The storm = drainage fee in this basin is $3,717 per developed acre, subject to the amount of -_-__stormwatec detention and the amount of impervious surface. The Stormwater _Division of Water Utilities may be interested in establishing a new sub -basin in. this area which would have its own master plan, design parameters, and fees. -16. The submittal for a Project Development Plan for each indidvidual phase must include a Drainage Report, Grading and Drainage Plan, and Erosion Control Plan. For an Overall Development Plan, an overall drainage plan must be submitted. For details on submittal requirements, please contact Glen Schlueter, 221-6065. 17. Please be aware that for any one phase, offsite drainage easements may be necessary. These easements must be reviewed prior to any phase receiving Project Development Plan approval. 18 The proposed swale system will benefit water quality. In general, issues pertaining to the water quality of stormwater runoff should be addressed by the "best management practice." -19. As you are aware, the Harmony Corridor Plan calls for an 80 foot setback along Harmony as well as details on plant material. - - 20:_.--_ -A neighborhood information meeting will be required. 4 =.There is a 30. inch diameter trunk sewer in C.R. #9 from Harmony road to a point ;approximately 200 feet north of the south property line of the subject site. ...Portions of the sanitary sewer line in C.R. #9 are relatively. shallow. .5 The first phase of the proposed project could be served from the water main in= -- C.R. #9.- At some point in the project, however, a connection to the main on the north side of Harmony Road will have to be made for looping and reliability. Water conservation standards will apply to the landscape plan. Plant investment,- fees and water rights are due at the time of building permit issuance. The Poudre Fire Authority will require the standard.number of fire hydrants capable to serve any of the developments as the overall site builds out. Hydrants must be supplied with proper water pressure to serve the size of the - .. intended structures. Access to all structures must meet Fire Code whether by public streets or by private access drives. Turn-arounds for emergency equipment must be provided or streets and drives must loop through each - development phase. This study: goes further than the -typical traffic impact_ analysis in that levels of, service for all modes of travel must be addressed. The study should address how neighboring properties are impacted. The selected transportation consultant should contact Eric Bracke, Traffic Operations, 221-6062, to determine the scope of the transportation impact study. 8. As you are aware, the proposed signalized access on Harmony Road is not an. approved access according to the Harmony Road Access Control Plan. This plan was jointly adopted by Fort Collins and Colorado Department of Transportation (CDOT) and will require action by both entities in order to amend. For this City, this will require a recommendation by the Planning and Zoning Board and two readings by City. Council. 9. The access on Harmony Road will also require the applicant to vacate the "A - Line" which is a controlling access for federally funded state highways. This is a separate procedure from amending the Access Control Plan and application is made. only through CDOT Region IV, based in Greeley. Harmony Road is -- - --- classified as a major arterial with a six lane cross-section. A 15 foot utility - easement must.be platted behind the right-of-way line. Development Plan for 155 acres at the southeast corner of Harmony Road and County Road #9. Expected land uses include light manufacturing, light industrial, assembly, and office. Project would be developed in separate phases. -COMMENTS: --.1.- -_ =The site will. be zoned H-C, Harmony Corridor, according to the draft zoning map.. This map is scheduled to become effective on March 28, 1997. The proposed. land uses will be permitted in this new zone district. Any structure — . -- over 80,000 square feet will be processed and reviewed as a Planning and Zoning Board review item. If under 80,000, the Project Development Plan will be reviewed administratively by the Director. 2. The site will be served by the City of Fort Collins Light and Power Utility. Power is available from an existing oval vault at the corner of Harmony and C.R. #9. An electrical contractor will need to complete a Commercial One ("C-1 ") form to determine entrance capacity. Electrical transformers must be located within 10 feet of hard surface on one side for emergency change -out by a boom truck. The location of the transformer shouldbe such that it is not visible from public streets. Screening can be by a solid enclosure meeting clearance specifications or by Landscaping. There is a 16 inch diameter water main along the north side of Harmony Road.
