1. There are still problems with excessive illumination at the south end of the parking
for the M.O.B. First, there are too many light fixtures resulting in foot candles that
are not sensitive to the abutting residences. Light levels in this area must.be
reduced even if the result is less than what lighting design professionals would
normally call for. There are five AA4 fixtures along this property line. This should be
reduced to three. According to Nancy Clanton of Clanton and Associates, parking
lots with 0.2 — 0.3 foot candles is sufficient. Keep in mind that the lighting plan
illumination levels do not account for light spillage from roadway lighting along
Lemay and internal building lighting. Both of these sources will contribute
illumination into the parking lot.
2. The luminarie schedule for the M.O.B. still does not specify that the AA4's must be
equipped with the external house -side shield.
3. Reducing the illumination levels along the south property line is a key element in
complying with Sections 3.5.1(H) and 3.5.1(J)(5). Compliance with these
compatibility standards must be to the maximum extent feasible and prevail over the
allowable levels indicated in Section 3.2.4. An acceptable alternative would be to
equip the five AA4's with a timer such that these fixtures held to a lighting curfew of
9:00 P.M. I .
4.. For the parking garage, delete the four D building -mounted wall sconces along
Robertson Street at the south end of the west wall. The sidewalk curves away from
the building at this location so this lighting is ineffective as functional sidewalk
lighting. Further, this area of the site is specifically designed to be heavily
landscaped to present a soft edge for the neighborhood. Lighting in this location
works in contrast with this landscaping.
5. The luminarie schedules for both the parking garage and M.O:B. need to indicate
that the illumination levels are based on a light loss factor of 1.00 so that we can
accurately measure foot candles upon initial installation (after the 100 hours bum -in
period)..
For all plans, except the Lighting Plan, we are ready for mylars. I would like to see a'
revised Lighting Plan for review prior to mylar submittal.

[1/30/08] Bridge Plans - there is an inlet shown on the roof of the bridge structures to collect
drainage but it is not shown where that water will outlet. Either show where the water is
being conveyed to or provide a detailed note. Water cannot be conveyed over the sidewalk
or negatively impact the ROW.

[1116/08] It appears that there may be inadequate space provided to install the electric
transformers as shown (both projects). Also, these locations may conflict with existing or
planned gas lines as this is the normal location for Xcel gas facilities. If gas lines are in this
area, the transformers will need to be relocated.

gutter shall only be used in the 5 foot transition length. The rest of the curb and gutter along

clarification.
