She stated they should look to compromise the situation. She suggested that the beginning of the street be renamed to Mason Court and the neighbors, if they choose, can name their private drive Fat Tire Lane with the understanding that they will be addressed on Sherwood or Mason Street. Chris Maldanado, speaking for the neighborhood stated that they would find some way to honor New Belgium and leave the street named Mason Court. Member Gavaldon moved for approval of Martinez PUD, #4-97A with the condition that Fat Tire Lane become Mason Court for the roundabout, specifically noted for the public street. Member Chapman seconded the motion and offered a condition that the developer work with the neighbors for approval of naming the private Lane, Fat Tire Lane, with the understanding that they would have a Sherwood address. Member Gavaldon accepted the amendment. Member Davidson commented that there was other ways to honor New Belgium and thought that should be looked at by the neighbors. The motion was approved 7-0. Project: Harmony Technology Park, First Filing, Celestica, Project Development Plan, #12-97A Project Description: Request for a Project Development Plan for a manufacturing and office building. The building would be a total of 209,308 square feet divided between 176,287 square feet for manufacturing and 33,021 square feet for office. The site is 34.33 acres located at the southeast corner of Harmony Road and C.R. #9. The parcel is zoned HC, Harmony Corridor. Staff Recommendation: Approval Planning and Zoning Board Minutes November 6, 1997 Page 4 Mika] Torgerson, Architect representing the applicant replied that they offered the neighborhood the opportunity to come up with names for the street. There was limited response from the neighborhood. Those who did respond recommended that they name the street after New Belgium Brewery or one of their products showing appreciation for the $15,000 donated to the neighborhood efforts to have the property developed into something that was compatible to the existing neighborhood. Director Blanchard stated that the Board does have the authority under the LDGS Criteria previously stated by Member Gavaldon to asked that the name be changed to be consistent with Mason Street. Mikal Torgerson, Architect representing the applicant gave a brief presentation. Member Weitkunat asked for the length of the street. Mr. Torgerson replied that it would be less than 1500 feet. Member Weitkunat asked if there was any housing. Mr. Torgerson replied there was not, the street would serve as an access to the commercial use. Public Input Chris Maldanado, representing the neighborhood stated that they are always very clear in making sure that the whole neighborhood knoww what was up, and in choosing a name, it went in the newsletter which is distributed to 450 homes. She stated that the neighborhood felt that the name should be something that went with New Belgium for their contribution. She stated that the neighborhood is excited about this project and pleased to have been part of a very positive project as opposed to being a neighborhood that fights a development. Ms. Maldanado asked that the Board consider Fat Tire Lane. John Kefalas, 604 Sycamore Street stated that he supported the project and it would be good for the neighborhood and the downtown area. Mr. Kefalas supported the name Fat Tire Lane. Dr. Andrea Schweitzer, 4501 Boardwalk Drive #K123 stated she was looking forward to being a resident of the co -housing development. Ms. Schweitzer stated that many people were in the audience tonight to support the name Fat Tire Lane and asked them to stand to be recognized. Planning and Zoning Board Minutes November 6, 1997 Page 3 Member Colton moved for approval of Miller Brothers Foothills Subdivision, 6th Replat, Lot 1 with the condition that the drainage problem be taken care of adequately. Member Chapman seconded the motion. The motion was approved 7-0. Project: Martinez P.U.D. - Final, #4-97A Project Description: Request for a mixed use development consisting of 9 single family lots (each with a second dwelling unit above an attached or detached garage), 1 commercial/residential lot containing 2,168 s.f. of office space and a 1,000 s.f. living unit, 34 co -housing (multi -family) dwelling units, and a 31,200 s.f., 3-story commercial/residential building (with 10 2-story loft dwelling units on the second and third floors) on 8.45 acres located on the south side of Lee Martinez Park, west of N orth College Avenue, north of Cherry Street, east of North Sherwood Street, and zoned LMN, Low Density Mixed Use Neighborhood. Recommendation: Approval Hearing_ Testimony. Written Comments and Other Evidence Member Gavaldon stated that he would like the discussion to focus on the name of the street "Fat Tire Lane". Member Gavaldon read from the LDGS, "street names in the same direction may change only at arterial streets. Street layout must consider the standard north south east to west numbering system. Private fire access shall be provided with improved street signs". Member Gavaldon asked if Cherry Street, which does intersect with Fat Tire Lane, was an arterial street. Sheri Wamhoff, Engineering Department replied that Cherry Street is a collector. Member Gavaldon stated since Cherry Street is not an arterial, it should be consistently named to coincide with Mason Street. Member Gavaldon stated that in a memo from the applicant's representative, Fat Tire Lane was being named based on a donation from New Belgium Brewery. He asked if there was a vote taken by the homeowner's and what was the outcome of the vote.
