HomeMy WebLinkAboutWOVENHEARTS MEMORY CARE - PDP/FDP - 5-97A - CORRESPONDENCE -Second Submittal Comments # 1 OK #2 — As rewritten, this paragraph 6.7 now makes no sense at all. #3 — The erosion control report now includes a project schedule and a cost estimate sheet, but needs performance standard and effectiveness calculation. #4 OK Third Submittal Comments 1. Paragraph 6.7, page 8 of the erosion control report is still incorrect. It is not in keeping with good erosion control practice to make any statement like, "...as soon as overlot/fine grading is complete." The site could be stripped of its cover, yet fine grading not completed for many months. In the meantime, the site is open to erosion and sediment transport. That is why paragraph 4 of the standard erosion control notes limits exposure on graded areas to 30 days before seeding/mulching (if that is a part of the plan) is required, and also requires soil roughening in the meantime. All you need to say in the report and on the plan is that seeding and mulching are required, and show or indicate by some means where. You should never make a statement which says, "...to the satisfaction of..." either the City, or the City Inspector. The job, whatever it is, needs to be completed in accordance with, and is deemed to be acceptable when the governing City specification has been met or exceeded. In the case of vegetative cover, that specification is contained in paragraph 11.3.10, page 11-5 of the Construction Standards section, City of Fort Collins Storm Drainage Design Criteria and Construction Standards. wvnhrts-2 4. Pleases show all hydraulic grade lines on the plan profiles of all proposed and existing storm sewers. Also, please analyze any tailwater effects this site might be subject to, due to the high volume of water being discharged into the main storm sewer at Lemay Avenue and Rule Drive. RESPONSE: 5. Please provide an offsite grading easement for the northwest driveway, and also an offsite drainage easement for the swale on the north property line. RESPONSE: 6. The silt fence will not provide much erosion protection where it is shown now, please put it on the west bank of the eastern swale. The swale banks should be re -seeded and mulched as soon as possible after grading is completed. RESPONSE: 7. Straw bale dikes will work as inlet protection if properly installed and maintained, but gravel inlet filters are highly recommended. RESPONSE: Erosion/Sediment Control Comments First Submittal 1. The dust abatement paragraph (6.4) of the erosion control report needs to say how . this can be accomplished. 2. The paragraph on permanent stabilization (6.7) of the erosion control report needs to state that reseeding and mulching will be installed immediately, the vegetative cover being derived from that. The way the paragraph reads now, it can too easily be interpreted as meaning nothing needs to be installed for 1 '/z years. 3. The report must include performance standard, effectiveness, and escrow calculations. 4. The plan needs BMP details, or if they are on another sheet, that sheet must be referenced on the erosion control plan sheet. wvnhrts-2 DATE: June 15, 1998 TO: Stormwater PROJECT: #5-97A Wovenhearts - Type II PDP All comments must be received by Mike Ludwig no later than the staff review meeting: Wednesday, July 8,1998 1. The City recommends that the swale along the eastern property line be piped from the initial inlet to the existing storm sewer system. The shown system goes from open channel to pipe, back to open channel then pi pe again. It would be too difficult to maintain such a system. The City would be willing to maintain the pipe portion of the system. RESPONSE: 3. Please document the 100-year flow in the channel running along the east property line, and show the water surface profile. Architectural Site Information (Sheet 4 of 5) t. Please delete the Prototypical Architectural Site Plan as it does not match the Site and Landscape Plans. U. Please provide elevations of the trash enclosure. The enclosure should be constructed of brick or stone matching that used on the building with solid metal gates. V. Please delete the Patio Plan as it duplicates information already provided on the Landscape Plan. W. Please label the BuildingSignBetaii asthe "Monument Sign Detail". Lighting Plan (Sheet 5 or 5) X. The luminare ordering guide provided on the lighting plan provides technical information regarding numerous fixtures, pole heights and colors, etc. Please only provide information that is applicable to the proposed lighting. 3. TCI of Fort Collins requests that the owners contact the Commercial Accounts Executive, Reneta Santoro, about a broadband utility easement. Otherwise, TCI Fort Collins will make no provisions to service this project. 4. The Current Planning Department offers the following comments: a. Letters of intent for all off -site easements must be provided before the project is scheduled for a Project Development Plan hearing with the Planning and Zoning Board. Signed easements (in a form approved by the City of Fort Collins) must be provided prior to the Final/Compliance Plan Hearing with the Director of Planning and Director of Engineering. b. A Plat titled "Wovenhearts Memory Care Project Development Plan / Final Plan.... Being a Replat of Lot 2 of the Sterling House PUD" is required. Please submit a Plat showing all proposed access, drainage and utility easements and a building envelope which is large enough to accommodate the proposed building (including eves, overhangs, gazebo, etc.). C. It appears that the City Staff can support the requests for modification of standards that were submitted. However, please verify that the proposed setback distances that are referenced in the request for modification are consistent with the dimension revisions requested by the Zoning Department and the Current Planning Department on the redlined Site Plan. d. Attached is a redlined set of the Site/Landscape Plan and Building Elevations. Please return the redlined set to Current Planning with plan revisions. Site Plan (Sheet 1 of 5) f. Please highlight the transformer location on the Site and Landscape Plan. The transformer should, be screened from the public view. g. Please indicate the proposed use (Proposed 19,000 square foot / 44 bed Assisted Living Facility) within the building footprint on the Site Plan. h. Please label the 8' fences on the Site Plan. i. Please revise the dimensions for the building and setbacks to account for the gazebo and maximum outside dimensions of the building footprint. j. Please show contours at a lighter line weight than the main Site Plan / Landscape Plan features. Engineering information should be shown on the utility plans. b. Building dimensions and relative distances to the property lines need to be revised. Please refer to the redlined Site Plan from the Current Planning Department. C. Please provide elevations of the trash enclosure rather than cross sections. The trash enclosure should be constructed of brick / stone that matches the main building rather than siding. d. Please indicate the proposed use (Proposed 19,000 square foot / 44 bed Assisted Living Facility) within the building footprint on the Site Plan. 2. The Light and Power Utility offers the following comments: a. The applicant will need to coordinate the route to the proposed transformer location with the Light and Power Utility Engineering Department. b. A C-1, commercial usage form must be filled out in its entirety and submitted to the Light and Power Utility Engineering Department. C.
