Re: Variance requests for.Mansion Park
Dear Mr. Allen -Morley,
This letter is in response to your request for variances to the Larimer County Urban Area Street Standards.
The first variance requested was to allow the 36-foot wide street section on Temple Street between the
intersections of Hilltop Drive and Bonnie Brae Drive as well as Congress Drive and Buell Drive instead of
narrowing the street to 30' over a short distance before widening it again. The third variance requested
was to allow a smaller -than -minimum vertical curve length of 50' on Mansion Circle at both intersections
with Temple Drive. The fifth variance requested was to allow a 30-foot radius on the throat of the cul-de-
sac instead of the standard 50-foot radius. The sixth variance requested was to allow a crosswalk length
of 66 feet, 10 feet beyond the standard, crossing the southbound. leg of Timberline Road on the north side
of the Drake Road intersection. The seventh variance was requested for a shorter left turn lane on Drake
Road turning north onto Sagebrush Drive. These variances have been approved as shown in the plans
and have been approved only for this project...
The second variance request was to reduce the minimum 45-foot transition length of the curve at a street
widening at a turn greater than 60 degrees., This variance request was denied because the request was
not sufficiently, justified.
The 0 variance request was to allow the sidewalk west of the cul-de-sac bulb to be located below the
back of the curb. This variance was denied. An easement would be needed from the Railroad whether or
not the sidewalk is located in the correct location vertically (with the current horizontal location). With the
sidewalk in the standard location, a grading easement will be needed from the Railroad. If the sidewalk
were to be allowed in Right -of -Way sloping from the back of curb toward the Railroad property, then a
drainage easement would be required for the drainage from the ROW onto the Railroad property.
As with all variances to the street standards, the variances granted for this project are based on the
particular situation under design and the judgment that we (the designer and the City) apply to determine
whether there is a public safety concern. The variances for this project in no way set any precedence for
relaxing these standards on other.projects without complete analysis and justification. .
