This development proposal is subject to the requirements as set forth in the City's LUC, specifically Articles 2. Administration (Development Review Procedures), Article 3. General Development Standards, and Article 4. [Zoning] Districts. 12. This development proposal will be administered as a PILOT PROJECT in the City's development review process. The project management will be a more intensive effort, with City staff and the developer's design team working closely together through the design development and review of the project. d. Fire hydrants must be within 300' of all buildings and must be spaced at no more than 600' apart. e. A HAZMATS Study will be required for this development proposal. Please contact Ron, at 221-6570, if you have questions about these comments. 9. Kathleen Reavis of the Transportation Planning Department offered the following comments: a. There is a Harmony Road Access Control Plan update in the process. Please be aware of the process and results. b. The status of Cambridge Drive is uncertain at this time. C. There could be some road sizing issues associated with this project. d. Transportation Planning prefers Concept G.2, with Harmony Technology Parkway being a direct alignment between Harmony Road and Rock Creek Drive. e. There may be some changes to the parking allowances for office uses as set forth in the LUC. The maximum parking allowances may increase. This is going to City Council in the near future for review. f. There may be some issues regarding TDM's associated with this development proposal. g. The proposed bicycle parking will be important for this development proposal. H-P has a high percentage of bicycle users/commuters. Please contact Kathleen, at 224-6140, if you have questions about these comments. 10. This development request may be subject to the Development Review Fee Schedule that is available in the Current Planning Department office. The fees are due at the time of submittal of the required documents for the Project Development Plan and Final e. Bicycle and pedestrian connections should be provided to the natural area. f. The limits of development must be shown on all the development plans. g. Please use native plant materials and grasses, as possible and reasonable, in this development. Minimize the use of bluegrass. h. The trash dumpsters should be designed and constructed to provide for recycling. Please contact Kim, at 221-6641, if you have questions about these comments. 7. Clark Mapes of the Advance Planning Department offered the following comments: a. The 2 different plans (Concepts G.1 & G.2) reflect a good demonstration of the City Plan and the Harmony Corridor District standards. Concept G.1 may be the best of the two. b. The design and treatment of the street edges in this development are critical. 8. Ron Gonzales of the Poudre Fire Authority offered the following comments: a. The addressing for each building must be visible from a street. Concept G.1, with Harmony Technology Parkway curving between the buildings, would be the better plan from an addressing standpoint. b. Emergency access to all buildings must be maintained. Concept G.1, with Harmony Technology Parkway curving between the buildings, would be the better plan from an emergency access standpoint.. C. The buildings may have to be fire sprinklered. All 3-story buildings must be fire sprinklered. Fire flows of 1,500 gallons per minute at a residual pressure of 20 pounds per square inch must be provided. b. The storm water outfall from this site must be consistent with the approved Fossil Creek Inlet Basin Study. C. Water quality extended detention is required to treat the runoff. d. The standard drainage plans, erosion control reports, and construction plans are required and they must be prepared by a professional engineer registered in the State of Colorado. e. Off -site easements will be required. A temporary on -site retention drainage easement may be needed if off -site easements cannot be provided. The City will not assist in obtaining the needed easements. f. The affected irrigation company must approve the storm water outfall for this development. Please contact Glen, at 224-6065, if you have questions about these comments. 6. Kim Kreimeyer, the City's Natural Resources Planner, offered the following comments: a. A Fugitive Dust Control Permit for this proposed development is required and it will be issued by the Larimer County Environmental Health Department. Please contact them directly. b. If there are prairie dogs on the site they must be relocated or humanely eradicated before any construction begins. C. The groundwater and drainage for this development proposal needs to be reviewed. There is habitat and a wildlife movement corridor that could be affected. d. An Ecological Character Study must be done with this development request because there is an Urban Plains Forest on the site. A buffer may be required around this forest. g. It might be good to have a utility coordination meeting for this project even though the site development would not be too tight. Please contact Bruce, at 224-6157, if you have questions about these comments. 4. Roger Buffington of the Water/Wastewater Department offered the following comments: a. There is an existing 16" water main on the north side of East Harmony Road, an existing 12" water main in County Road 9, and a 12" water main in Harmony Technology Parkway. The City requires 12" water mains on '/4 section lines. b. There is an existing 30" sanitary sewer main in County Road 9. C. ISome lift stations exist in the City but they are out of service. d. The City's water conservation standards for landscaping and irrigation systems will apply to this site. Information on these standards can be obtained at the Water Department and the Current Planning Department. e. Plant investment fees and water rights will apply to this development and they will be due at time of issuance of building permits. f. The standard utility plan submittal requirements will apply to this development request. Please contact Roger, at 221-6854, if you have questions about these comments. 5. Glen Schlueter of the Stormwater Utility offered the following comments: a. The site is in the McClelland/Mail Creek Basin, where the development fee is $3,717 per acre subject to the runoff coefficient reduction. h. The applicant, the City, and CDOT should get together to discuss this development proposal. The standard utility plan submittal requirements will apply. j, If subdrains are planned and proposed then a hydrologic study will be required. k. The City attorney's office should be consulted about the desired long vesting right for this development. 1. A Development Construction Permit must be issued by the Engineering Department as the last step in the development review process. Please contact Marc or Tim, at 221-6750, if you have questions about these comments. 3. Bruce Vogel of the Light & Power Department offered the following comments: a. There is existing City power on the south side of East Harmony Road and on the east side of County Road 9. b. Please coordinate transformer locations with Light & Power. They can be no more than 10' from a paved surface that a line truck can park on. With multiple buildings the transformers should be shared. C. The normal electric development charges will apply to this project. d. Street tree/street light coordination is critical to this development. e. There is no problem with looping power through this site. f. There was a question asked about the possibility for a "redundant" sub -station. Bruce said that it is possible but would cost lots of money. Also, the room for the line is limited. b. This development proposal must comply with the applicable General Development Standards as set forth in Article 3 of the LUC. C. This development proposal must comply with the Land Use Standards and Development Standards as set forth in Division 4.21 - HC District of the LUC. A Transportation Impact Study (TIS) is required with your Project Development Plan (PDP) submittal. Please contact Eric Bracke of the Traffic Operations Department, at 224- 6062, and Kathleen Reavis of the Transportation Planning Department, at 224-6140, to determine what information is needed in the TIS pertaining to Level of Service for vehicle, pedestrian, bicycle, and transit modes of transportation. b.. Street oversizing fees will apply to this development. The fees will be collected at the time of issuance of building permits. These fees are based on vehicle trip generations by the development. Please contact Matt Baker, at 224-6108, for detailed information on the fees. c. The property needs to be subdivided and platted concurrent with a development request. d. Harmony Technology Parkway would be a collector street. e. Please be aware of the requirements as set forth in Section 3.6.3 - Street Pattern and Connectivity Standards in the LUC regarding how they relate to this development proposal. f. A State Highway Access Permit will be required. g. The proposed Rock Creek Drive along the south side of this property must align with existing Rock Creek Drive on the west side of County Road 9. Hewlett-Packard's initial plan is to develop 600,000 square feet of floor area, with the potential for 1.5 million square feet of floor area at full build -out. The buildings would be 3 stories in height and range from 120,000 to 150,000 square feet in size. The Harmony Technology Park, Overall Development Plan (ODP) is currently in the City's development review process. H-P is wanting to receive a 10-year vesting period for their development. The property is in the HC - Harmony Corridor Zoning District. COMMENTS: 1. Jenny Nuckols of the Zoning Department offered the following comments:. a. The property is in the HC - Harmony Corridor Zoning District in the City of Fort Collins Land Use Code (LUC). The proposed office/industrial uses are permitted in the HC District, subject to Planning and Zoning Board (Type II) review and public hearing due to the size of the buildings proposed to be in excess of 80,000 square feet in size. This is a request for an office/industrial complex (predominantly office uses) on approximately 120 acres located at the southeast corner of East Harmony Road and County Road 9, adjacent to the existing Celestica 30 acre site.
