The ODP consists of a number of natural areas and habitats that are incorporated into the design. There is a large naturalized area on the west side of the Vineyard property that includes a drainage tributary to Fossil Creek, and exposed rock outcroppings that will have a natural areas setback buffer for any future developments. The ODP is providing overall utility and grading master plans that demonstrate how the three future lots will coordinate and share access, utilities, and drainage. Instead of a hodge-podge style of individualistic development and concerted effort by the three landowners has taken place to most efficiently develop the three parcels of land. The ODP and properties within support the Fort Collins' City Plan by supporting the regions economic and environmental health, overall livability, high performing community, safety and wellness, transportation and culture, parks and recreation. The property is located in the south part of Fort Collins, near the intersection of Crestridge Road and S. College Avenue. The property lies on the west side of S. College Ave and east of the Burlington Railroad, and immediately south of Fossil Creek The approximate 8 acres of land contiguous with S. College Ave is zoned 'CG' General Commercial District per Ordinance No.125, 2008, with the remaining property zoned MMN. There are three lots within the ODP. The northern Goldelm lot is zoned MMN and is anticipated to include multi -family residential uses. The Vineyard lot is anticipated to be subdivided into two parcels, with the S. College frontage to include approximately 6 acres for future commercial development. The remaining lot of the Vineyard property is anticipated to become a Place of Worship in the central portion of the lot and the west portion of the lot will remain undeveloped. All uses are anticipated to conform to Article 4, Zone Districts and follow the current at the time of a future development proposal. Any future developments will follow the general development standards of Article 3 enforce at the time of an application for entitlement approval. Future transportation improvements are shown on the plans that are intended to conform with the Master Street Plan, street connectivity, and S. College Access Plan. A traffic impact statement has been prepared that supports and guides the transportation decisions shown on the plans. The ODP will provide for localized transportation needs, as well as, larger regional needs. A private drive will be extended north to connect to S. College Ave per the S. College Ave corridor plan and provide for a right in and right out movement onto S. College Ave. The south terminus of the private drive will form a 'T' intersection at the current Crestridge and Venus Street intersection. Access to the majority of the proposed lots will be taken form the new private drive. The TIS explores the need for Crestridge to be realigned at the S. College intersection to align with Smokey Street on the eastside. In this realignment scenario, a signalized intersection will be planned in order to provide safe, health and welfare improvements for the public, residents of the neighborhood and the employees at the numerous commercial establishments on the west and east sides of S.
