D. Consent Agenda: The Consent agenda consists of items with no known opposition or
concern and is considered for approval as a group allowing the Planning and Zoning
Board to spend its time and energy on the controversial items. Any member of the Board,
staff, or audience may request an item be "pulled" off the Consent Agenda.

The Planning and Zoning Board provides a recommendation to City Council on
the following item:
2. MCMURRY NATURAL AREA ANNEXATION AND ZONING, # 29-10
Request is to annex and zone the City -owned McMurry Natural Area. The parcel is
48.79 acres in size and located north of the Poudre River and east of North Shields
Street. Contiguity with the existing municipal boundary is gained along the east
boundary which is shared with North College Annexation and the south boundary
which is shared with the original Town Plat. The recommended zoning is P-O-L, Public
Open Lands.

3. THE GROVE PROJECT DEVELOPMENT PLAN, # 16-10A
This is a continuation of the Planning & Zoning Board discussion on October 21, 2010
of a request for a multi -family residential, student housing project containing 224 total
dwelling units in 12 buildings on a property that is 22.9 acres in size. There would be
550 parking spaces on -site and 86 parking spaces on Rolland Moore Drive. The
property is located in the MMN, Medium Density Mixed -Use Neighborhood and E,
Employment Zoning Districts.
The continued development proposal contains two (2) requests for modifications of
standards as set forth in Subsections 3.5.2(C)(1) & (2) Relationship of Dwellings to
