The Poudre Fire Authority offered the following comments: a) We will need a report as to the existing condition of the underground storage tanks. b) You will be required to take out a permit for the piping (for plan review/fees). c) A Hazardous Materials Management Plan and Hazardous Materials Impact Analysis will be required. d) Please contact the Larimer County Health Department for specifics on the type of ventilation equipment that will be required. The Current Planning Department offered the following comments: a) I've left a message with Matt Baker regarding the changes to the street oversizing fee. I recommend that you try to contact him as well at 221- 6605. b) We will look closely at the setback of the canopy from the street and how it relates to the requirements of the Land Use Code. c) The lights should be located so that they are flush with the underdecking, and additional lighting is down -directional, cut off. d) You will be required to provide street trees, screen the trash dumpsters, define the areas of circulation on the site plan, and provide pedestrian connections. e) Please refer to Articles 3 and 4 of the Land Use Code for the specific requirements of the Land Use Code. f) An area of notification map has been included with this letter. The Water/Wastewater Utility offered the following comments: a) There is an existing 24" water in Drake, a 6" and 16" water main down the east edge of the property. No trees may be planted in the easements. b) There is an existing 18" sanitary sewer in Drake, and an 8" sanitary sewer running diagonal adjacent to the property. c) A sand -oil interceptor will be required for the car wash. d) PIF's and water rights are due at time of building permit. e) Water conservation standards for landscaping and irrigation will apply. f) A grease interceptor may be required depending on .the type of food preparation that occurs on the site. The Stormwater Utility offered the following comments: a) This site is located within the Spring Creek basin where the fees are $2,175/acre and that is based on amount of added imperviousness, if any. b) If the site is already impervious, then no detention would be required. c) The standard drainage and erosion control reports and plans are required and they must be prepared by a professional engineer registered in Colorado. Light and Power offered the following comments: a) We are currently serving the Jiffy Lube from a vault in Drake. To sere the Texaco c-store, an easement would be needed, however, the vault may not be large enough for the load from both uses. b) You will be required to submit a C1 Commercial Service Form. c) The normal development charges and policies will apply. d) We will need a site plan to determine the location of the transformer (we would like to see it within 10' of a paved area.) The Engineering Department offered the following comments: Titm CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins MEETING DATE: December 15, 1997 ITEM: Proposed Jiffy Lube convenience store APPLICANT: Carr Bieker The Architects' Studio 117 East Mountain Avenue Suite 200 Fort Collins, Colorado 80524 LAND USE DATA: Request for a Texaco and convenience store to be located at the northwest corner of Drake and College Avenue (next to the existing Jiffy Lube). The car wash associated with the Jiffy Lube is proposed to be relocated to the site of the Texaco. The square footage is approximately 2,000 square feet for the c-store and 500 square feet for the car wash. COMMENTS: 1. The Zoning Department offered the following comments: a) The use will be considered to be a convenience retail store with fuel sales and is a Type 1 review (Administrative Hearing Officer). b) The mixed use and commercial building standards are applicable. This includes the build -to line which requires that at least 30% of the building is adjacent to the street. If this standard cannot be satisfied, a modification may be requested which takes the project to a Type 2 review (Planning and Zoning Board). c) Eight parking spaces would be allowed for the building itself (a maximum of 4 parking spaces for 1,000 square feet.) A recent change to the Land Use Code has been the addition of the Alternative Compliance section for the parking spaces and design. Alternative compliance allows you to request additional parking spaces (explaining why the additional are required, nature of the customer, etc.), without seeking a modification to the standard.
