please add the following note to the Site Plan:
"Prior to application for Building Permit for the Major Amendment Building Addition for
the 3,500 seat sanctuary, Timberline Church shall submit a Minor Amendment
addressing final architectural elevations in sufficient detail to demonstrate compliance
with all applicable sections of the Land Use Code, or its successor that are in place at
the time. Such submittal shall include, but not be limited to detailed elevations of all
exposed facades, three-dimensional illustrations that convey height and bulk,
descriptions and samples of exterior materials and colors, shadow analysis,
perspective views from adjacent property lines, and the like."
6. Staff has scheduled the public hearing with the Planning and Zoning Board for June
21, 2007. Please feel free to submit revisions based on these comments at any time
prior to this hearing. You do not need to wait for post -hearing Final Compliance to re-
submit. Any re -submittal prior to public hearing will streamline the Final Compliance
review.
Be sure and return all of your redlined plans when you re -submit.

Comments from Current Planning:
As you are aware, Tract A', Rigden Farm is expected to develop in the near future. An
illustrative site plan is attached for your information. The owners of Tract A, Rigden
Farm, Timberline Church and the City of Fort Collins all generally agree that, at some
point in the future, non -vehicular cross access between the two properties would
provide multi -modal convenience for customers, parishioners, employees and the
neighborhood. Since all parties agree that it would premature to construct cross
access at this particular point in time, please add the following note to the Site Plan:
"Timberline Church commits to work cooperatively with the owners or developers of
Tract A, Rigden Farm in order to facilitate bicycle and pedestrian access between the
two properties. Timberline Church acknowledges the mutual benefit of safe and
practical cross access with Tract A, Rigden Farm. Accordingly, Timberline Church
agrees to negotiate in good faith with owners or developers of Tract A, Rigden Farm in
order to establish an equitable cost -sharing agreement for future improvements. Such
agreement shall finalize the provision of any necessary easements or agreements for
future construction of any facilities (such as but not limited to walkways, ramps,
crosswalks, grading, landscaping, irrigation and the like) in order to implement
convenient and efficient travel for bicyclists and pedestrians between the two
properties."
2. Thank you for making the revisions to the Lighting Plan. Current Planning reinforces
the comment from Dana Leavitt, Environmental Planner, that nine perimeter light
fixtures be equipped with the house -side shield.
3. We remain concerned about adequate screening for the loading dock. Even with the
ramp -down condition, the trucks and activity associated with this area needs to be
effectively screened. The Rigden Farm mixed -use neighborhood is in close proximity
to the north.
4. The Legal Description on the Site Plan could simply read:
"Timberline Church P.U.D. A tract of land located in the West Half of Section 29,
Township 7 North, Range 68 West of the 6th Principal Meridian, City of Fort Collins,
County of Larimer, State of Colorado."

[4/24/07] Please move storm manhole A2 for storm Line A north away from the Foothills
Channel, in order to minimize potential grading impacts on channel. As currently designed
the manhole is right at the edge of City property.
Please realign new proposed outlet pipe so that it is more in line with the channel, it now
comes out at a 90 degree angle, and could cause serious erosion along the channel bank.

[3/14/07] The construction of the right turn lane appears to have a substantive impact on
the CSU property. Sheet 13 of the construction plan set even shows a proposed contour
line cutting through one of the buildings and a 25% grade from the sidewalk to that building.
What is the plan for mitigating the impact to CSU? Will a building be removed? A letter of
intent is required from CSU prior to a hearing.

after discussion with the church and traffic engineer consultant. In talking with the Traffic
Engineer, he'd like a letter or information from the traffic engineer consultant as to why this

City, as we'd be issuing Phase 2 and Phase 3 DCP's for "Timberline Church Expansion"
without a Phase 1.

[4/24/07] The response from Northern indicated that the minor amendment information on
the construction plan set is to remain as the site contractor will be building off the plans. If
this is the case, why is there a minor amendment being approved prior to this major
amendment showing the exact information? It seems that the minor amendment should just
then be withdrawn if the contractor isn't intending to build off the revised sheets of the minor
amendment that shows this same information. I'd like to suggest a meeting with Northern,
myself, and Sheri Langenberger who is reviewing the minor amendment.
[3/14/07] . I'd like to see the minor amendment indications on the drawings to be "faded
back" so that it is evident that the information shown in not being approved. With the
assumption that the minor amendment will be approved prior to the major amendment,
please add a note at the time of mylars for the major amendment indicating the approval
date of the minor amendment.

[3/14/07) The right turn lane off of Timberline Road appears to fall short of turn lane length
requirements. A variance request should be submitted addressing this. I don't foresee a
concern with its approval, but it should at least be submitted for evaluation. (Note: This
observation is based upon the present design submitted with a right turn lane that extends
along the CSU property.)
