The applicant was given a copy of this report. On -site detention is required. If
only a portion of the sub -basin is developed, detention for the developed area only
is required. An off -site easement may be needed to drain the detention pond to the
stormsewer at Rule Drive and Lemay Avenue. A letter of intent is required.at
preliminary submittal and the final easement contingent on P&Z approval is
required at the first final PUD submittal. Please consider `Best Management
Practices" to address water quality. Copies of both the Preliminary and Final

9: _ The Natural Resources Department stated that trash enclosures must be large
enough to accommodate recycling bins. Suggested designs may be obtained from
the Natural Resources Department. Please contact Susie Gordon at 221-6600

10. The Current Planning Department stated that a neighborhood meeting will be
required prior to the submittal of this development proposal. A geographical
notification map is attached. The developer, is responsible for obtaining the names
and addresses of property owners within the mailing area. The developer.pays the
City 50 cents per name for the mailing. The City will set up the meeting upon the
developers request and will facilitate the meeting. Street trees at 40' spacing will
be required along Rule Drive. Parking lots must have a minimum of 6% interior
landscaping. A copy of the City's capital improvement expansion fees is attached.

3. The Light and Power Utility stated that conduit for 3-phase power exists along
Rule Drive. Please coordinate. a transformer location with the Light and Power
Utility Engineering Department. The transformer must be located within 10' of a .
paved surface. The City provides the pad for the transformer. Please have your
electrician submit a C-1, Commercial Use form to Light and Power. Normal
electrical development charges will apply. Please contact Janet McTague at 221-
6700 with any questions regarding these comments.
4. The Poudre Fire Authority stated that an automated fire suppression system and
alarm system will be required. A hazardous materials impact analysis will be
required for medical gases, etc. A "knox-box" which stores a key to the building
for the fire department will be required.' Please contact Roger Frasco at 221-6570
with any questions regarding these comments.
5. The Water and Wastewater Utility stated that there is are 8" water and sanitary
sewer mains existing in Rule Drive. There are also 8" water and sanitary sewer
mains to the west on the Miramount Tennis and Fitness Center property. Plant
investment fees and water rights will be due at the issuance of building permit for
each building.. The City's Water Conservation Standards for Landscaping and
Irrigation will apply. Please contact Roger Buffington at 221-6681 with any
questions regarding these comments..
6. The Transportation Department stated that bicycle and pedestrian access in this
area is critical. A pedestrian connection to the public sidewalk along Rule Drive is
needed. In addition, pedestrian access from the north side of the proposed
building to the Miramount Tennis and Fitness Center property, Evangelical
Covenant Church, and Harmony Market shopping center are necessary. Please
work with adjacent property owners regarding common/shared vehicular and
pedestrian access. Bike racks for employees and visitors are needed. Please
contact Kathleen Reavis at 221-6608 with any questions regarding these
comments.
7. The Engineering Department stated that the proposed access on Rule Drive
needs to align with any existing curb cuts on the south side of Rule Drive.
Surrounding properties within a minimum of 150' of the property line should be
shown on the Site Plan. Rule Drive is classified as a local/connector street. A 4.5,
wide sidewalk is to be detached 6 feet from the back of the curb along such streets.
Additional pedestrian connections to the north and west must be in pedestrian
easements. These connections will not be maintained by the City. Utility Plans
must be prepared by a Colorado licensed professional engineer. A development.
agreement for public improvements will be required at the time of Utility Plan
approval (after P&cZ). The Street Oversizing Fee is $3,324 per acre for assisted

CONCEPTUAL REVIEW STAFF COMMENTS

ITEM: Sterling House Assisted Living Facility.

LAND USE DATA: Request for a 50 bed assisted living facility approximately
3.3 acres. The property is located on the north side of Rule
Drive, west of Lemay Avenue, south of Evangelical
Covenant Church, and east of Miramount Tennis and
Fitness Center.
COMMENTS:
1. The Zoning Department stated that the property is zoned B-P, Planned Business
with a PUD condition. Any proposed land use on the property must be submitted
as a Planned Unit Development subject to the requirements of the Land
Development Guidance System (LDGS). A minimum of two parking spaces for
every three employees must be provided. The property is located in the
Residential Neighborhood Sign District. The Planning and Zoning Board will .
review the location of any wall mounted signs which are proposed.. All other
aspects of signage must comply with Chapter 29; Article IV of the City Code (the .
City Sign Code). Please contact Gary Lopez at 221-6760 with any questions
regarding these comments.
2. The Building Inspections Department requests that the applicant's
mechanical/electrical contractors contact the Building Inspections Department as
soon as possible to discuss the City's Model Energy Code. An accessible route
from the building to the public sidewalk is required. At the time of Building
Permit application, the applicant will also need to submit plans for the proposed .
food service facilities to the Larimer County Health Department. A grease

For your information, attached is a copy of the Staffs comments concerning the Sterling House
Assisted, Living Facility PUD, which was presented before the Conceptual Review Team on
October.21, 1996..
This is a request for a 50 bed assisted living facility approximately 3.3 acres. The property is located
on the north side of Rule Drive, west of Lemay Avenue, south of Evangelical Covenant Church, and
east of Miramount Tennis and Fitness Center.
The comments are offered informally by Staff to assist you in preparing the detailed components of
the project application. Modifications and additions to these comments may. be made at the time of
formal review of this project.
