that serves the area with a signalized intersection.
26. The Context Diagram should indicate the signalized intersections of Rutgers,
Columbia and Drake. All internal access drives should be shown including the
connection between K-Mart Plaza and University Mall (King Soopers).
This concludes our comments at this time. Please note that comments from other
agencies are included in the package.

A. "AII landscaping must be installed or secured with an irrevocable letter of
credit, performance bond, escrow account or other financial security
acceptable to the City for 125% of the value of the landscaping (materials
and labor) prior to issuance of a Certificate of Occupancy."
B. "Developer shall ensure that the Landscape Plan is coordinated with the
plans done by other consultants so that the proposed grading, storm
drainage, or other construction does not conflict nor preclude installation
and maintenance of landscape elements on this plan."
18. Public Service Company reports that the existing gas main is approximately 86
feet east of the west right-of-way line of College Avenue (in the middle
somewhere). The service line for this building will need to come from this main.

19. The building will need to be equipped with an automatic fire extinguishing
system or contained with proper fire separation walls so that no uncontained
space exceeds 5,000 square feet. If a fire hydrant is not within 600 feet of the
building, then a new hydrant must be provided. Address numerals must be
visible from the street, a minimum of six inches in height, mounted on a
contrasting background.
20. The plan sheets should be ordered so that the Site Plan is sheet one of five, the
Context Diagram sheet two of five, the Landscape Plan sheet three of five, the
Architectural Elevations sheet four of five and the Horizontal Control Plan sheet
five of five.
21. There is far too much information on the Site Plan and it is difficult to read.
Please delete the contour lines, ties to section corners, and all data references
to delta, radius, length, chord. Simple dimensions will suffice. A simple legal
description calling out Subdivision/P.U.D. name, Quarter Section, Section,
Range, Township, City, County, and State will suffice. Proposed improvements
should be in solid line and existing improvements should be dashed or in faint
line.
22. The vicinity map should include a larger area and include the name of major
streets.
23. Enclosed please find an example of the City Approval signature block.
24. The Notary block should include two additional lines for an address and delete
the reference to the town of Erie.
"The trash enclosure shall be constructed out of the same exterior
building materials as the principal building. The enclosure shall feature a
swinging gate that may be constructed of metal, wood, or chainlink with
dark slats. Allow space for recyclable containers."
9. The electrical transformer is not indicated. Will power be brought to the building
by an existing transformer or will a new one be necessary? If a new one is
necessary, it must not be visible from College Avenue. It must be screened
either by a solid enclosure or by a sufficient amount of landscape materials.
Light and Power will require that the transformer be within ten feet of hard
surface from one side for access for emergency change -out. Please indicate the
location of the new transformer, if necessary, on the Site Plan.
10. We have major problems with the architectural elevations. As was stated at
Conceptual Review, the east elevation along College Avenue must not constitute
a blank wall. The neighboring building to the north features two entries and
glass storefront along its eastern elevation. It is not at all clear what is
humanizing about an eight foot high screen wall. Please remedy this design as a
blank wall will be considered unacceptable and a reason for denial.
11. On the architectural elevations, please be more specific regarding the color of
the fluted block. Also, is the dark green metal roof a Berridge product? Please
specify the manufacturer and the exact color.
12. The correct spelling is "fascia."
13. On the landscape plan, please add the aforementioned five deciduous shade
trees in the new planting strip in the east -west main drive aisle.
14. Also, please add two landscape islands, on the east end of the second parking
bay which will be shortened by eight spaces to accommodate a north -south drive
aisle.
15. There are two parking bays that are not capped by landscape islands on the
west end along the main north -south drive aisle directly in front of the K-Mart
entrance. (The parking with the handicap parking is excluded.) These two bays
should be equipped with islands that feature street trees and shrubs to cover at
maturity.
16. All parking lot islands should feature a sufficient amount of shrubs to cover the
planting bed at the time of maturity. Gravel mulch as the sole ground cover is
unacceptable.
17. Please add the following two notes to the Landscape Plan:
G. The sidewalk along College Avenue that wraps around the intersection of the
main access drive should continue west to the proposed crosswalk and new
sidewalk.
H. A raised crosswalk should be provided at the west terminus of the new sidewalk
where it cross the north -south drive aisle that is directly in front of the K-Mart
entrance.
2. North -south access through the shopping center is impeded. The second
parking bay south of the main entrance drive, that contains 18 spaces in the
north row and 20 spaces in the south row, blocks traffic flow. This forces the
north -south traffic to use the drive aisle directly in front of K-Mart which is the
most congested area of the center with the most pedestrian/vehicle conflicts. To
allow north -south circulation, parking stalls should be femoved. Twenty feet is
sufficient width. The ends of the shortened parking rows should be capped by
landscaped islands with street trees. This may result in the loss of eight parking
spaces.
3. The painted median that divides east -west traffic flow in the main access entry
drive should be raised to provide vertical protection between lanes. The
resulting planting bed should be planted with perennials sufficient to cover the
planting area.
4. The letter from Aldridge is insufficient for addressing pedestrian, bicycle, and
transit modes of travel. The reference to a "sidewalk cafe motif with seasonal
outdoor seating" does not constitute an analysis of the non -vehicular facilities.
Besides, there is no evidence of a "sidewalk cafe motif or "outdoor seating."
5. The transit stops on both College and Drake must be indicated on the site and
landscape plans. Both stops must be equipped with a bus shelter as per the
design standards of the City's Transportation Department. Please contact
Gaylene Rossiter, 221-6620, for information on how to obtain and place these
shelters.
6. Please add a sidewalk connection on the south side of the building to the
College Avenue sidewalk.
7. A bike rack must be provided near the entry. Please indicate on the site plan.
Please add the following note to the site plan:
"The bike rack shall be located near the entry, permanently anchored to
concrete and not interfere with pedestrian walkways."
8. It is not indicated whether the trash enclosure will match the building. Please
add the following note to the site plan:

Staff has reviewed the request for K-Mart Plaza, Project Development Plan, and offers
the following comments:
1. As proposed, the site lacks a direct, coherent pedestrian connection from South
College Avenue to the K-Mart entrance. Such a connection would also tie the
proposed 6,500 square foot retail building to the anchor of the shopping center.
To remedy this situation, the following measures are proposed:
A. The eastbound exit lane of the main access drive can be narrowed from a
double lane to a single lane at a point west of the north -south cross drive aisle.
This gains approximately 11.5 feet of width. (East of the north -south cross
connection, the single lane widens to two for left turn stacking.)
B. The painted asphalt striping separating the eastbound drive aisle from the
diagonal parking should be removed. This gains 3 feet.
C. The 23.56 feet wide back up space for the 14 60-degree parking stalls can be
reduced to 20 feet. This gains 3.56 feet.
D. Within the 17.56 feet of area, an eight foot wide concrete sidewalk should be
constructed, with ramps, that connects directly with the existing walk on South
College Avenue. Abutting this walk on the north should be an eight foot wide
planting bed for 2.5 inch caliper street trees, planted on 30 foot centers, for a
total of five trees.
E. A raised, pedestrian, north -south crosswalk should be provided at the eastern tip
of the new sidewalk/landscape strip that spans the main east -west entrance
drive. If raising this crosswalk causes significant blockage of stormwater, then a
modified crosswalk design may be needed.
F. To accommodate storm flows, sidewalk chases may be necessary.
