. Based on discussions' between Basil Hamdan, Matt' Fader, and ;Dave Klockeman,
the reservoir routing procedure previously used in' 1996 ion the Huntington Hills
project is acceptable for -this project.
3. The Fossil Creek Parkway improvements were designed by others as part of
Huntington Hills, Filing No., Seven. Fossil Creek Community Park's driveway will
match the design at this point in time., ,Currently Fossil Creek Parkway is under
construction.
4. A detail of the outlet has been added to the plan set.. The overflow "plugged"
condition will be through the:park. All buildings are above an overflow situation.
5. The stormwater on the east parking lot will sheet drain across -the parking surface
to the pond
.6. The -water quality pond.for-the west parking lot has been eliminated As discussed
in the.meeting on June 11, 2001 with Parks, bha., esign,,Stormwater Utility, and JR
Engineering, the bioswales in conjunction with the existing wetlands will provide
water quality for the western area of the park' Cedar Creek has stated that the ,
wetlands alone.are sufficient for water quality. -
7. The water quality pond outfall pipe.has been realigned to enter storm drain
manhole #2.. We have also shown better detail of the pipe's outfall:`•
8..Design of Lemay Avenue will be by others -at a future date: _Grading of Lemay
Avenue -and the underpass are for information only. Lemay Avenue will not move
vertically'so tieswill not be. a problem. 'Parks will pay for this design and it is our
understanding that street oversizing will build it.
9. A,site map has been included with this plan set. The site map includes the
proposed site boundary and existing and proposed easements. A final plat is
required for. this site and will be prepared. It will have similar information as to that
shown hereon:
10. Calculations.have•not been. added for the water quality pipe outlet. The only .
design flow to this pipe is the holes in the structure. .
11. An emergency overflow swale is not necessary at the east end of pond 1. 'It is
anticipated thaf,during the 100-year.event much of the park will be inundated with
stormwater. However, building finished floor elevations will prevent inundation of
the floors. As discussed. during. the June 11, 2001, inundation of the bathroom floors
will be ok. 'A.detail of this outlet has been added to the detail sheets. The "plugged.
condition" overflow path'is shown in large arrows.
12. Since the scale of.the drawings was changed many items are much easier to read.
I hope that this will address all of the items -of concern under comment 12.

8. Current Planning Department -Steve Olt
a. Spoke,with Bob Loeven with Parks Maintenance regarding maintenance issues
with the use of Metal-Halidelamps at parking and trail area's. Bob preferred
High. Pressure Sodium lighting for these areas. We recommend still using the
Metal Halide for the Parking lot lighting,.and per Bob's request, switching to
High Pressure Sodium lighting for the trail•lights.
' b. Lower level plantings for critical areas such as screening parking lots and,the
maintenance yard have been.shown. The rest of the low level planting will be ..

shown on the Final Landscape Plan.
c: Bike racks have been added to the Play area and Oval Pavilion.

-1. The grading plan has been updated to a JR Engineering sheet layout with a PE
signature block and the City staff approval block.

3. Lemay improvements will not be completed prior to construction of Park.
Maintenance Drive has: been extended to existing Lemay alignment.

with the future Lemay Avenue improvements. '
6. The part of Mail Creek Trail within the park boundary is proposed with the Park

project. The trail connects to the approved Huntington Hills trail at the northernmost
property line as shown on plans. A connection from the Huntington Hills has been
provided to the Park's Mail Creek Trail. The trail then reconnects to the, approved
Fossil Creek Parkway underpass as shown on plans.'

8. Elevations have been included 'in this plan set for the driveways to Lemay
Avenue. Driveways are'all flush. Drainage will 'stay in the streets.
9: Additional spot elevations have been added to the_grading plan in the parking lot,
areas.
10. Faxed Marc a copy of meeting minutes with BHA, Craig Foreman, and Ron
Gonzales of P.F.A. The meeting minutes indicate that the 10'w trail is sufficient for
. emergency access. Per.a conversation with Ron Gonzales, the 16' Easement is also
sufficient.

13. Dog park vestibule will have containers for waste. Trash receptacles have been

14. The thematic linear,& curly-q patterns extending from the Lake Pavilion.are concrete
edger:encompassing a variety of planting, areas.'
15. The -"on ramp" walk pattern is a thematic element to carryon the curly-q theme.. .
16. Again, HC ramps will not exist at the crosswalks over drive aisles because curb will
not exist -in these areas. Where,needed, HC ramps have been shown._
17. Dino Dig is an' area where kids can dig upburied fossil replicas.
18. The distance from the soccer area to the pond is a far enough distance, in which balls

will not enter the pond. It is also up -hill from the soccer area to the pond, edge. •
19. The structure at Dino Dig is a Pavilion with tables for parents to keep an eye on kids
in all -play areas. Elevations were included in previous submittal.
20. Entry features have not.yet been designed, but they are envisioned to be some sort of
vertical architectural or sculptural focal element.
21. Interpretive Nodes .and Vertical elements have not yet been designed, but will
convey milestones in history.
22. Where walkways meet drive aisles through the parking lots, curb will not exist:
Further, there is no need for HC ramps in these areas.
23.We feel the'park has an adequate amount of pavilions; which serve each portion of "
the park. -
24. The current design will still serve.as a functional space, remaining pleasing and well
utilized over the years..Since this is the. main entryinto the park,"there is a need for a
strong design theme. Many people will be passing through this area. The walk patterns,
provide not only a passageway, but also stopping"points, which render this area as a
usable space rather -than merely a passageway.

Spoke with Terry regarding landscaping in the existing easement at the main park entry. This

area is an important area.for Landscape elements because it isthe main entry into the Park.
Will meet with Terry in the future to resolve this issue and come to a pleasant solution for
everyone.

Previously sheet 5,of 6 was by.bha,Design. That sheet has now been added to the JR
Engineering plans and has a new page number: I believe in making the adjustment we have
addressed the incorrect page number.
The Parks Department has directed JR Engineering.not to show a separate water service tap
for each individual building. The Parks Department typically uses one.meter with several ... , .
services from that meter. Craig.Foreman with the City of Fort Collins Parks Department has
told JR, Engineering. he would discuss this with the District.. For this reason, we have not
added a tap with this plan. ;
The proposed 6-inch water line to the maintenance building'is a fire line. We have labeled
this water line as such in this set of plans.
I believe the valve in question is part of an irrigation system for the Huntington Hills project
approved in 1'996.
All utility crossings are shown in the storm sewer.profiles.
Existing utilities are. shown in the Lemay Avenue alignment.
The standard thrust block detail has been revised to indicate a test.pressure of 150'psi.

sprinkler services,are provided to the Maintenance building.

The pedestrian Signal has been removed from the plans. It is our understanding that it may
be building in the future, but not as a part of the Park project. Per Tom Reiff. of
Transportation Planning, the pedestrian crosswalk has been moved from the Muirfield
intersection to the north part of the park entry/Lemay intersection.;
