[8/25/09] Landscape Plan should address phasing. The way currently shown, all
landscaping or 125% guarantee would be required prior to the issuance of any CO.
If you want to separate plan area into several phases, landscaping would only be
required for that section for a CO to be pulled for that phase area. Phases do not
necessarily have to be in order. See Section 3.2.1(1)4 of LUC regarding construction
phasing.
