grass buffers and the wet irrigation pond. Please document in the drainage
addendum that the new impervious area and the turf areas will be treated with
these two methods.

Comment Number: 1 Comment Originated: 01/23/2017
01/23/2017: The site disturbs more than 10,000 sq. ft., therefore Erosion and
Sediment Control Materials need to be submitted. The erosion control
requirements are in the Stormwater Design Criteria under the Amendments of
Volume 3 Chapter 7 Section 1.3.3. Current Erosion Control Materials
Submitted do not meet requirements. Please submit; an Erosion Control Plan
(Based upon returned redline comments emailed to the planner on 1-23-2017),
an Erosion Control Report (Which was not included in the BDR Submittal), and
an Escrow / Security Calculation (Which will need to be calculated). Also, based
upon the area of disturbance State permits for stormwater will be required since
the site is over an acre. If you need clarification concerning the erosion control
section, or if there are any questions please contact Jesse Schlam

Please contact the City Forester to set up a meeting with Park Planning to
discuss tree selection and placement, and to receive tree planting details.
Please also include Steve Lukowski and Parks Division Staff so that they can
review their components of the project. This meeting should occur before next
submittal so these changes can be incorporated.

Please use the City Warranty and Tree Inspection notes. These are available
through the City Forester.
It is not necessary to include Street Tree Notes on these plans. You may omit
this note from the plans.
Please include this amended Permit Box Note that addresses trees on City
property: A PERMIT MUST BE OBTAINED FROM THE CITY FORESTER
BEFORE ANY TREES OR SHRUBS AS NOTED ON THIS PLAN ARE
PLANTED, PRUNED OR REMOVED ON CITY PROPERTY. THIS INCLUDES
ZONES BETWEEN THE SIDEWALK AND CURB, MEDIANS AND OTHER
CITY PROPERTY. THIS PERMIT SHALL APPROVE THE LOCATION AND
SPECIES TO BE PLANTED. FAILURE TO OBTAIN THIS PERMIT IS A
VIOLATION OF THE CITY OF FORT COLLINS CODE SUBJECT TO
CITATION (SECTION 27-31) AND MAY ALSO RESULT IN REPLACING OR
RELOCATING TREES AND A HOLD ON CERTIFICATE OF OCCUPANCY.

01/18/2017: Is there an area of the site that could be dedicated to a
"habitat/pollinator garden?" Perhaps near the playground, restroom, or seating
areas. This could potentially be a partnership with Nature in the City, particularly
if educational signage was also included.
Another idea - what about a "fruiting forest" of trees and shrubs that benefit
native bird species?

01/18/2017: What will the mowing/maintenance regime look like for the native
seed areas? Environmental Planning's preference would be to keep a mowed
strip along all walkways, but let the remainder of the native areas grow taller to
help with establishment and maximize habitat for birds, butterflies, insects, and
other species.

01/31/2017: As required by the standards the project will need to provide
sleeving for the irrigation line (Per 12.2.5.A, of the LCUASS) where it crosses
the two public streets.
The line will be allowed to be located within and running parallel to the public
Right-of-way under the sidewalk, provided the location works with existing
utilities and facilities because this line will be owned and maintained by the city.
Comment Number: 7 Comment Originated:
01/31/2017: Parks will need to apply for and obtain an encroachment permit
(needed for the street crossings and running parallel within the Right-of-way).
They will need to comply with the conditions and requirements of the permit —
one of which shall be that the line is registered and maintained as a tier 3 utility
with the locate companies.
Comment Number: 8 Comment Originated:
01/31/2017: All curb, gutter, sidewalk, and ramp sections that are damaged or
removed to accommodate the boring pits will need to be replaced to LCUASS
standards. The proposed sleeving needs to be identified and shown on the
plans to ensure that they will meet all utility separation requirements.

01/18/2017: The project narrative states that "ample native vegetation" will be
planted on the site. However, none of the species listed on the planting list are
included on the City's Native Plants List:
http://www.fcgov.com/naturalareas/pdf/nativeplants2013.pdf. In addition,
residents in the vicinity of the park have expressed support for additional native
plantings to provide habitat for birds, bees and butterflies.
Please add or replace some of the species on the planting list with native trees,
shrubs, perennials, and grasses if this is the intent for the park.
