and private utilities involved in the project attend a formal DCP meeting. At this meeting, the hospital's
representatives and/or contractor and all of the various utilities will have an opportunity to ask questions
about the upcoming construction and 'get on the same page'.

Please take a look at the following response to the recent question from the Leadership Team about the
PVH MOB and Parking Structure and let me know if I've missed anything.

Staff is responding to a request from the Leadership Team about the techniques used to minimize
neighborhood impacts associated with the recently approved Poudre Valley Hospital Medical Office
Building and Parking Structure.
The following steps will be employed to help transition the upcoming PVH development:
-Monitoring of Neighborhood Traffic Speeds
Neighborhood meetings revealed a concern regarding additional traffic and speeding on Garfield Street
between the proposed parking garage and the Stover Street. Residents are concerned that hospital staff
will use local streets within University Acres to gain access to Prospect Road and points west.
The City's Traffic Operations Department has agreed to perform a before -and -after analysis of traffic
volumes on Garfield Street. Counters have been placed along Garfield to establish a baseline condition.
After the opening of the garage, counters will again be set to establish any changes in the baseline. The
data will reveal the next course of action. If warranted, the neighborhood may participate in the City's
traffic calming program.
-Electronic Speed Indicators Required under Development Agreement
Poudre Valley Hospital has agreed to finance the purchase of two electronic speed indicators to be placed
on Garfield at the time of the parking structure opening. According to Traffic Operations, these electronic
read-out devices provide more effective traffic calming than speed tables and neck -downs.
PVH's obligation to finance the speed indicators will be noted in the Development Agreement (DA). This
agreement provides for the installation of all development improvements as required by the Land Use
Code. The agreement specifically establishes the extent to which PVH and the City are to participate in
the cost of constructing any public improvements.
-Traffic Control Plan
The City's Traffic Operations Department reviews Traffic Control Plans that dictate the flow of construction
traffic in and around the project site. Staff will carefully evaluate the Traffic Control Plan and promote
circulation routes that reduce the potential for "cut -through" construction traffic.
- Development Construction Permit
As with any development that will construct public infrastructure improvements that, upon completion, will
be owned or maintained by the City, a Development Construction Permit (DCP) is required. The DCP
facilitates the transition from completion of the development review process into construction of the
project.
