The storm sewer system that goes through Phase II bringing flows from the existing parking lot should be designated to be built with Phase I. Provide an interim grading plan for swale along east property line for Phase I plans. Please call for re -vegetation of areas within Phase II that will be disturbed during Phase I grading operations. RESPONSE: The phase line was modified to show that the work in the channel as well as the swale that runs along the eastern edge of the site is included in Phase I. Topic: Utility Plans NORTHERN Number: 74 Created: 5/22/2007 [5/22/07] Please provide riprap on downstream end of spillway. RESPONSE: The existing buried/grouted riprap that was installed with the original design by Sear -Brown was shown on the drawings and noted. There is an existing 30'x70' grouted riprap pad downstream of the overflow weir, which will remain. Be sure and return all of your redlined plans when you re -submit. Department: PFA Issue Contact: Carie Dann Topic: Fire NORTHERN Number: 7 Created: 3/6/2007 [5/23/07] The fire lane needs to be recorded by separate document, if the property is not going to be replatted. (I worked on the fire lane location and specifications with folks from Northern Engineering.) [3/6/07] REQUIRED ACCESS: A fire lane is required. The fire lane shall be located so that it provides unobstructed access to the Fire Department (automatic sprinkler) Connection. This fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for approval PRIOR to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. Compacted road base shall be used only for temporary fire lanes or at construction sites. Have appropriate maintenance agreements that are legally binding and enforceable. Be designated on the plat as an Emergency Access Easement. Maintain the required minimum width of 20 feet throughout the length of the fire lane. 97UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1 RESPONSE: The fire lane access easement has been submitted by separate document to the City (by the owner). Department: Stormwater-Water-Wastewater Issue Contact: Basil Harridan Topic: Details NORTHERN Number: 72 Created: 5/22/2007 [5/22/07] Please provide an actual detail for Line E riprap with dimensions. RESPONSE: A detail was added on sheet 29 for both Storm Line E riprap and the pond overflow weir riprap. Topic: Easements NORTHERN Number: 71 Created: 5/22/2007 [5/22/07] Please provide separate easements for areas within future pond that are being dedicated as drainage easements. RESPONSE: The requested pond drainage easements and utility easements (for storm lines going through lots) have been submitted by separate document to the City (by the owner). I will get a copy of the easements to the City Stormwater Department for their records. Topic: Landscape Plan BHA Number: 73 Created: 5/22/2007 [5/22/07] There is a conflict between the proposed storm line and the tree in one of the islands in Phase II construction, please adjust tree location to provide a minimum of 5 feet of clearance. RESPONSE: The tree has been removed because of the close proximity to the stormline Topic: Phasing Plans NORTHERN Number: 70 Created: 5/22/2007 Page 3 Topic: General NORTHERN Number: 35 Created: 3/14/2007 [5/22/07] Given that the minor amendment is being shown on the plans, please amend the note on the cover sheet regarding the minor amendment to read as follows: "Minor Amendment design for Timberline Church was approved on May 16, 2007 via revisions to the Timberline Church construction plan set. Information shown regarding the minor amendment within this plan set is for informational purposes only. In the event of a discrepancy between the information shown in this plan set and the revisions to the Timberline Church plan set, the revisions to the Timberline Church plan set shall govern. As-built/record drawing information pertaining to the minor amendment shall be shown on the revision drawings." If there are questions or concerns regarding this proposed note, please let me know. [4/24/071 The response from Northern indicated that the minor amendment information on the construction plan set is to remain as the site contractor will be building off the plans. If this is the case, why is there a minor amendment being approved prior to this major amendment showing the exact information? It seems that the minor amendment should just then be withdrawn if the contractor isn't intending to build off the revised sheets of the minor amendment that shows this same information. I'd like to suggest a meeting with Northern, myself, and Sheri Langenberger who is reviewing the minor amendment. [3/14/07] I'd like to see the minor amendment indications on the drawings to be "faded back" so that it is evident that the information shown in not being approved. With the assumption that the minor amendment will be approved prior to the major amendment, please add a note at the time of mylars for the major amendment indicating the approval date of the minor amendment. RESPONSE: The note was added to the cover as worded above. Number: 44 NOTED Created: 3/14/2007 [5/22/07] The response indicated that the emergency access easement has been processed with the minor amendment, in reality it will be processed with this major amendment and the minor amendment was approved without it. [4/24/071 Deeds of dedication were provided, which require a $250 Transportation Development Review Fee for each deed. Note that Sheri Langenberger had requested the emergency access easement as part of the minor amendment, which will likely be process through the minor amendment instead of the major amendment. [3/14/07] Will the various easement and right-of-way dedications be done via plat or deed? A Development Construction Permit (DCP) will be required prior to any work pertaining to this major amendment. Please add to schedule so that all lights adjacent to the natural feature can be identified separately from other fixtures. [4/23/07] Photometric Plan provided. Use house -side shields on fixtures adjacent to Foothills Channel. [3/6/07] Photometric Plan is required. RESPONSE: House Side Shield parking lot fixtures have been added to the schedule Topic: Utility Plans NORTHERN Number: 26 Created: 3/7/2007 [5/25/071 If light types are hard to read, provide another type where overlap occurs. [4/24/07] Show top of embankment of existing conditions also, otherwise ok. Show LOD on all plan sets with in the Utility Plans. [3/7/07] The edge of the Foothills Channel and the top of embankment needs to be located on the Existing Conditions Plan, the Demolition Plan sheets, the Horizontal Control Plan sheets, the Grading Plan sheets and the Overlot Grading Plan sheets. The Limits of Development (LOD), once established, shall be show on all of the plans referenced above. RESPONSE: We tried to move the phase lines and the Limits of Development line so that they did not overlap, especially in the southeastern portion of the site. We also labeled the Limits of Development line so that it appears different from the phasing lines. The Limits of Development line was turned on in the requested sheets. Department: Engineering Issue Contact: Marc Virata Topic: Construction Plan NORTHERN Number: 41 Created: 3/14/2007 [5/22/07] On Sheet 6 the demo plan indicates removal of work along Timberline, I'm assuming that this needs to be rectified with the right turn lane no longer being constructed. [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. (Note that if the City's Traffic Engineer is okay with not constructing the right turn lane, the plan set still reflects demo work occurring in this area.) [3/14/07] What is the hatched out area along Timberline on the plan set, and is the median being proposed for modification? RESPONSE: The hatch was removed on Timberline to reflect the changes.
