Residential development within 1000' requires that a note be put on the plat notifying property owners and residents that the property is located in the vicinity of a well.) Could a new road from Turnberry be used for the oil wells and the development? (This would require a modification to the buffer standards, which would need to be approved with the development plan. Water's Edge requested a modification to this standard, which was approved on the condition that the well sites are plugged and abandoned to the state's standards.) With lower prices could these be plugged? Would these wells be eligible for fracking? Would this require greater setbacks? (We'll get back to you on this question: It is possible that a frock stimulation could occur at each well site, and the City is not able to predict whether this would happen at this point. Prior to any frocking treatment the operator would be required to file a permit with the Colorado Oil and Gas Conservation Commission (COGCC) and the City would be notified. Given the age of the field in this area and the current state of the market, frocking may be less likely at this site.) This is an old oil field and they don't know where the relief valves are. You could hit unexpected buried pipes. (we have surveyed and discussed with the oil companies) Process: - If you get a variance, will we get notified? (There is not a special notice for variances/modifications of standards.) - Where will you get water? (East Larimer County (ELCO) Water District) - With this development will Serramonte be annexed? (no) Concern about traffic on Douglas Road. Corner of Hwy 1; and corner of Turnberry and Country Club Road are hazards. What improvements will be made? (not sure, still preliminary; City Staff is still scoping the project's Traffic Impact Study.) Need a police officer to enforce a reduction of speed. (Staff is looking at the cumulative effects of this development and Water's Edge development.) (Traffic Level Of Service [LOS] explained.) Why is there not a traffic study yet? (because the project has not been submitted in order to get neighborhood feedback prior) What is the status of Timberline and Vine? (will be looking at it with Water's Edge traffic study) Could there be an access directly onto Turnberry? We think most trips will go south on Turnberry. Please offset the accesses on Douglas from those across the street such as Twilight Lane. Extend Turnberry from Mountain Vista to Vine. Traffic from 18-wheelers has gotten bad. Put signs with a weight restriction on Country Club road to limit 18-wheelers. - Why doesn't Turnberry extend from Mountain Vista to Vine? (There was neighborhood opposition to the idea when the Master Street Plan was done before, but we will be updating the Master Street Plan in the next couple years. City Staff would like to see this connection.) With an aging population, we need good emergency access: Turnberry extended to Vine. Douglas Road is a road bike haven and the three accesses will be a problem. (Douglas will need to be improved with shoulders and/or bike lanes.) Background: - Former project - Whispering Pines 2008 equestrian community - was supported by neighborhood. Stormwater: - What are you going to do about the drainage? (The applicant will create detention ponds and most likely drain to the east into the No. 8 ditch.) - The water table is very high on this lot, concerned about how this would impact construction. Natural and Ecological Value: - The applicant will be having an Ecological Characterization Study (ECS) done. - Southern cul de sac is sitting on a spring -fed wetland. (City Staff will evaluate and apply protection standards as needed to protect significant natural features.) - Many different wildlife species use this property: lots of deer, even a marmot. Vegetate the heck out of this development. On all sides. - There are a lot of migratory birds etc... in a pond area along Douglas Road, could the site drain into it to create a higher quality wetland? (City staff would like to see any pictures of wildlife or other information residents have about wildlife use on the site.) - We have pictures of Bald Eagles and Redtail Hawks, and Great Horned Owls and some nests. (We would like to see pictures of wildlife from residents. The City restricts removing trees with raptor nests, and additional protection and buffering standards may apply depending on the species.) Oil and Gas: - (A 350' setback is required from oil and gas wells to houses; pedestrian trails and access roads to the wells are allowed, but public roads are not. A modification of standard would likely need to be requested to extend any roads from the development to Turnberry. January 28, 2016 Country Club Reserve - Neighborhood Meeting Notes Staff Introduction - Agenda - Purpose: Discussion regarding proposed development - Process: Conceptual Review has taken place and proposal not yet submitted. Decision maker is Planning and Zoning Board - Zoning: Urban Estate Applicant Presentation: - Oil wells not represented and owned separately than the surface rights. - Did a neighborhood meeting 10 years ago by the same ownership group. Proposed less open space. - Description of project o May move northeast houses further away from road. Questions/Comments/Discussion - by topic (responses in parentheses: Applicant in Blue: City Staff in Character/Design: - The proposed pedestrian crossing at the west is right at our property entrance; would rather not see the houses so close to the oil road. - The oil derricks are really big and intrusive and should not be counted toward open space. - What will you do if there is another oil leak? Like before with the SW well. - It would be helpful to move the houses in the NE further south; I live directly across the street. - Bring development to the center of the lot. - Will this be marketed as a 55+ yr. community? (Maybe.) - When do you hope to break ground? (8 —12 months) - We'd like to see custom built, high end homes. (This will be up to the ownership group and have not gotten interest from builders yet.) - What light pollution should we expect? (We will try to do limited lighting while still meeting the standards.) Streets and home light. (We are advocates of Dark Skies lighting schemes.) Hearthfire is a good example. - We helped Hearthfire get modifications for lighting and streets; but since then the home lighting has gotten bright. Look at the LZl International Dark Sky Association standards for rural and low density communities. - The site is not flat, are you planning to bring a lot of fill? (we are still looking at grading) - We still don't have trails or public transit to this area but would like them. At what point do we as tax payers to improve the infrastructure (Most infrastructure happens through new development.) What about trails and transit? (Those are special projects done by demand and density.) - We don't want the connection to your development. Traffic:
