Timberline Road. It will have to be extended from south of the adjacent C.S.U. property or
from the existing service to the adjacent C.S.U. property. In either case, an easement may
be needed from C.S.U. The applicant should meet with the Light and Power Engineering
Department separately regarding transformer locations and usage needs. Please contact

The Poudre Fire Authority stated that all of the proposed buildings should be fire sprinklered
at a minimum. In addition it was recommended that a fire alarm system also be installed.
Fire hydrants capable of providing 1,500 g.p.m. must be provided within 300' of all
buildings. Travel lanes must be a minimum of 20' wide for fire trucks and turnarounds must
have a minimum 20' inside radius and minimum 40' outside radius. Please contact Mike

9. The Parks Department stated that the Parkland Fee is $813 per dwelling unit. Please contact

10. The Transportation Department stated that a Traffic Impact Analysis will be required for this
proposal. This traffic study will determine the extent of improvements to Timberline that
will be required. The developer is responsible for improving Timberline Road to arterial
standards the length of this property's frontage. The City will reimburse the developer for
all but the local portion of these improvements. Please contact Laura Varden or Eric Bracke

and to obtain a list of potential traffic consultants.

3. The Building Inspections Department stated that any building which exceeds 5,000 square
feet must be provided with an automatic fire suppression system. It is mandatory that the
church chapel be fire sprinklered. Handicap accessible routes from any building
entrance/exit within 6" of grade must be provided to the public sidewalk and must be signed
and marked. The food service area for the assisted living facility must be approved by the
Larimer County Health Department. Please contact Jim Devore at (970) 498-6775 to obtain

4. The Water and Wastewater Utility Department stated there is a 16" water main located in
Timberline Road. The applicant will be required to loop a service main through the
development. An 8" sanitary sewer main has been extended across the Foothills Channel to
the southern property line. The developer may be required to extend this sanitary sewer main
through the site to the north property line. Separate water and sewer service lines and meters
will be required for each building. A grease interceptor will be required for all kitchen
facilities. Water Conservation Standards for Landscaping and Irrigation will be applicable.

5. The property is located in the Foothills Drainage Basin. The stormwater development fees
for this basin are $6,525 per acre based upon the amount of additional impervious surface
area and the amount of on -site detention provided. The applicant will be required to provide
detention for on -site flows as well as some off -site flows as per the Pinecone Overall
Drainage Plan. The City may be installing a drop structure in the Foothills Channel. Staff
cautions the applicant not to propose heavy irrigation near the channel due to the potential
of it causing sloughing. An access easement for ditch maintenance must be provided along
the Foothills Channel. A drainage report and erosion control plan must be prepared by a
Colorado licensed civil engineer and submitted with the development. The channel must be
surveyed prior to designing a plan for outfalls. Please contact Glen Schlueter of the

6. The Engineering Department stated that Timberline Road has a 120' wide R.O.W. (60' half
section). A 5' wide sidewalk must be detached from the back of the curb by a 10' landscaped
strip. A 15' utility easement must be provided behind the R.O.W. The project will be
assessed a Street Oversizing Fee of $5,252 per acre for the church, school, and assisted living
facility if it is classified as a nursing home; and $14,005 per acre for the day care facility.
If the assisted living facility is classified as a single dwelling unit, it will be assessed a Street
Oversizing Fee of $584. The Street Oversizing Fee is pro -rated based upon the amount of
each land use. A 20' travel lane must be provided on each side of the median at the proposed
entrance(s). Standard Utility, Grading, and Drainage Plans must be prepared by a Colorado
licensed civil engineer and submitted at the time of development application. Please contact

LAND USE DATA: Request for an approximately 2,500 seat chapel; office, school and
day care uses; 1,000 car space parking lot; and 75-100 bed assisted
living facility on 34 acres. The property is located on the east side of
Timberline Road, north of the Fort Collins High School and Pine
Cone Apartments, approximately '/4 to '/2 mile south of East Drake
Road.
COMMENTS:
1. The property is located in the B-P, Planned Business zoning district. All of the proposed
uses, except for the assisted living (intermediate health care) facility, are permitted in the
Planned Business zoning district. Since the assisted living facility is not a permitted use,
the proposal must be submitted as a Planned Unit Development subject to the requirements
of the Land Development Guidance System. Please contact Gary Lopez at 221-6760 with
any questions regarding these comments.
2. The Planning Staff provided the applicant a copy of the Land Development Guidance
System. All Planned Unit Developments are subject to mandatory compliance with all
applicable All Development Criteria (see page 61). These criteria are explained in detail on
pages 13-60. In addition, the proposal must achieve 60 points on the Residential Uses Point
Chart (see Point Chart H on pages 78-79a). Landscaped medians will be required throughout
the parking lot. Please refer to the Parking Lot Development Guide for design requirements.
Substantial screening will be needed along the north, west, and south property lines. A
neighborhood meeting will be required prior to the submittal of this development proposal.
The Planning Department will make a geographical notification map upon your request to
proceed with the project. The developer is responsible for obtaining the names and addresses

Assembly of God Chapel, Day Care, and Assisted Living Facilities on Timberline Road, which
was presented before the Conceptual Review Team on September 11, 1995.
The applicant proposes an approximately 2,500 seat chapel; office, school and day care uses; 1,000
car space parking lot; and 75-100 bed assisted living facility on 34 acres. The property is located
on the east side of Timberline Road, north of the Fort Collins High School and Pine Cone
Apartments, approximately '/4 to '/2 mile south of East Drake Road.
The comments are offered informally by Staff to assist you in preparing the detailed components of
