Request for Alternative Compliance to Section 3.2.4 Site Lighting
Project Name: Park South Commercial Plaza Subdivision, 4`h Filing, Lot 2B
Horsetooth Carwash
Date: 03-22-2005
Photometric Reference: Ell P Site Photometric Plan prepared by RJMcNutt & Associates
Description of modifications:
1. At the entrance to each of two automatic wash bays, a fixture type "AA3" has been added to
provide security at the autocashier payment machine. The footcandle values surrounding these
fixtures will by design exceed the ten (10) footcandles allowed for general onsite lighting levels.
• Fixture Type "AA3" is specified with sharp cutoff reflector.
2. At each of three vacuum canopies, fixture type "EE" will be utilized. This location is also a
transaction, and requires people to be out of their car. This fixture will by design exceed the ten (10)
footcandles allowed for general onsite lighting levels.
• Fixture Type "EE" is a recessed fixture mounted flush in the vaccum island canopy.
The security rational for these modifications include the following:
• The autocashier payment machine and vacuum islands are points of transaction, where
patrons insert credit cards or cash, and receive change. The operation is automated and
unattended, therefore security is paramount.
• The transaction areas are monitored by security cameras. The cameras will not capture an
image properly without adequate illumination at the point of focus.
• The police department typically desires a higher level of illumination at these transaction
points to provide greater visibility and added security.
An alternative application of the Land Use Code would allow:
• Section 3.2.4 allows for footcandle values of up to 26.0 in under -canopy areas. The type of
transactions that occur at this carwash location are comparable to those that would take
place at an under -canopy fueling area ("pay at the pump") or ATM bank teller machine.
Therefore, a similar level of illumination and security is appropriate. The proposed lighting
levels would comply with the requirements for under -canopy areas.
