E. Be sure that the wall pack fixtures are also specified to be down directional with sharp cut off. The lense and bulb must.be shield so that the illumination is the only attribute that is visible. F. Will the landscape spotlights (LV1 and LV2) also be shielded? Are these fixtures ground -mounted? How will glare not spread onto the adjacent drive aisle causing glare for motorists? i G. There are several fixtures that are placed in landscape islands that feature street trees. Over time, these trees will produce a canopy that will prevent light from hitting the ground. These fixtures should be relocated so that trees do not compete with illumination. Please coordinate the Lighting Plan with the Landscape Plan so that there are no conflicts. H.. The Lighting Schedule should indicate what the overall average foot candle for the site will be. I. Will any of the light fixtures be turned off or dimmed after a certain period of night? If so, please indicate. This concludes Staff comments at this time. The project is still eligible for the October 21, 1999 Planning and Zoning Board meeting subject to successful resolution of all issues. Please. note the following deadlines for the Planning and Zoning Board meeting: Ten prints (folded) are due Monday, October 4, 1999. P.M.T.'s (one set, 8 %z x 11) are also due Monday, October 4, 1999. Colored renderings of the site plan, landscape plan and architectural elevations are due Monday, October 11, 1999. As always, please call our office if you have any questions or concerns regarding these comments, or to set up a meeting with the appropriate staff to discuss the issues in depth. Be sure to label each elevation on Sheet 5A as north, south, east and west. 8. Is "Portland Cement Plaster Body" the same as tilt -up concrete? A sample should be provided. 9. We will need a sample board of the materials and colors for the Planning and Zoning Board hearing. For example, we do not know what color is "galvatique." Samples should be provided for all other colors including "cottonwood," "straw," and "driftwood" and any others that are listed. 10. The four -bay garage is not as attractive as shown on previous submittals. The previous version with a standing seam metal hip roof was more residential character. If the flat roof is to remain, then a base of natural stone should be added to east, north and south elevations to complement the main building and to be more compatible with the Rigden Farm neighborhood. (The Planning Department received complaints from residents of the Stonehenge neighborhood when the bus garage was constructed at the Lemay/Stuart location.) 11. On the cover sheet, under note number 12, please delete the word "any." All trash enclosures must include solid gates. 12. The following comments refer to the Lighting Plan, sheets 8a and 8b and the letter from Doug McIntire, MCM Engineering: A. Metal Halide lighting will not be allowed. The site is located in a residentially zoned neighborhood. All public residential streets are illuminated with high pressure sodium as the light source. In order to be found compatible with the surrounding neighborhood, the parking lot and building area should use a light source that matches, and does not contrast with the neighborhood. The City's Light and Power Department advises us that high pressure sodium is more energy efficient than metal halide and good color rendition is retained. B. The lighting schedule on Sheet 8a should be enlarged so it is more readable and can be reproduced legibly. C. All fixtures referenced in the lighting schedule must be verified as having sharp cut-off luminaires (with the exception of the 42 inch high bollards). Please provide photocopies of the manufacturer's specification sheets for this verification. Please do not fax these copies as legibility is lost. D. The letter from Mr. McIntire indicates that perimeter fixtures shall include cut-off shields. Please reference in the lighting schedule which fixtures will feature these Comr. pity Planning and Environment, )ervices Current Planning City of Fort Collins September 22, 1999 Mr. Stan Myers and John Saylor C/o Sear — Brown Group 209 South Meldrum Street Fort Collins, CO 8.0521 Dear Stan and John: Staff has reviewed the revised plans for Timberline Church Final P.U.D. and offers the following comments in addition to the redlined plans and comment sheets from other utilities and departments: 1. Water conservation standards are not indicated in the Plant Notes. Please refer to the attached handout for the information needed on the plans. 2. Please add crosswalk striping on the west entrance where the canopy meets the drive. 3. The sidewalk on the east side of the site that connects to Rigden Farm is not indicated to be built with Phase One. This is an important connection and should be made with Phase One, not a future phase. 4. In our June 15`h letter,.under comment number 40, we asked for an architectural elevation of the interim Phase One north elevation. In your response, you state that both the Phase lA and 1B condition are illustrated. We do not see where these conditions are labeled. 5. In our June 15`h letter, under comment number 41, we asked that Phase One and Phase Two elevations be labeled for clarity. In your response, you state that Sheets 4A and 4B show future and initial phase elevations respectively. Sheets 4A and 4B are not elevation sheets. The original comment still applies. 6. We are having a difficult time following the architectural elevations, on a per phase basis. We suggest that the information on Sheet 6 be labeled on Sheets 5A and/or 5B. It would help if we could relate the elevations to the "Youth Auditorium," "Classrooms," "Music Center," "Bookstore," "Coffee Shop," and "Offices."
