"Does the pedestrian circulation system (a) accommodate pedestrian movement
from the neighborhood to the site and throughout the proposed development
safely and conveniently and (b) contribute to the attractiveness of the
development?"
My interpretation is that a "benched -in" trail would not satisfy these All Development
Criteria. A re -design is strongly suggested so that the trail is visible, safe, attractive and
usable by all persons. If this means adjusting ball field configurations or detention pond
configuration, then these modifications may be necessary.
If you have any questions, please feel free to call any of the City Staff copied on this.
Future meetings should include all affected Staff persons.

Dear Stan:
It has.come to my attention that at a meeting with City Staff on Friday, July 30, 1999,
that segment of the Foothills Channel Trail that is on the First Assembly of God property
(Timberline Church) is to be "benched" into the side of the onsite detention pond. This
trail design presents problems for trail width, trail easement width, shoulder width,
erosion control and safety.
The Foothills Channel Trail is an important pedestrian and bicycle connection among
neighborhoods. This trail will link the Stewart Case Neighborhood Park with the
Environmental Learning Center and the Poudre River Trail. It is critical that the trail be
designed in the best manner possible to fulfill its important function.
Please be aware that the Land Development Guidance System requires that the following
three criteria be answered in the affirmative if the First Assembly of God (Timberline
Church) is to be approved by the Planning and Zoning Board:
All Development Criterion A-2.1:
"Can the additional traffic (vehicular, pedestrian and bicycle traffic) generated by
the land uses within the project be incorporated into the neighborhood and
community transportation network without creating safety problems? Can
impacts from additional vehicular traffic meet city traffic flow delay policies?
Can pedestrian and bicycle needs to be addressed so that opportunities for these
travel modes are integrated into the overall city pedestrian and bicycle system?"
All Development Criterion A-2.3:
"Do the physical elements of the site plan adapt well to the physical
characteristics of the site and minimize the disturbance of topography, water
bodies, streams, wetlands, wildlife habitats, vegetation and other natural
features?"
