Staff has 2 questions:
1. The proposed 2 light fixtures on the west side of the building,
being detached on 10' high poles, are the same. Why the dramatic
difference in the foot-candle values at the bases, ranging from 18.3
foot-candles to 24.4 foot-candles?
2. The second question is even more of concern. The proposed 3 light
fixtures in the vacuum areas, being under canopies, have foot-candle
values ranging from 11.4 foot-candles to 26.4 foot-candles. They are
all
the same fixtures. What makes these values differ so much? Is there an
error on the Photometric Plan?

Please consider that the closer to the source you are the brighter
it's
going
to be and you are looking at a 10' x 10' calculation grid so the light
levels
10' away from each other will be different. You also must consider
points
on the grid where multiple light sources are contributing to a single
point.
The difference in light levels is more noticeable below the canopy than
the
poles because the canopy lights are closer to the calculation grid
(the
ground)
producing a steeper gradient (it's going to be bright below the fixture
and
fade
off quickly).
Hopefully this addresses your concerns on the matter.

Steve,
As I stated before you must consider the additional sources contributing to
these points. The pole on the south has more fixtures surrounding it so
that is probably why we are seeing higher values there.
As for the canopy lights, this is my third revision to the drawing. My
original submittal got rejected because I exceeded 10fc, so I revised the
drawing to meet the 10fc requirement. The owner/architect informed me that
the lower wattage was not acceptable and that they were going to apply for a
variance to the code so I installed the fixtures as instructed by the
owner/architect. The city and the owner/architect need to come to an
agreement as to what is going to be required/allowed before we go through
another round of changes. Whatever is decided upon I would be happy to
submit a revision on it as we can put this issue to rest.
I'm just guessing, but present values under the canopy probably range
somewhere between 35 and 10 fc depending on where you calculate a point, the
differences you are seeing are just where sample points are taken. With a
recessed metal halide so close to the ground there won't be a smooth
distribution, so different points will have different values.

Actually, I still have 2 questions.
Regarding the 2 AA3 fixtures, why is the spot value at the "base" of
the northerly pole 19.5 foot-candles and the spot value at the "base" of
the southerly pole 24.4 foot-candles? These spots seem to be similar in
their relationship to their respective poles & fixtures, distance -wise.
Regarding the 3 EE fixtures under the vacuum canopies, light sources
and pole heights being the same, why do the values change so
dramatically from canopy to canopy. The north canopy (admittedly smaller
than the other two) has spot values of 11.4 & 12.3 foot-candles, the
middle canopy has spot values of 15.2 & 21.3 foot-candles, the south
canopy has spot values of 16.1 & 26.4 foot-candles.
Can the light sources on these fixtures be changed to decrease the
