Box 580 Fort Collins, Colorado 80522-0580 RE: Plan Revisions for Northgate Commons Dear Steve: Our office, the project owner, developer and other members of the Northgate Commons team have reviewed staff comments we received on January 16`h regarding our December 1996, submittal of documentation for the Northgate Commons Overall Development PI and the Northgate Commons PUD, Phase 1- Preliminary. As I mentioned in our phone conversation of February 5'", we have chosen not to submit our revisions at this time, and that we will not stay on schedule for the February 24, 1997, Planning and Zoning Board h We do, however, anticipate submitting our revisions for future Planning and Zoning hearings. j�n Sell Dell We have chosen to defer submittal of review comments at this time because institution of many of the various staff review comments effectively scuttles Northgate Commons on economic grounds, and we are currently reexamining the project. As submitted, Northgate Commons is a pedestrian oriented mixed -use community center with 15 acres of developed area and the balance of the 27.5 acre site (12.5 acres or 45% of the site) devoted to ponds, wetlands or undeveloped open space. Three Review Comments are of special concern: The request from Storm Water Utility to accommodate 22.2 acre feet of off -site storm water and one foot of freeboard at Northgate Commons effectively kills our economics and the aesthetic content of our project. The suggestion from Natural Resources that the site can be developed without wetland disturbance, is in direct conflict with the request that 22.2 acre feet of off -site storm water be stored at Northgate Commons. It is also in conflict with the neighborhood center we envisioned for this unique project designed to anchor the North College Corridor --a project of similar scale and content as the neighborhood center proposed for this parcel in the Standards and Guidelines for the North College Avenue Corridor. 3. The request from Traffic Engineering that improvements must be made to the North College/Willox Lane intersection, when the properties affected by those improvements are not part of this development proposal and owned by other parties, over which we have no control.
