Harter, AICP City Planner xc: Mike Dean File/Project Planner Page 4 the distance shown or adjust the plans to comply with the requirements. h) On the site plan, the word "removed" is spelled incorrectly. i) Please check with Kathleen Reavis regarding the proposed location of the bicycle racks. j) The patio/courtyard area needs to be greater enhanced if it is intended to become the exception to the build -to line requirements. Green space needs to be added and the width possibly widened. Please label the "picnic" tables, if that is what they are. k) You are required to provide 6% landscaping of the interior of the parking lot. It appears that in order to comply with the requirement, it may be necessary to remove the most western parking space and replace that with a landscaped island with two trees. In addition to meeting the requirements for the interior parking lot landscaping standards, such a change to the plans will bring the proposed development into compliance with the requirements of "full tree stocking" required in the Land Use Code. In addition, you are required to only provide one handicapped parking space. It may be possible to remove one of these spaces and adjust the size of the landscaped buffer on the east side. 1) Additional screening of the parking area and area of the pumps is required at the east and west entrances (please see the attached redlined plans.) m) You will need to add an additional tree on Drake Road, as well as two (2) on/near the entrance to the car wash. n) Although the review of the signs will fall under the requirements of the Sign Code at a later date, I would just like to recommend that the banded logo and signage shown on the elevations detracts from the architectural and color scheme that obviously has been given much thought and attention. I hope that you continue to work with the Texaco Corporation so that the good work that has been done to fit the building to the site isn't jeopardized by the signs. o) The black and red colors on the canopy do not match the building in terms of color and compatibility. All of the structures on the site should be in the same "scheme" and appearance per the requirements of the Land Use Code. Page 3 d) Please do not show the signage on the canopy and building. An independent sign permit will be required for the signage per the Sign Code requirements. e) Please show and label the dimensions for the building envelopes and distances to the lot lines. f) The proposed "Texaco sign" shown along Drake does not comply with the Code. It will need to be placed 15' from the property line. 7. The Current Planning Department offered the following comments: a) The photometric plan submitted shows that the lighting still exceeds the maximum requirements of the Land Use Code. Therefore, in order to comply with the requirements of the Land Use Code, it is necessary to do one or all of the following: reduce the wattage, provide high- pressure sodium light sources, or further direct the lighting downwards. This section does have the alternative compliance option that may be submitted by the applicant. Please reference Section 3.2.4(E) of the Land Use Code for details on the section. A request for alternative compliance must accompany the submittal of revisions. City staff is more likely to recommend approval of a request for alternative compliance if the light source is high pressure sodium rather than a metal halide source, and if all the lighting sources beneath the canopy are recessed. b) Foundation plantings were added along the south elevation and east elevation with the submittal of revisions, but according to the requirements of Section 3.2.1(E)(a)(d) of the Land Use Code, the width of the foundation plantings must be 5' minimum. It appears as if the landscape plan does not meet this requirement. c) There should be additional notes regarding bicycle parking, changes to the site necessitating a minor amendment approval, meeting the requirements on the Sign Code, and other standard general notes. d) The signature blocks for the site plan need to be revised according to what is shown on the attached redlined site plan. e) On the site plan, please include the number of parking spaces allowed per the requirements of the Land Use Code. f) Why are there two different legals on the site plan? g) The required minimum landscaped setback along Drake Road (an arterial) is 15' from the edge of the ROW. Mountain Avenue Fort Collins, Colorado 80524 Dear Carr: City staff has reviewed the revisions submitted for the Kmart Plaza, Fuller's Texaco Project Development Plan, #38-97, and offers the following comments: The City's Water Conservation Specialist stated that "The landscape plan shall include the total area (in square feet) for each landscape category. Landscape categories are distinguished by their water requirements and intended maintenance level. Examples of possible categories include, but are not limited to, high water turfgrass, low water turfgrass, low water planting beds, moderate water planting beds, and non -plant areas (paved areas, etc.)" Please see the attached for additional information. 2. Comments from the Engineering Department are attached. 3. Comments for the Stormwater Utility are attached. 4. Comments from the Water/Wastewater Utility are attached 5. Light and Power Utility stated that we "will need to coordinate transformer location." 6. The Zoning Department offered the following comments: a) An alternative compliance will be required for parking numbers. b) The Jiffy Lube ground/freestanding sign on College must be brought into compliance with the code when the Texaco site is completed. c) One (1) trees is required east of the carwash in the landscaped buffer (a portion of that buffer is less than the required five (6) foot minimum. 281 North College Avenue - PO.
