Comment: (Resident) Put the garages on the west side of the new house and access them with a driveway from the alley. Response: (Applicant) I would rather not do that. 25. Question: (Resident) Are any variances being applied for? Answer: (Applicant) No, none are needed. 26. Comment: (Resident) I have lived in this neighborhood for 46 years and still do like the diversity of homes in the neighborhood, both age and style. Response: No response given at the meeting. 27. Question: (Resident) How many new parking spaces will there be along the alley? Answer: (Applicant) There will be 10 new spaces. 28. Comment: (Resident) Depending on the materials you end up choosing for the carriage houses, introducing some brick would provide an upscale appearance in the neighborhood. Response: (Applicant) I can certainly consider that. 29. Question: (Resident) Has the traffic impact of this development been evaluated? Answer: (Applicant) The City's Traffic Engineer did look at the plan and determined that the need for a traffic study could be waived. 16. Question: (Resident) Has there been a storm water assessment for this project? Answer: (Applicant) Yes, as part of the City's development review. I cannot adversely impact surrounding neighbors. 17. Question: (Resident) Will there be a walkway between the new house on Grant Avenue and the parking spaces on the alley? Answer: (Applicant) No, not a fully defined walk. 18. Question: (Resident) What is the occupancy regulation on these lots, dwelling units? Answer: (Applicant) They are subject to the City's ordinance about the maximum of 3 unrelated persons in each dwelling unit. 19. Question: (Resident) What are your rental rates going to be? Answer: (Applicant) The rates will be $1,100 - $1,600 per month, depending on the house. 20. Comment: (Resident) The scale and intensity of this proposal seems to be out of context with the neighborhood. Response: (Applicant) The West Side Neighborhood Plan and the City's Land Use Code support this development plan. 21. Comment: (Resident) Although this project apparently satisfies the intent of the Land Use Code, the reality is that there will be too many houses, people in a small area like this. Response: (Applicant) Your point is well taken. However, City Council will have to be involved in further discussions since your concern is really a policy issue. 22. Question: (Resident) Has Historic Preservation been involved with this review? I am still concerned about the garages on the new house facing Grant Avenue. Answer: (Applicant) Yes, Karen McWilliams has been very involved with the review of the proposed new houses. 4 9. Comment: (Resident) I would rather see the garages facing Grant Street than more parking on the street. Response: No response given at the meeting. 10. Comment: (Resident) Grant Street should actually be Avenue, not Street. Response: No response given at the meeting. 11. Comment: (Resident) If there was just one carriage house on the alley that would be OK. With 3 carriage houses it is condemning these homes to remain rentals. Response: (Applicant) That is not necessarily true. 12. Question: (Resident) What do you own in this area? Answer: (Applicant) Everything that is on the Project Development Plan, all 7 lots and houses. 13. Comment: (Resident) I do architectural drawings and can help you with creating a very nice, neighborhood sensitive project. Response: (Applicant) I appreciate the offer but that does not fit my development plan. 14. Question: (Resident) Currently there is a garage on the lot north of the existing house right at the Grant Street/ Myrtle Street corner. Will it be demolished? Answer: (Applicant) Yes, it will be. 15. Question: (Resident) What about scraping the existing home at the corner? Answer: (Applicant) That house is structurally sound. I will give you the phone number for Karen McWilliams, a City Historic Preservation Planner, so that you can get information on the City's demolition process. 3 2. Question: (Resident) You will be building both styles of carriages you are showing? Answer: (Applicant) Possibly, depending on the costs of the units. 3. Comment: (Resident) Regardless of the styles, if they are rentals they could become run down. Response: (Applicant) No, that is not the way I operate. Besides, I will be charging premium rents. 4. Comment: (Resident) The carriage houses should complement the houses on the fronts of the lots. Response: (Applicant) Good point. I will consider that. 5. Question: (Resident) Are all the properties in your development plan owned by the same person/property owner? Answer: (Applicant) Yes, they are. 6. Comment: (Resident) The flagpole portion of the one lot seems to be useless space, created just to put one more house fronting Grant Street. Response: (Applicant) That portion of the lot will not be noticeable from the street. I do not allow fences on my properties so there will be a physical connection. 7. Comment: (Resident) The probability of any of these houses being single-family owner occupied is pretty slim. Response: (Applicant) That could occur, depending on circumstances. 8. Question: (Resident) Garages in Old Town do not face the streets. The new house with garages facing Grant Street is not in character with Old Town. Is this house to be rented? This request is for 1 new single-family detached residence fronting on Grant Street and 3 new carriage houses fronting on the mid -block alley that runs north - south between West Mulberry Street and West Myrtle Street. A replat of Lots 13 - 20 of Block 1 of the Westlawn Addition is part of this request. The new plat will be Lots 1 - 7 of Grant Street Corners. The 7 existing single-family residences on the properties will remain. A Project Development Plan submittal, for review of the actual Site Plan, Landscape Plan, and Building Elevations, was made to the City on July 11, 2008, and has been through 2 rounds of development review in the City. These properties are located at the northwest corner of Grant Street and West Myrtle Street. The properties are zoned NCM, Neighborhood Conservation Medium Density. ................. QUESTIONS, CONCERNS, COMMENTS, RESPONSES ................. 1. Comment: (Resident) The developer is showing 2 designs for the carriage houses. He will probably pick 1 design for all 3 units. We want variety in the carriage houses. Response: (Applicant) Yes, possibly 1 unit type will be used. These will be rental units; however, premium rents will be charged. 1
