When Kathleen Reavis was contacted in early 2001 regarding this document, she provided information regarding the access points, but no information with regard to traffic forecasts. Therefore, Mark Jackson was contacted to get traffic forecasts. The peak hour forecasts in the transportation impact study are consistent with those supplied by Mark Jackson. Two additional pedestrian destinations were requested by City staff. These are the Mason Street Corridor (park/ride station) and the Werner Elementary School (east of College Avenue). Appendix E contains a pedestrian level of service worksheet showing these two destinations. The Mason Street Corridor will meet acceptable pedestrian level of service criteria once the sidewalk system is built within Redtail and once the City makes the necessary improvements related to the Mason Street Corridor park/ride station. The pedestrian level of service cannot meet the minimum criteria for all factors for the Werner Elementary School. This is primarily due to street crossings and continuity. There are no sidewalks in the Fossil Creek residential area east of College Avenue. This is a county subdivision and sidewalks were not required, nor are they desired by the residents. There is little that can be done to improve this. When the raised median is built by the City/CDOT in South College Avenue, the street crossing factor will be acceptable. Currently, bicycles use the shoulders along College Avenue as bike lanes. Generally, this is considered to be safe for the few bicyclists that use College Avenue. Where there are striped acceleration or deceleration lanes on College Avenue, the bicyclists share this area with the motor vehicles. Since the bicycle traffic is low, this situation is generally acceptable. When College Avenue is restriped to be a six -lane facility, it is recommended that bicycles not'be allowed to use College Avenue. This recommendation is consistent with the "no bike" policy on College Avenue north of Harmony Road. Traffic volumes on Fossil Boulevard (RT-in/RT-out) will be less than 1000 vehicles per day. This indicates that Fossil Boulevard should be classified as a residential, local street. Traffic volumes on Cameron Drive, just west of South College Avenue, will be 1500-2000 vehicles per day. These volumes are commensurate with that of a connector, local street. Traffic volumes will progressively decrease on Cameron Drive, to the west, toward the south portion of Redtail. In the new segment of Cameron Drive (to be.constructed with this development), traffic volumes will be less than 1000 vehicles per day. This indicates that the new segment of Cameron Drive should be classified as a residential, local street. 0 intersection will be commensurate with level of service D/E/F in the peak hours. This intersection is in a commercial corridor. The Fort Collins Motor vehicle LOS Standards (Intersections), also provided in Appendix A, indicates that the level of service at a stop sign controlled intersection is N/A (not applicable). It is assumed that, when signal warrants are met, this intersection will be signalized. Until that. .occurs, the calculated/actual operation is deemed to be acceptable. Table 3 shows the operation of the key intersections with the long range background peak hour traffic. Calculation forms are provided in Appendix B. With the warranted signalization, the key intersections will operate acceptably. Figure 6 shows the short range (2005) total peak hour traffic at the key intersections. Table 4 shows the short range peak hour operation using the traffic forecasts shown in Figure 6. Calculation forms are provided in Appendix C. The key intersections will operate similarly to that shown with the background traffic. Figure 7 shows the short range geometry at the key intersections. Figure 8 shows the long range (2020) total peak hour traffic at the key intersections. Table 5 shows the long range peak hour operation using the traffic forecasts shown in Figure 8. Calculation forms are provided in Appendix D_ The key intersections will operate acceptably. Figure 9 shows the long range geometry at the key intersections. In .the staff comments, reference was made to the proximity of the Cameron/Frontage Road intersection to College Avenue. This is an existing situation. The close proximity does cause operational concerns regarding blockage of the Frontage Road by eastbound traffic on Cameron Drive approaching College Avenue. This situation exists elsewhere in Fort Collins. It is recommended that signs be placed stating "DO NOT BLOCK INTERSECTION. Elimination of the Frontage Road does not appear to be an option, since it serves the parking lot for Cameron Office Park, Parcel 1 on the south leg of the frontage road, and the Fossil Creek Office Park (Coronado Court) on the north leg of the frontage road. The site plan for the Cameron Office Park shows a parking lot connection between Cameron Drive and Coronado Court. This connection provides an option of not using the Frontage Road by some of the traffic. If the existing median on Cameron Drive is extended to the east, it will cover the frontage road. This will force U-turns at the west end of the existing median. These U- turns will be difficult, if not impossible, for most vehicle types. While the median treatment may be perceived as an ideal solution, it does not deal with the reality of accessing certain properties in an established business park. Staff indicated the potential need for a center median in South College Avenue from Cameron Drive to Fairway Lane. This median is mentioned in the "South College Avenue (US287) Access Control Plan Update Report" as an element of the Long Range Access Plan. It is not mentioned as part of the Short -Term Access Plan. Therefore, the median treatment is part of the 20-year plan. It is appropriate that the medianization of South College Avenue proceed in an orderly fashion from north to south, as it has in the past. Construction of isolated medians is not recommended. It is more appropriate that this median be built when South College Avenue is widened to the major arterial (6 through lanes) cross section. The suggested treatment at the Fossil Boulevard (RT-in/RT-out) intersection with South College Avenue is that of a channelization island that will discourage left -in and left -out movements. Figure 2 shows the CD new site plan. As indicated on Figure 2, access to the site has been ochanged to include access to Fairway Lane to the north. Also, r Cameron Drive will not connect with Fossil Boulevard to the north. rn With this street configuration, the northern portion of the site will w have access to Fairway Lane and Fossil Boulevard only. In addition o to this, the proposed land uses have been changed. This addendum d addresses the staff comments contained in the Staff Project Review dated April 23, 2002. Contact with Transportation Planning and Traffic Operations indicated that a memorandum addressing the comments and changes would be necessary. The new site plan shows that all of Redtail has been changed to all residential land uses. Table 1 shows the new trip generation estimate for Redtail. There will be a reduction in the trip generation compared to the previous Redtail plan. The peak hour trip generation will be reduced by 25-35 percent. In addition to this, the site plan shows that access to the northern portion of the site will be via the College/Fairway and College/Fossil Boulevard (RT- in/RT-out) intersections, and access to the southern portion of the site will be via the College/Fossil Creek/Cameron intersection. The College/Fossil Boulevard (RT-in/RT-out) intersection is shown on the "South College Avenue (US287) Access Control Plan Update Report," Z February 2002, at a conceptual location just north of where it is FE w shown on the site plan. Figure 3 shows the assignment of the site w generated traffic at the key intersections. z Z Figures 4 and 5 show the short range (2005) and long range LU (2020) background peak hour traffic at the key intersections.
