Fort Collins citizens supported City Plan because we wanted something different and
possibly great to happen as our city grows, not just more developer -driven change with
"high -density housing" as the new magic word. The Drake/Timberline corner should reflect
the ideals of the City Plan by becoming more "walkable and connected" overall rather than
just within each separate new development.
The following four ideas would go a long ways toward making making the
Drake/Timberline Corner an area that will work well for many people by connecting
neighborhoods, making the area attractive and liveable, and reducing car traffic.
EMPLOYMENT —With some 8,000 people expected to live in the new developments on
the East side of the Drake/Timberline corner (not even including older existing
neighborhoods), a large employer (e.g. Woodward Governor) should be within walking
distance of all of these people! The Johnson Farm site currently planned for Employment
on the Structural Plan would be ideal because
• An office building on the site would still allow for grass, trees, and landscaping
that will be needed visually to counter the look of so much dense housing
• Car traffic would be reduced in two directions:
■ People would walk/bike from Rigden Farms to work
■ Employees would walk to Rigden Farms retail for lunch, errands
• The employees would help support retail in the Rigden Farms area
TREES —A substantial number of trees on the employment site around the building
would
• provide a visual break from the housing structures across the street,
• help counteract some of the pollution and noise that will be generated by
Timberline when it is six lanes across and busy,
• provide an attractive view for Parkwood East neighbors
• make walking/biking in around the area more pleasant
PEDESTRIANBICYCLIST UNDERPASS (OVERPASS pedestrians and bicyclists
must be provided with a safe and pleasant way to cross Timberline or they will not cross
it. pedestrian underpass is key to connecting new and existing neighborhoods and
reducing car traffic and pollution by encouraging people to walk or bike from
• The Rigden Farms area to EPIC and Edora
• Rigden Farms to employment on the Johnson Farm site
• Office buildings to the Rigden Farms retail shops
IMPROVEMENTS TO EXISTING NEIGHBORHOODS —existing neighborhoods are
sorely lacking in the amenities that encourage walking and biking, such as continuous
sidewalks (e.g., Lemay Ave.). Making improvements in these neighborhoods would
encourage walking to new destinations like Rigden Farms retail and would make
residents of these neighborhoods feel that they matter toy,

spacing accomplishes the purposes of this section of the code equally well or
better than a plan with spacing satisfying the code. The purpose of the
section is stated in 3.6.3(A). Call me if you have any questions on how to do
this.
d. I have had several neighbors suggest that a pedestrian/bicycle underpass be
provided to cross Timberline. I recommend that you explore this option in
the preparations of your Project Development Plan design. Also, a neighbor
recommended that the cluster of trees near the site for the proposed full
movement intersection would be a great place for a park or open space of
some sort. He pointed out that this is a natural high point on the site that
has great views of Horsetooth and Longs Peak. Another option that a
neighbor would like you to explore is to this cottonwood tree grove park
concept with the location of the mentioned underpass so they are both
integrated in the trail network linking the crossing of the railroad tracks to
the crossing of Timberline. I have included a letter from Gayle Hemenway, a
neighbor, that I recently received.

Staff has reviewed your submittal the Spring Creek Farms ODP, and we offer the
following comments:
COMMENTS:
1. Stormwater, Traffic Operations:
a. No comments.
2. Public Service, Zoning:
a. Please see the attached comment sheets from these departments.
3. Engineering
a. The intersection labeled 4 movement should have the word "potential" in
front of it.
4. Current Planning:
a. The ODP is scheduled to go to the February 1, 2001 Planning and Zoning
Board hearing. I will need 10 copies of the ODP plans (including any revisions
based on these comments) by Monday morning, January 22, so they can be
distributed to the board. If you intend to present a powerpoint presentation
at Planning and Zoning Board, I also need 10 copies of a printout of that
show by January 19th as well.
b. The details of the grade separated railroad crossing will be a Project
Development Plan issue.
c. Even though City staff has determined the location of the first intersection
north of Drake to be 750' feet away from Drake, you must request
alternative compliance to the requirement in section 3.6.3(D) of the LUC
where it requires that local street intersections with arterial streets be
spaced at intervals not to exceed 660 feet. The procedure and review
criteria for the alternative compliance request is spelled out in section
3.6.3(H). Note that you must provide an argument on how the proposed
