Has it been determined if Sherwood Street is a public street (dedicated by subdivision plat or separate document)? 17. The design of the cul-de-sac at the end of Mason Court does not appear to meet current City street design standards. 18. Building elevations (architectural character) have been received for the mixed use building in Area "B" (commercial/residential), the mixed use building in Area "A" (commercial/residential), and the co -housing common house in Area "D". No elevations for the co -housing residential buildings have yet been submitted for review. "Multi -family" residential is typically reviewed by City staff. 19. There is a flatwood trellis shown on the west elevation of the co -housing common house that is not shown on the south elevation. This should be added on the revisions. 20. Red -lined copies of the Site and Landscape Plans, with Planning Department comments, are attached to the comment letter being sent to M. Torgerson Architects. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the new development review process and schedule there is no revision date mandated by the City. The timing is up to the applicant. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due by the 4th weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting it will be determined if the project is ready to go to the Planning and Zoning Board for a decision and, if so, will be scheduled for the nearest open date. Planning and Zoning Board public hearings will be held on the 1st and 3rd Thursdays of every month, with a minimum two week notification period prior to the public hearing. b. Pothole the 24" water main now to finalize the design of the 8" water main lowering. C. Services may not extend across adjacent properties/lots. d. Provide stationing for sanitary sewer services on the plan and profile sheets. e. Provide a 1-1/2" meter pit detail. f. Specify the wall thickness and length for the steel casing. g. Place water and sanitary sewer mains in drives and parking areas. h. Add a note on the Landscape Plan regarding location of all utilities prior to planting. Provide required landscape and utility separations on the Landscape Plan. k. The utility layout in the vicinity of the commercial building needs work. I. See the red -lined utility plan and Landscape Plan for other comments. M. A railroad permit is needed for the water main crossing. A red -lined set of utility plans (rolled) is being forwarded to Shear Engineering and a red -lined Landscape Plan is attached to the comment letter being sent to M. Torgerson Architects. Kathleen Reavis of the Transportation Planning Department stated that you . should contact GayLene Rossiter of Transfort for bus stop improvements details. Also, a red -lined Site Plan is attached to the comment letter being sent to M. Torgerson Architects. 13. A copy of the comment letter received from the Stormwater Utility is attached to this letter. A red -lined set of utility plans is being forwarded to Shear Engineering. 14. A couple of sidewalks/paths in the area of the mixed use building (commercial/retail) would be a positive addition to this development. A brown - lined Landscape Plan is attached to the comment letter being sent to M. Torgerson Architects. 4. A copy of the comments received from Sharon Getz of the Building Inspection Department is attached to this letter. 5. The Poudre Fire Authority has indicated that the emergency access and water supply as shown meet the fire department requirements. 6. Janet McTague of the Light & Power Department has offered the following comments: a. Light & Power will need to carefully coordinate with other utilities. A utility coordination meeting would be appropriate for this project. b: Street lighting in the public right-of-way is provided by the City. C. Street lighting along the private drive is provided by the developer. 7. Ron Mills of the City's Right -of -Way Planning stated that an easement on the property that was granted to the City (Tract "A", Book 1684, Page 895) has been vacated by City Council with Ordinance No. 86, 1997. 8. Randy Balok of Parks Planning has indicated that you should contact Janet Meisel to discuss potential concerns regarding this development proposal. Janet can be reached at 221-6640. 9. Tim Buchanan, the City Forester, has offered the following comments: a. The applicant should schedule a meeting with the City Forester to review existing trees on the site, tree protection and transplanting plans. b. Mason Court should be designed with canopy shade trees as required in the "new" street standards. The surface in the parkways should be lawn without shrubs. Please contact Tim, at 221-6640, to schedule a meeting with him. 10. A copy of the comments received from Sheri Wamhoff of the Engineering Department is attached to this letter. A red -lined set of utility plans (folded) is being forwarded to Shear Engineering and a red -lined Landscape Plan is attached to the comment letter being sent to M. Torgerson Architects. 11. Roger Buffington of the Water/Wastewater Department has offered the following comments: a. Show and label curb stops and meter pits for the multi -family dwellings. Torgerson Architects 320 West Olive Street Fort Collins, Colorado 80521 Dear Mikal, Staff has reviewed your documentation for the Martinez PUD, Final that was submitted to the City on July 9, 1997, and would like to offer the following comments: TCI of Fort Collins (cable television) has offered the following comments: a. They need to have utility easements to service Lots 1 - 10. Tracts B and C are marked as private drives on one set of maps, and according to the plat map they are not public easements. b. TCI will also require a private Broadband easement to service this area. 2. Public Service Company is requesting that a utility coordination meeting be scheduled. The easements as shown appear to be inadequate. 3. Gary Lopez of the Zoning Department has offered the following comments: a. The proposed sales office straddles Lots 1 and 2. How long will this "temporary" structure be there? b. Deciduous trees are required for screening between single family Lot 10 and the co -housing parking lot to the west. C. The private drive adjacent to the railroad tracks needs a minimum 5' wide landscape buffer with trees to screen the tracks from the project. d. Building envelope dimensions are required for the commercial and co - housing areas, with distances to the nearest property line.
