The underpass will be designed and constructed with the Lemay Avenue street improvements. The current park plans are doing interim grading in the underpass' location. We realize that at the time of the underpass construction re -grading will take place. 22. The final plat will show the necessary easements. 24. The future grading of the second phase parking lot will be completed prior to the design and construction of the Recreation Center. Stormwater Utility (page 6 of 8) 20. A plat has been included with this plan set. 36. Interim grading has been shown where the future pedestrian underpass will be constructed. 37. The redlines in the plan set for the WQ outlet pipe was reviewed in the drainage plan. The elevations in the plans are correct. However, it appears as though the contours are drawn slightly incorrect. The contours have been revised for this submittal. Transportation Planning (page 6 of 8) (h) JR Engineering is working with the City of Fort Collins on the design of Lemay Avenue. 30. Design of the Lemay Avenue improvements have not begun yet other than a preliminary alignment study. Revision Comment Sheet Stormwater (June 20, 2001) 1. A plat is provided with this submittal. 2. This letter will attempt to address all of the comments contained within your July 19, 2001 staff review letter to Roger Sherman. The letter will address the comments in an order and numbering scheme consistent with that used in your letter. The letter will address only those comments thought to be related to the drawings by JR Engineering. Staff Review Comments Current Planning (page 2 of 8) 28(c) The lane widths for the park's main Lemay Avenue entrance were added to sheet 5 of 25. Engineering (page 4 of 8) (a) The Lemay Avenue underpass will be designed with the Lemay Avenue improvements project. The drawings were revised to show interim slope grading to accommodate the future construction of the underpass. (c) A plat has been added to the plan set for the City's review. (e) The second phase of parking will be designed and constructed at the time of the Recreation Center construction. Elevations were submitted for this review (2 sets) Water and Sanitation District -Terry Farrill Park Planning and BHA have been working with the Water and Sanitation District on issues regarding landscape near existing utilities. This issue has been resolved. Responses to Redlined Plans Dated July 11,2001 Sheet 1 of 16 -notes have been added regarding connection to Roma Valley Drive and the obligations of trail improvements -Raised enhanced crosswalk at west park entry has been added -Crosswalk has been removed from park entry -"Future" has been added to Proposed Transit Stop Location - Refer to attached responses from JR Engineering Sheet 2 of 16 -the 8' attached walk is concrete and the note has been added -See sheet 7 of 16... the curb begins at the crosswalk, but since the raised walk is being added, the ramp has now been removed. Sheet 3 of 16 -Notes have been added regarding the obligations of construction of the off -site trail connections Sheet 4 of 16 -Crosswalk has been removed from park entry and relocated to South Ridge Greens Boulevard as "future crosswalk and pedestrian signal by others" Sheet 7 of 16 -Crosswalk has been changed to a raised, enhanced walk Sheet 11 of 16 -Ramp has been added from bike lane at trail connection to Lemay. The design, however, has not yet been finalized. A cross section on the site plan drawings sheet 2 of 16 that includes spot elevations which shows the proposed grading of the area and also shows that the lowest part of the bridge is higher than the 100•year WSEL. Further, ramps are not necessary at this area 16. Landscape island was provided. 17. The interpretive nodes in the time walk area have not yet been designed. They will, however, be thematic seating/resting areas that include seat walls, benches, thematic elements, etc. 18. Boulders in the Adventure Island Play Area will provide ample seating for parents to watch their children. Small shade shelters (around 5) may be provided throughout the site and could be used as picnic shelters. See site plan drawings for possible locations. The trail inside of park boundary will connect with the approved trail to Roma Valley Drive and with the approved trail to Fossil Creek Meadows. The City will be funding the proposed trail inside of the park boundary for this project. When the trail meets with the approved portions, the cost of the improvements will be shared by Huntington Hills and the City. See site plan drawings for information regarding the trail connections and the coordination of its construction. J. From a conversation with Kathleen Reavis in Transportation Planning, it is our understanding that a future crosswalk and signal, by others, will be located at the South Ridge Greens Boulevard intersection, and has been noted as so on the site plans. K. Meeting has not yet been held. Traffic Operations L. Berming and landscaping, with the exception of street trees, are located outside of the sight triangles, preventing any sight problems for vehicles versus pedestrians. M. The crosswalk has been removed. From a conversation with Kathleen Reavis in Transportation Planning, it is our understanding that a future crosswalk and signal, by others, will be located at the South Ridge Greens Boulevard intersection, and has been noted as so on the site plans. N. Crosswalk at entry drive has been aligned with sidewalk to prevent visibility and safety problems. Planning O. Park Planning would like to investigate this matter prior to installation of ballfield lighting. If the opportunity exists, then the City would share the costs of the poles with the wireless telecommunications company. P. With this submittal, copies of the open house meeting minutes and also the skatepark workshop information have been provided. Along with these public outreach meetings, the project has also been published in the newspaper, and has been posted on a website during the schematic design phase for the public to review. Referring to the traffic study, Lemay Avenue is considered an Arterial. So, according to the table, a minimum site distance of 1030', 13' back from flow -line to a point located in the oncoming traffic lane, was implemented. For Fossil Creek Parkway, a Collector, a minimum site distance of 660', 13' back from flow -line to a point located in the oncoming traffic lane, was used for determining the sight triangles. H. The construction of Lemay Avenue is currently being coordinated between Matt Baker, Park Planning, and Engineering. As of now, construction of the Lemay improvements will commence in 2002 and be completed in 2003 in conjunction with the opening of Fossil Creek Community Park. B. Refer to memo from Matt Delich C.
