Service is available from the existing vault at the southwest property corner. Electric service must be adequately routed around the proposed detention pond. Please coordinate a transformer location with the Light and Power Utility Engineering Department. The transformer must be located within 10' of a paved surface. Please have your electrician submit a C-1, Commercial Use form to Light and Power. Normal electrical development charges will apply. Please refer to the fee information that was provided. The Poudre Fire Authority stated that an automated fire suppression system and alarm system will be required. A hazardous materials impact analysis will be required for medical gases, etc. A "knox-box" which stores a key to the building for the fire department will be required. A 20 foot inside radius and 40 foot outside radius must be provided for the maneuvering of fire trucks around the access drive. The parking lot paving must be designed to carry the weight of a fire truck. Unobstructed (paved) access must be provided to the emergency exits. The MMN, Medium Density Mixed Use Neighborhood is described in Division 4.5 of the Land Use Code (Article 4, pp. 30-42). b. General Development Standards (such as fencing and landscaping) are described in Article 3 of the Land Use Code. In the event of a conflict between a standard or requirement contained in Article 3 and Article 4, the standard in Article 4 shall prevail. C. Per Section 2.2.2 of the Land Use Code (Article 2, pp. 13-14), a neighborhood meeting is required prior to the submittal of a Type 2 development application. The meeting has been scheduled for February 24, 1998 from 7 to 9 PM at the Evangelical Covenant Church. d. A geographic notification map has been provided to the applicant. The developer is responsible for obtaining the names and addresses of property owners within the mailing area. The developer pays the City 50 cents per name for the mailing. The Sterling House detention pond was built on-line. This project proposes enlarging that pond. However, it is recommended that this pond be pulled off-line since all of the Harmony Market Shopping Center currently drains through the Sterling House detention pond and is negatively affecting its operation. The drainage ditch along Lemay Avenue drains the Evangelical Covenant Church and other developments to the north and needs to be maintained by this development. The design of the site should take into account water quality considerations and Best Management Practices. The City recommends utilizing extended detention. Standard drainage and erosion control reports prepared by a Colorado licensed professional engineer will be required. The Water and Wastewater Utility stated that there are 8" water and sanitary sewer mains existing in Rule Drive. Service cannot be taken from the 20" water transmission line along Lemay Avenue. Plant investment fees and water rights will be due at the issuance of building permit for each building. The City's Water Conservation Standards for Landscaping and Irrigation will apply. The Engineering Department stated that Utility Plans must be prepared by a Colorado licensed professional engineer. The Street Oversizing fee for this use is currently $7,292 per acre based upon the total building square footage. The project will be subject to the building permit fees in effect at the time of the issuance of building permit. A Transportation Impact Analysis will be required which addresses vehicle, bike, pedestrian and transit service. Additional right-of-way may need to be dedicated along Rule Drive or the sidewalk may need to be placed in a public access easement. The traffic circle proposed approximately 25 feet from the flowline will need to be evaluated. Separation will be needed between the back of the sidewalk and the edge of the detention pond. Direct pedestrian access is needed between this facility and the Sterling House PUD assisted living facility. Pedestrian connections to Lemay Avenue and the property to the north are needed. Bike parking is needed at the building entrance. There is currently a parking issue at the Evangelical covenant church (about 3 hours a day, 1 day each week). The property is located at the northwest corner of Rule Drive and S. Lemay Avenue; east of the existing Sterling House PUD Assisted Living Facility. COMMENTS: The Zoning Department stated that the property is zoned MMN, Medium Density Mixed Use Neighborhood. Long term care facilities are permitted in the MMN District subject to Planning and Zoning Board (Type 2) review and approval. The eight foot high fencing must receive a modification to standard or be reduced to a maximum height of 6 feet as required by Section 3.8.11 of the Land Use Code. Bike parking must be provided in an amount equivalent to 5% of the vehicle parking. Vehicle parking requirements are found in Section 3.2.2 and in the MMN District Block Standards of Division 4.5 of the Land Use Code.
