Olive Fort Collins, CO 80524 RE: REQUEST FOR WAIVER OF REQUIREMENT TO PREPARE A TRAFFIC IMPACT STUDY FOR THE PROPOSED ADDITION TO THE K-MART PLAZA ON SOUTH COLLEGE AVE. Dear Ms. Reavis: The owners of the K-Mart Plaza on South College Ave. are proposing to add a new, free standing building to the site for speciality retail uses. The addition is proposed to he approximately 6,500 square feet. A copy of the site plan is enclosed for your information. The building would generate approximately 264 daily trips according to the ITE Trip Generation Manual, 5' Edition, for speciality retail (item 814). This is over the 50 daily trip threshold that triggers the City's Traffic Impact Study requirement. However, the peak hour trip generation is very low at approximately 32 trips in and out during the PM peak how. Consequently, Mr. Eric Bracke, the City Traffic Engineer, has agreed to waive the Traffic Impact Study requirement. With regard to pedestrians, the proposed addition is adjacent an attractive and comfortable sidewalk along South College Ave. Additionally, the building will feature a sidewalk cafe motif with seasonal outdoor seating. The site is accessible by the City bus system, but use of the system is indeterminable.
