Show and label all clean outs. -See site, landscape and utility plans for other comments. The 100-year frequency adjustment factor should be applied to the detention calculations. RESPONSE: 4. Calculations are needed to verify the volume provided by the proposed detention pond grading. The dust abatement paragraph (6.4) of the erosion control report needs to say how this can be accomplished. 2. The paragraph on permanent stabilization (6.7) of the erosion control report needs to state that reseeding and mulching will be installed immediately, the vegetative cover being derived from that. The. way the paragraph reads now, it can too easily be interpreted as meaning nothing needs to be installed for 1-'/2 years. 3. The report must include performance standard, effectiveness, and escrow calculations. Please refer to the redline report and plan for additional review comments. Detention of the half streets is needed. It appears that runoff from Rule Drive upstream of the site can be routed through the on -site detention pond. RESPONSE: 2. More details are needed on the improvements to the existing swale along the east side of the site. Provide cross -sections of the improved swale for locations of different cross - sections. More information on the proposed grading of the swale is needed. The east side of the Swale should be improved to side slopes no greater than 4:1. The swale must be within a drainage easement for the distance of the site. Sheet 2 of 5: Utility Plan X Please enlarge the text on the plan view. It is very difficult to read. X Please provide a cross-section of both Lemay Avenue and Rule Drive. X Please show the ROW dimensions for Lemay Avenue and Rule Drive. X Please reference all details used. X Please modify the pedestrian connection between Lot 1 and Lot 2. 1 don't think that the City wants to direct pedestrians into the front of parked cars. Provide a better pedestrian -friendly connection to the building. X Please provide curve information to the curb returns at the entrance to the site. X You may want to meet with the PFA to discuss the fire truck access into the site. Talking with Ron Gonzales, he wasn't too "thrilled" with the traffic circle feature at the front of the development. X The portions of the sidewalk that are not contained within the ROW will need to be contained within a pedestrian access easement. X The saw -cut lines need to be either in the middle of the travel lane or along the edge of the travel lane. Sheet 4 of 5: Drainage and Erosion Control Plan X It seems as though the cross-section for Lemay (A_A) is missing.. Please provide and label. X I'm concerned with the placing the storm sewer under the building. Can this lead to problems down the road, i.e. leaks, etc. Sheet 5 of 5: Details X Please modify the driveway approach detail. It currently doesn't match what is being proposed. G The proposed building is located within the Neighborhood Sign District. Please show all sign locations on the building elevations. Please add a project note to the Site Plan regarding this comment. /9. The building elevations show a gazebo structure on the south building elevation. The gazebo is not shown on the Site Plan. Please clarify. Please provide one-way directional signage for traffic circulation around the proposed round -about. Please shift the location of the proposed tree on the south side of the four round -about parking spaces as it causes a visual hazard for backing vehicles. Please provide landscaping around the perimeter of the detention pond. Please show building envelope dimensions. and relative distances to the property lines on the Site Plan. Please provide parking stall, drive aisle, and sidewalk dimensions on the Site Plan. Please coordinate a transformer location with the Light and Power Utility. The transformer must be adequately screened. 6. The Current Planning Department offers the following comments: Please separate the Site and Landscape Plans due to the volume of information being provided. fa! Please label / show the existing sidewalk along Lemay Avenue. �i Please delete the attorney's certificate on the Site Plan and add a notary certification and signature block. If a replat of Lot 2 of the Sterling House PUD is proposed, then submit a separate plat in accordance with Section 3.3.1 of the Land Use Code. Should the "turf areas" in plant note #6 be referenced as sod? V/ Plant note #7 references "future phase areas". However, no future phases are shown on the Site Plan. ✓c. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. 2. The Light and Power Utility requests that your contact Bruce Vogel at 221-6600 to coordinate a transformer location. 3. The Poudre Fire Authority offers the following comments: ✓a. Fire apparatus access roads shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the jurisdiction when any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility. The fire lane(s) provided shall be signed for visibility and maintained unobstructed (please add a project note to the Site Plan). The roundabout entry is not acceptable to the Poudre Fire Authority. Although it meets design criteria for turn-arounds used for dead -ends, this is not acceptable for entries. ✓�. An automated fire suppression system is required. Quick response or residential sprinkler heads are required in the patient sleeping quarters (please add a project note to the Site Plan). ✓c. A manual and automatic fire alarm system is required for this facility (please add a project note to the Site Plan). 7 d. A fire hydrant is required within 300 feet of the building. 4. The Zoning Department offers the following comments: ✓a. Please provide separate Site and Landscape Plans. There is too much information provided for a combined plan. �b. Fences are indicated on the Site/Landscape Plan. Please label the height �19a of the proposed fences. A modification of standard is needed for any fences which exceed 6 feet in height. .��lc- The proposed building location does not meet "build -to" requirements along Lemay Avenue (10-25 foot setback) or Rule Drive (maximum 15 foot setback). Please refer to Sections 3.5.3[B][2][b]-[c]. Please relocate the bike rack from the west side of the building to the main entrance on the south side of the building. Please provide direct, continuous pedestrian connections between this site and the Sterling House (not through parking areas) and to the church site north of the property. b. Please provide a pedestrian connection to Lemay Avenue at the north end of the building. A. Please providd paarrking for employees and visitors at the main entrance to the building (south side, not the west side). 2. U S WEST offers the following comments: ✓a. Review of these plans should not be construed as a commitment that telephone facilities sufficient to serve this project are presently available. U S WEST will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. ✓ b. The owner is responsible for provision of all conduit, ditch crossings, and street crossings for telephone facilities within the project. The owner also provides terminal room space (usually 8' x 5') and power for the telephone terminal, generally in a utility room.
