building, an additional 16 and .17 vehicles could potentially be
introduced to Garfield .Street in the respective peak hours. In
addition to this new traffic, the ,estimated existing PVH.related
traffic on Garfield Street was increased at the ratio. of parking
spaces in the proposed garage to existing parking spaces in the
parking lot. The resulting potential volume on Garfield Street, west
of. Robertson Street, was 121 and 170 in the respective peak hours.
These traffic volumes indicate that Garfield Street would remain
classified as a "Connector Local" street. The new rate of traffic on
Garfield Street was calculated to be 1 vehicle every 30 seconds and 1
vehicle every 21.seconds in the respective peak hours.
The forgoing analysis, is considered to be very conservative or a
high estimate of the potential traffic impacts. While the traffic is
shown to increase, the amount of traffic on Garfield Street would not
be excessive. The potential increase on Garfield Street .will .not
change the street classification.

Study - Possible impact to Garfield Street

The following documents the potential traffic impact to Garfield
Street, west of Robertson Street, due to the expansion of the PVH
Lemay Campus. The traffic to/from PVH will likely use the arterial
street .system, since arterials generally provide the most direct and
fastest route from one location (home) to a destination (PVH).
However, concerns. were expressed in neighborhood meetings that
Garfield Street could be used as an alternative route due to its
continuity between Lemay Avenue and Stover Street to the west.This
route would be a potential route for traffic to/from the west that
would be on either Prospect Road or Elizabeth Street.
Peak hour traffic counts were obtained at the Garfield/Robertson
intersection. The two-way traffic on Garfield -Street, west of
Robertson Street, was 82 and 118 in the respective peak hours. These
traffic volumes indicate that Garfield Street is considered to be a
"Connector Local" street according to Fort Collins street standards.
The rate for the existing traffic on Garfield Street was 1 vehicle
every 44 seconds and l vehicle every 31 seconds in the respective peak
hours. Since there is an existing PVH parking lot and medical office
building on the west side of Lemay Avenue, north and south of Garfield
Street, it is assumed that some of this traffic is related to these
two facilities. For analysis purposes, it was assumed that 20 percent
of. the counted peak hour traffic was related to these. existing
facilities.
Since the proposed parking garage is for PVH employees and since
patients of the proposed medical office building would primarily use
the arterial street system, it was assumed that new traffic on
Garfield Street would primarily be PVH or medical office building
employees. Based upon the trip distribution, 35 percent of. the
employee traffic is to/from the west (Prospect Road and Elizabeth
Street). If 25 percent of the. PVH employee traffic to/from the west
