RE: Harmony Technology Park, First Filing, Celestica Colorado
Dear Bruce:
February 11, 1998
On February 5, 1998, the Director of Current Planning of the City of Fort Collins
approved the Final Development Plan known as Harmony Technology Park, First Filing,
Celestica Colorado. Final documents, together with the Development Agreement, are on
record with the City.
It is of utmost importance that you understand that the Final Development Plan was
approved without the final design for the ultimate improvements to Harmony Road, State
Highway 68. The final design of Harmony Road will be a joint review process with City
and the State. It is our understanding that Sear -Brown Engineers has been retained by
Celestica Colorado to submit design documents to the City and State for review and
comment.
The Development Agreement stipulates that all Harmony Road improvements shall be
completed and accepted by the City and the Colorado Department of Transportation, and
all improvements to County Road 9 (as set forth in the Utility Plans) shall be completed
and accepted by the City prior to the issuance of the Certificate of Occupancy for any
building within the development.
The Colorado Department of Transportation, Region IV, has mandated that the ultimate
design of fully -improved Harmony Road include the closing of the existing driveway to
Harmony House onto Harmony Road. Such closure will necessitate Harmony House
obtaining alternative primary access via the internal parking drive aisles of Harmony
Technology Park, First Filing.
Since the Final Development Plan does not indicate such road closure, and the internal
access is merely "ghosted -in" on the plans, a Minor Amendment to the First Filing will be
required in order to preserve access to Harmony House. This minor amendment must
also indicate new berming and landscaping along Harmony Road, in the area vacated by
