A meeting was held with Northern Engineering on 8/24/2015 to discuss drainage concerns. From that meeting, variances were discussed including: -18" of ponding depth in some parking lot areas. - the off -site basin including the emergency access road releasing at the 100-year existing rate. - South pond landscaping. These variances are tentatively approved pending variance application and review. Erosion control Report was acceptable. Erosion Control Escrow will need to be submitted based upon the redlines on the erosion control plans. If you need clarification concerning this section, or if there are any questions please contact Jesse Schlam 970-218-2932 or email @ jschlam@fcgov.com 0 As mentioned, th, aouth-facing doorway along Prospect Road avows the building to establish a connection to the public street as well as the Sheely neighborhood. Comment Number: 2 Comment Originated: 06/01/2016 06/01/2016: While the pergola feature is offered as a mitigation measure, such a feature does not rise to the level of a street facing door. Please note that the pergola feature is setback from the street -facing building line by 25 feet and, by itself, does not meet the intent of the standard. Comment Number: 3 Comment Originated: 06/01/2016 06/01/2016: A well -designed, distinctive south -facing entry feature is an important attribute that allows the building to relate to the larger community. The team is strongly encouraged to explore options that meet both the spirit and the letter of the two aforementioned standards. Otherwise, a Modification of Standard may be needed to be addressed by the Planning and Zoning Board as part of an amended plan. Comment Number: 4 Comment Originated: 06/01/2016 06/01/2016: The comment response letter indicates that a gate has been added to connect the site to future development on the balance of Lot Two but this gate is located in an inconvenient location at the northeast corner of the site. The gate should be moved so it's less remote and more centrally located. Staff suggests this gate be aligned with the east -west walkway along the north side of the building so it's conveniently near the north entry. Comment Number: 5 Comment Originated: 06/01/2016 06/01/2016: Please provide a note or a diagram that demonstrates how the basement bike parking is accomplished. We need to make sure that sufficient floor area and the proper number of rack spaces are provided to accommodate the required number of spaces. Comment Number: 6 Comment Originated: 06/01/2016 06/01/2016: Now is the time to consolidate the Planning Set into one set that includes the Site Plan, Landscape Plan, Architectural Elevations, Lighting Plan and all the attendant detail sheets. The Landscape Cover Sheet and the ALTA Survey can be removed. The Site Plan Cover sheet should provide an expanded index and all sheets must be numbered sequentially. Comment Number: 7 Comment Originated: 06/01/2016 06/01/2016:On the Lighting Plan, a residential project does not need the fixtures to berated at 4,000 degrees Kelvin temperature. At this level, the illumination is excessively bright. Please reduce to 2,700 — 3,000 Kelvin which is more appropriate for a residential setting. Comment Number: S Comment Originated: 06/01/2016 06/01/2016: Also on the Lighting Plan, please indicate the quantity for each fixture. Comment Number: 9 Comment Originated: 06/01/2016 06/01/2016: If building -mounted wall lights are to be considered (perhaps at the entrances), be sure that such fixtures are fully -shielded and down -directional. This distance is measured both horizontally and vertically from the fire source. At this time, it is unclear if adequate separation from combustible vegetation and construction has been achieved. Comment Number: 2 Comment Originated: 05/31/2016 05/31/2016: SIGNS The fire lane has not been adequately identified with signage as per code. See below. > IFC D103.6: Where required by the fire code official, fire apparatus access roads shall be marked with permanent NO PARKING - FIRE LANE signs complying with Figure D103.6. Signs shall have a minimum dimension of 12 inches wide by 18 inches high and have red letters on a white reflective background. Signs shall be posted on one or both sides of the fire apparatus road as required by Section D103.6.1 or D103.6.2. The pergola feature provides a visual and overhead element to the west facing entry and is visible from the south." The team needs to be aware that by so removing the south facing door, the Final Plan now fails to comply with two H-M-N standards and fails to be in substantial compliance with the approved P.D.P. The P.D.P staff report to the P & Z Board indicated compliance with these standards: E. Section 4.10(E)(1)(a) -Buildings -Doorways Facing Streets: There are two main doorways to the building both located in the southwest corner. One entry faces south along Prospect Road and one faces west and is associated with the entry plaza. Both entries are accented with architectural features to further establish a presence. F. Section 4.10(E)(1)(b) - Relationship of Doorways to Streets: 4 Comment Number: 18 Comment Originated: 05/31/2016 05/31/2016: As discussed earlier, a transition from the sidewalk to the top of wall with a grate will be needed on the north side of the sidewalk chase since there is a 2' drop. Please provide a detail of this in the Utility Plans. Comment Number: 19 Comment Originated: 05/31/2016 05/31/2016: Please add the truncated domes and the sidewalk chase for attached walk details to the Utility Plan. Approved Utility Plans for this work are attached. These Utility Plans should show the 8' walk. Comment Number: 7 Comment Originated: 05/31/2016 05/31/2016: All signs along West Lake Street should be outside the public ROW. Please adjust. Comment Number: 8 Comment Originated: 05/31/2016 05/31/2016: Please show the ROW line along West lake Street. Comment Number: 9 Comment Originated: 05/31/2016 05/31/2016: The island next to the eastern ramp at the driveway needs to be adjusted. It currently shows it as concrete. If it is intended to be concrete, a 6' wing is needed on the ramp instead of a curb, since it would be a walkable surface behind the ramp. Comment Number: 10 Comment Originated: 05/31/2016 05/31/2016: Add the curb type for the pork chop island on Prospect Road. Comment Number: 11 Comment Originated: 05/31/2016 05/31/2016: Add the sidewalk repair note to the Horizontal Control Plan Sheet. Comment Number: 12 Comment Originated: 05/31/2016 05/31/2016: The transition of the new sidewalk to the existing sidewalk along Prospect Road to the east needs to extend further east before transitioning. This will prevent the sidewalk chase from being replaced when the sidewalk continues further east. Another option could be to move the sidewalk chase further west. Comment Number: 13 Comment Originated: 05/31/2016 05/31/2016: The sidewalk should extend to the west property line. This will allow future development to tie into the sidewalk. See redlines. Comment Number: 14 Comment Originated: 05/31/2016 05/31/2016: The portion of sidewalk at the driveway needs to be within an access easement. Comment Number: 15 Comment Originated: 05/31/2016 05/31/2016: Is the need for the reduced utility easement on Prospect Road for the window wells or the roof overhang. Response to comments indicate that window wells are no longer needed. If they are for the roof overhang, please indicate this with heights on the Utility Plan. The easement can then be increased back to 15' along Prospect Road. Comment Number: 16 Comment Originated: 05/31/2016 05/31/2016: Show the lot line between Lots 1 and 2 clearly.
