09/25/2016: AERIAL FIRE APPARATUS ACCESS ROADS VS
ALTERNATIVE MEANS AND METHODS
No portion of the building is being served by a fire lane designed to minimum
aerial apparatus standards. Therefore, the entire building is considered out of
aerial access. The fire marshal has reviewed the project and its relation to other
associated infill projects in the area. His concern relates to overall density in
association with an overall lack in fire access to this site and other surrounding
sites.
The project team submitted a letter back in March offering alternative means for
meeting the intent of the fire code. The fire marshal has reviewed the letter. At
this time, he is requiring the project to meet the intent of the code via more
stringent compliance with high rise provisions of the IFC & IBC. Should the
project team wish to discuss this issue further, I am happy to facilitate a meeting
with the FM.
Response: The letter has been revised to include additional protective measures. A copy of the letter is also included in this
submittal.

for review, please adjust the two access easements to the east and south, as
M1PA necessary, in order to provide one walkway connection to the south and one
Docl- walkway connection to the east. Both of these walkways should be concrete
and six feet wide. Due to the density associated with Stadium Apartments and
the proposed Standard Apartments, crusher fines is not an appropriate surface
for these walkways based on anticipated usage. Please note that the Lighting
Plan may need to be also be adjusted so that these walkways are properly
illuminated.

A hydrant is required within 100' of any Fire Department Connection (FDC). The
latest utility plans show the distance between hydrant and FDC to be
approximately 150'. Options are to relocate the FDC to the NE area of the
building or add a hydrant on the south side of Lake Street. Code language
provided below.
> IFC 507.5.1.1: Buildings equipped with a standpipe system installed in
accordance with Section 905 shall have a fire hydrant within 100 feet of the fire
department connections. Exception: The distance shall be permitted to exceed
100 feet where approved by the fire code official.
Response: The FDC connection location has been moved to the east to within 100 feet of the closest hydrant.

After consulting the ICC for code interpretation, it was determined that IFC
D104 is not intended to be applied directly to multi -family projects. The
requirement to provide two separate fire access roads for commercial
properties of this size is therefore not mandatory by code. However, as
discussed in the follow-up meeting at PFA Administration Building on
10/19/2016, providing for a fire access connections to the proposed Standard
Site will allow additional portions of the Stadium Apt. Building's south side to
meet aerial apparatus access where no access was previously available.
Response: Site plans have been changed allow 26' wide drive isles along the west and south sides of the building. A paved
connection has been provided at the SW comer of the site and an easement has been implemented connecting the project to the

The species of existing trees 55-59 are actually willow. Please add a note in
reference to these 5 trees that says in effect the following: Trees to be evaluated
by a City of Fort Collins Licensed Arborist that is also certified by the
International Society of Arboriculture at the time of required pruning. (See tree
protection note number 3). Any tree recommended for removal by the Certified
Arborist shall be removed and replaced with one canopy shade tree 2.0 inch
caliper B&B. Recommendations by the Certified Arborist to remove any of
these trees shall be provided to the City Forester.

Existing trees number 55-59 are large Siberian Elm to retain. These 5 trees
should be inspected by a certified arborist using a climber or bucket truck to
determine if there are any structural problems that could pose a hazard. Follow
