The sidewalk connection over to the Foothills Channel (Pinecone Bridge) should be seven feet wide and "framed" by trees. 38. The Landscape Plan should call out exactly what the buffer line to the Foothills Channel means. 39. Please provide a seed mixture in the Plant List for the groundcover in the buffer area along the Foothills Channel. 40. Please provide an architectural character elevation of the interim north wall of Phase One. 41. On the architectural sheets, 5 and 6 of 12, please label Phase One and Phase Two accordingly for clarity. This concludes Staff comments at this time. Please refer to the attached comment sheets as well as the redline plans and redlined Drainage Report for further comments. As always, please feel free to call our office if you have any questions or concerns about these comments, or to set up a meeting with the appropriate Staff to discuss the comments in depth. The main east -west sidewalk connecting Timberline Road to the western entry should extend all the way to the interim improvement public sidewalk on Timberline Road. Also, this walk should be "framed" by ornamental trees, west of the berms, to add a sense of priority and formality. This will lend importance to the prominent entry features on the west elevation. 25. All walks along the private entry drives should be detached. Street trees should be planted in the resulting parkway strip. 26. The area at the northwest comer of Phase One is indicated on the Larson plans to be "concrete courtyard paving" but is shown as "turf' on the Landscape Plan. Please adjust accordingly. 27. These courtyards should feature benches, seat walls and other pedestrian amenities for informal gatherings and before-and-afte -service socialization. �(-)0*. 1Acc.errat ea '9 28. In front of the long rows of handicap parking stalls, there are gaps in the landscaping. Please provide ornamentals or street trees so that these long sidewalks are provided shade and relief for the pedestrians. 29. Please add the "electrical transformer yard" as shown on the Larson plans and screen accordingly. 30. Please label and provide the width of all sidewalks. It is very difficult to follow both the interim and future walk along Timberline Road. 31. Please correct the building phasing label as the southern portion will be Phase One. 32. The east -west sidewalk between the soccer field and the future private school should be constructed with Phase One as this is an important neighborhood connection. This walk should be "framed" by trees for emphasis, a sense of formality and shade relief. 33. On the east side of Phase One, the two diagonal walks should be shown to be detached like on the Larson plans. 34. The walkway connection between the future assisted living building and the southwest entrance should be detached and widened to ten feet. It is likely that these pedestrians will need protection from the cars. It is very likely that the population using this walk will need assistance. The ten foot walk will allow for wheel chairs to pass in opposite directions. 35. The aforementioned walk should continue west to tie into the future walk along Sagebrush. It would not have to be ten feet past the point of where it turns north to the building entry. 11. Comments from the Department of Natural Resources are attached. Please note that the same native seed mixture used by the City in the Foothills Channel should be used in the buffer area. 12. The trash enclosure area should be of sufficient size to accommodate recycle bins for all recyclable materials picked up by the local trash haulers. The following comments apply to sheets 2 and 3 of 12: 13. The berm is indicated to be three feet in height while the Landscape Plan indicates four feet. Please correct and label a four foot berm so that both plans are consistent. 14. Please indicate cross -walks where sidewalks cross drive aisles. 15. Please label the Fellowship Hall, especially if it is to become Phase 1B. 16. Please label both the access drives out to Timberline Road as "Right-in/Right-out Only.,, 17. The sidewalks along both private access drives connecting to Timberline should be detached. Please provide street trees in the resulting parkway strip. This will increase pedestrian safety. 18. The ghosted future Sagebrush Drive should also indicate detached sidewalks. 19. Please re -label the "Loading Area" as "Drop-off/Pick-up Area" so this area is not confused with truck dock loading. 20. Please add the Foothills Channel buffer line and label accordingly. 21. Why are the plans part of a 12 sheet set. We only have sheets up to 7. What are on sheets 8 — 12? The following comments apply to the Landscape Plan sheets 1 through 4: 22. Street trees should be planted with Phase One along Timberline in the future parkway strip, the turf area between the future (major arterial cross-section) curb and future walk. These deciduous shade trees should be planted on 40-foot centers. This will allow a period of maturity so when the road is widened, street trees will have been established. 23. The two diagonal connecting walkways in the parking lot leading to the western entrances should be indicated as detached as shown on the Larson plans. This will give the pedestrians a greater separation from the vehicles. 3. The Water and Wastewater comments and redline plans are attached. The following comment is repeated here for emphasis: Please include the standard general notes pertaining to landscape/utility separation distances and locates on all sheets of the Landscape Plan. 4. Comments regarding the plat from our Mapping and Drafting are attached. Please be aware that there is a new statement regarding putting the public on notice of "Other Documents" such as the P.U.D. documents, the Development Agreement and the Site and Landscape Covenants. This statement is attached as well. 5. The Public Service Company recommends that all of Tract A be designated as a blanket utility easement. 6. Public Service Company cautions that there is an existing intermediate pressure (150 psig) line on the easterly side of Timberline Road that will be in conflict with the future road widening. Also, the overhead power line will also be in conflict with the proposed widening project. 7. The City of Fort Collins Light and Power Department will need to coordinate. with the developer the location of the necessary electrical transformers to serve all phases of the project. Transformers must be within ten feet of hard surface for emergency change out. Transformers must be screened by a solid enclosure meeting the clearance specifications of Light and Power or by an appropriate amount of plant material. 8. The Parks and Recreation Department is planning on participating with the affected property owners on connecting the Rigden Farm and the Timberline Church to Stewart Case Park and the Poudre River Trail. This trail will follow the Foothills Channel in the area south of the ball diamond. This trail will be ten feet wide. Parks and Recreation will pay for five feet of width. The abutting property owners are responsible for the remaining five feet. An easement will need to be platted for this trail. The width of the easement should be negotiated with Parks Planning Department based on site conditions. 9. Comments from the Poudre Fire Authority are attached. Please note that the fire lane must be designated on the Site Plan. The fire lane must be signed "No Parking -Fire Lane." The Poudre Fire Authority requests that a "fire lane plan" be submitted and reviewed prior to construction. Please contact Ron Gonzales, 221- 6570, for further information. 10. The Landscape Plan must contain information regarding water conservation. Please refer to the attached Water Conservation Standards for Landscapes for further guidance. Tejon Street Colorado Springs, CO 80903 Dear Mr. Howarth: Staff has reviewed the request for Timberline Church/First Assembly of God Final P.U.D. and offers the following comments: 1. Engineering comments are attached, along with the redline plan set (please see the comment sheet) Please note, however, the following: A. An additional three feet needs to be dedicated along Timberline Road. B. The access point with Rigden Farm on the north property line needs to be coordinated. The Rigden Farm access point, as presently shown, complies with the following Land Use Code requirement: "All development plans shall provide for future public street connections to adjacent developable parcels by providing a local street connection spaced at intervals not to exceed 660 feet along each development plan boundary that abuts potentially developable or re -developable land." C. The Transportation Impact Study needs to be revised due to the decision to allow the Timberline/Custer Drive intersection to be signalized. 2. Storm Drainage comments are attached, along with the redline plan set, and redlined Drainage Report. Please note the following comment which is repeated here for emphasis: The Foothills Channel east of Timberline Road was constructed with a more natural channel appearance. The proposed grouted rip -rap pads for the outlet pipe and spillway would disturb this natural design. Please consider alternative methods of erosion protection in these areas that would coincide with the natural design.
